The Foreign Secretary – and ardent opponent of the expansion to Heathrow – was instead in Afghanistan to meet senior ministers in Kabul.

Back in London this morning, Mr Johnson stared at his watch as he left the Foreign Office to walk to a cabinet meeting at number 10.

His tie was pointing the wrong way round and his blond mop of hair was in a typically messy state ahead of the morning meeting.

Parliament approved the new runway by a handsome margin, with business chiefs hailing the increased access it will give to London.

But critics have hit out at the potential environmental damage the plans will cause, warning MPs not to be on the wrong side of history.

The Foreign Secretary, who could have been forced to quit the Government if he had voted against it, was mocked for failing to appear last night with MPs shouting "where's Boris".

The plans will create 114,000 extra jobs in the area around the airport by 2030, with an extra 16 million long-haul seats by 2040, according to officials.

A judicial review against the decision is being launched by four London local authorities affected by the expansion – Wandsworth, Richmond, Hillingdon and Hammersmith and Fulham – in partnership with Greenpeace and mayor Sadiq Khan.

Greenpeace UK executive director John Sauven said: "If ministers don't want to uphold the laws protecting us from toxic fumes and climate change, we're going to ask a court to do that."
