The Pound soared on financial markets after the statement by chief negotiator Michel Barnier.
It represents a stunning coup for PM Theresa May, who has spent the summer battling for her Chequers Brexit blueprint against her own party.
Mr Barnier said: “We are prepared to offer Britain a partnership such as there never has been with any other third country.
“We respect Britains red lines scrupulously. In return, they must respect what we are. Single market means single market.

The change saw Sterling rally against both the Dollar and the Euro, as markets responded to avoiding a “no-deal” disaster.
But the Brexit Secretary earlier warned a deal could be delayed until after the October deadline.
Appearing in front of a Lords Committee, Dominic Raab said ministers were “ambitious”, but said good things take time to agree.
He said: “We are bringing the ambition and substance of our white paper on our future relationship, and also some pragmatism to go the extra mile to get the deal that I think is in both sides interests.”
Mr Raab added: “Im confident that a deal is within our sights.”
