Ride-hailing app Uber has had its license to operate in the U.K. capital withdrawn by regulator Transport for London over safety concerns.

London Mayor Sadiq Khan said the app had shown a “pattern of failure that has directly put passenger safety at risk.”

Over recent months Uber drivers have made 14,000 fraudulent trips with unlicensed drivers taking over existing accounts, he said. “At this stage TfL cant be confident that Uber has the robust processes in place to prevent another serious safety breach in the future,” said Khan.

Jamie Heywood, Ubers regional general manager, said the decision was “extraordinary and wrong,” while confirming that the company would appeal.

Uber counts 45,000 drivers in London and 3.5 million users of its app. It has pledged to continue operating as normal during the appeal process. The British capital is one of the companys largest international markets, based on yearly rides, and the decision today marks a setback in its efforts to revamp its reputation with regulators worldwide.
