{"id":80221,"date":"2018-05-29T18:26:24","date_gmt":"2018-05-29T18:26:24","guid":{"rendered":"http:\/\/www.bnreport.com\/boe-economists-make-material-step-forward-in-central-bank-crypto-debate\/"},"modified":"2018-05-29T18:26:24","modified_gmt":"2018-05-29T18:26:24","slug":"boe-economists-make-material-step-forward-in-central-bank-crypto-debate","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/boe-economists-make-material-step-forward-in-central-bank-crypto-debate\/","title":{"rendered":"BoE economists make &#8220;material step forward&#8221; in central bank crypto debate"},"content":{"rendered":"<p><img decoding=\"async\" src=\"http:\/\/www.cityam.com\/assets\/uploads\/main-image\/full_width_article_body_image\/customers-remove-savings-from-troubled-bank-76790530-5b0d7c95321e8.jpg\"\/><\/p>\n<p>Bank of England officials today said they had made a \u201cmaterial step forward\u201d which could potentially address one of the major risks of central banks issuing their own digital currencies.<\/p>\n<p>Officials from the Bank today published a blog laying the groundwork for a central bank cryptocurrency which would not cause runs on commercial banks, in a further sign the Old Lady of Threadneedle Street is seriously considering the options for its <a href=\"http:\/\/www.cityam.com\/284160\/more-than-half-brits-wouldnt-buy-bank-england-backed\" rel=\"noreferrer\" target=\"_blank\">own rival to cryptocurrencies such as bitcoin and ethereum<\/a>.<\/p>\n<p>The Bank insists it is not currently working on plans to create its own digital currency, but its researchers have already produced a significant body of work debating the pros and cons of such a step.<\/p>\n<p>Bank governor <a href=\"http:\/\/www.cityam.com\/people\/mark-carney\" rel=\"noreferrer\" target=\"_blank\">Mark Carney<\/a> last week said he was open-minded about the possibility of introducing a central bank currency, although he has also <a href=\"http:\/\/www.cityam.com\/281549\/bank-england-chief-mark-carney-says-cryptocurrencies\" rel=\"noreferrer\" target=\"_blank\">criticised the cryptocurrencies currently available<\/a>.<\/p>\n<p><strong>Read more<\/strong>: <a href=\"http:\/\/www.cityam.com\/285563\/former-goldman-sachs-president-gary-cohn-predicts-global\" rel=\"noreferrer\" target=\"_blank\">Former Goldman Sachs president Gary Cohn predicts global cryptocurrency<\/a><\/p>\n<p>The officials set out \u201cfour core design principles\u201d for a central bank digital currency (CBDC) which would avoid the possibility of destroying the banking sector, a major concern raised by previous Bank research.<\/p>\n<p>The research was authored by Michael Kumhof, a former Stanford University economics professor who works as senior research advisor in the Banks research hub, and Claire Noone, a Reserve Bank of Australia official who worked in the Banks note operations division.<\/p>\n<p>The research changes the \u201cbalance between the costs and benefits\u201d of a central bank-issued digital currency, the authors said.<\/p>\n<p>The currency should pay an adjustable interest rate to allow it to lower rates if demand surges. Meanwhile, commercial banks reserves should not be convertible to the currency and <a href=\"https:\/\/bankunderground.co.uk\/2018\/05\/29\/core-design-principles-for-a-central-bank-digital-currency\/#more-4038\" rel=\"noreferrer\" target=\"_blank\">they should not be obliged to convert deposits <\/a>into central bank money, the authors said.<\/p>\n<p><strong>Read more<\/strong>: <a href=\"http:\/\/www.cityam.com\/281549\/bank-england-chief-mark-carney-says-cryptocurrencies\" rel=\"noreferrer\" target=\"_blank\">Bank of England chief Carney says cryptocurrencies are failing<\/a><\/p>\n<p>Economists have expressed fears that the availability of super-safe central bank money to consumers could make bank runs unavoidable in crisis situations.<\/p>\n<p>Non-obligatory convertibility would make it a \u201cbusiness decision\u201d to allow depositors to shift to the central bank currency, allowing banks to manage their risks rather than leaving them exposed to the whims of the market.<\/p>\n<p>However, Kumhof and Noone acknowledged that \u201crisks remain\u201d, and that central bank digital money could still affect the stability of bank deposits and bank profitability.<\/p>\n<p>\u201cIf designed badly, CBDC presents major risks to financial stability,\u201d they warned.<\/p>\n<p><strong>Read more<\/strong>: <a href=\"http:\/\/www.cityam.com\/245686\/bank-england-says-issuing-official-cyrptocurrency-could\" rel=\"noreferrer\" target=\"_blank\">A quick and easy way to boost the economy?
