The European Commission this week announced new steps<\/a> that Facebook, Twitter, Google and others have agreed on to stamp out fake news on the web. Facebook pledged<\/a> to include \u201ctraining for all European Parliament political groups\u201d on how to use its platform and roll out \u201cpolitical ad labeling and the political ads library\u201d \u2014 a list of political ads that they started publishing \u2014 by next spring. Google said<\/a> it is also planning \u201cannouncements as to the introduction of political advertising transparency tools that will be available during the European elections\u201d in the fall.<\/p>\n

For Oosterwoud, such measures are only a small part of the solution.<\/p>\n
\u201cPoliticians want to do something but they often cling to the idea that it is about protecting our own people against evil people. Its not that black and white,\u201d he said.<\/p>\n
\u201cA lot of people actually believe what comes out of fake news campaigns,\u201d he said, adding that politicians face the risk of losing the fight for hearts and minds among such people.<\/p>\n
His simulation is just one of many ways in which the West is beefing up its defenses<\/a> against disinformation \u2014 from fact-checking operations to strategic communications offices that monitor and combat manipulation efforts in real-time.<\/p>\n
The EU laid out measures in September, including a Code of Practice<\/a> that pushes Big Tech to engage in the fight. Its also debating how to bolster the resources of its dedicated task force<\/a> set up to \u201cto challenge Russias ongoing disinformation campaigns.\u201d<\/p>\n
The backdrop to such drum-beating: widespread fears among EU politicians that their communications could get hacked and their elections meddled with, just like the 2016 U.S. elections.<\/p>\n
\u201cThose who seek to attack our elections have the necessary capabilities and the motivation. We also know that their tactics change and evolve very quickly,\u201d European Security Commissioner Julian King said Monday, opening a two-day EU brainstorming session on election integrity.<\/p>\n
Oosterwoud, a Russian studies scholar, got intrigued by the issue of fake news when the conflict in Ukraine broke out in 2014. \u201cI got overwhelmed with disinformation,\u201d he said. He wrote a dissertation about it and landed a job with the Dutch ministry of foreign affairs.<\/p>\n
In late 2016, Oosterwoud dug deeper and wondered what more could be done to fight online disinformation. With partners, he started developing the game soon after, and it caught on with Dutch education officials in early 2017.<\/p>\n

It also hosted a training day for the Dutch military at which 200 officers were tasked to attack NATO \u2014 as a game scenario. \u201cGenerals were slapping their knees laughing,\u201d he said. But the game also showed how military operations could better fight the kind of hybrid warfare mastered by Russia.<\/p>\n
