{"id":71095,"date":"2018-04-08T15:10:12","date_gmt":"2018-04-08T15:10:12","guid":{"rendered":"http:\/\/www.bnreport.com\/what-trump-gets-right-about-europes-trade-problem-2\/"},"modified":"2018-04-08T15:10:12","modified_gmt":"2018-04-08T15:10:12","slug":"what-trump-gets-right-about-europes-trade-problem-2","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/what-trump-gets-right-about-europes-trade-problem-2\/","title":{"rendered":"What Trump gets right about Europes trade problem"},"content":{"rendered":"<p><em>Political Economy is a column about the intersection of economics, finance and politics across Europe.<\/em><\/p>\n<p>PARIS \u2014 Donald Trump may prove to be the catalyst for change the eurozone has long been looking for.<\/p>\n<p>The protectionist U.S. president is forcing Europeans to face the unsettling problem of their massive current account surplus, which has been the best indicator of everything thats wrong in the monetary union in the last five years.<\/p>\n<p>Forget Trumps own economic analysis or lack thereof, and forget the attention-grabbing headlines on coming trade wars that may or may not happen. The U.S. presidents <a href=\"https:\/\/www.politico.eu\/article\/trump-trade-war-issues-new-trade-threat-to-eu\/\" rel=\"noreferrer\" target=\"_blank\">attacks on German exports<\/a> \u2014 his Exhibit A that the Europeans arent playing a fair trade game \u2014 have helped throw a harsh light on the eurozones No. 1 problem.<\/p>\n<blockquote>\n<p>Europes current accounts \u2014 which include both the trade of goods and of services \u2014 have shown a rising surplus since 2012, after years of being roughly balanced.<\/p>\n<\/blockquote>\n<p>Far from being a sign of economic well-being, the eurozones surplus \u2014 $380 billion last year or about 3 percent of the regions gross domestic product \u2014 reflects the monetary unions deep structural flaws, worsened by the way it addressed its long crisis.<\/p>\n<p>Its the result of internal imbalances compounded by the bad policies implemented during the crisis, and of the EUs so-called rules being poorly enforced, if at all.<\/p>\n<p>Most damaging for other countries, it can also be seen as \u201ca way for Europe to export its problems to the rest of the world,\u201d according to one central banker.<\/p>\n<p>At their last summit in Brussels last month, EU leaders talked disjointedly about <a href=\"http:\/\/www.consilium.europa.eu\/media\/33457\/22-euco-final-conclusions-en.pdf\" rel=\"noreferrer\" target=\"_blank\">the protectionist menace from the U.S<\/a>. and about their longstanding <a href=\"http:\/\/www.consilium.europa.eu\/en\/meetings\/euro-summit\/2018\/03\/23\/\" rel=\"noreferrer\" target=\"_blank\">plans for eurozone reform<\/a>. But they should have devoted one session to both problems, which are linked.<\/p>\n<p>Europes current accounts \u2014 which include both the trade of goods and of services \u2014 have shown <a href=\"https:\/\/data.oecd.org\/trade\/current-account-balance.htm\" rel=\"noreferrer\" target=\"_blank\">a rising surplus<\/a> since 2012, after years of being roughly balanced. The surplus rose to 1.5 percent of GDP that year, then climbed every year to reach nearly 4 percent in 2016.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/04\/GettyImages-546409624-1-714x476.jpg\"\/><\/p>\n<p>The eurozones surplus is a result of structural imbalances | Damien Meyer\/AFP via Getty Images<\/p>\n<p>At $380 billion, its now much larger than Chinas $200 billion surplus (about 1.7 percent of that countrys GDP, according to data from the International Monetary Fund). And looking ahead, the situation will get worse. According to IMF forecasts, Chinas current accounts will be roughly balanced in 2022, whereas the eurozones surplus will hardly have shrunk by then.<\/p>\n<p>The eurozone surplus doesnt reflect the strength of the German industrial machine or the supposed virtue of its policies \u2014 fiscal or otherwise. It is mostly the result of the eurozones structural imbalances.<\/p>\n<p>For a monetary unions economy to be balanced, it has to take into account the differences between its respective nations different political, economic, and social systems. What happened instead when the euro crisis took everyone by surprise in 2009 was that each member country was told to become more like Germany.<\/p>\n<p>But for the system to work, if everyone must become like Germany, then Germany must also become a little bit less German. Surprise \u2014 this is not what happened.<\/p>\n<p>Countries in trouble were told to cut costs, boost competitiveness and implement austerity policies. It worked: Imports fell and exports rose.<\/p>\n<p>Spain and Italy are now showing significant surpluses. In each of these countries, the balance has improved (from deficit to surplus) by roughly $100 billion since 2009 \u2014 the same as Germanys accounts, which went from a $200 billion to $300 billion surplus.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/04\/GettyImages-843187700-714x477.jpg\"\/><\/p>\n<p>Germany was held up as a model for other eurozone countries to follow | Sean Gallup\/Getty Images<\/p>\n<p>Germany, though, didnt change the course of its economic policy and didnt feel any pressure to do so as the European Commission, which has the means to clamp down on \u201cexcessive imbalances,\u201d looked the other way.<\/p>\n<p>According to European rules that are even less enforced than the more talked-about ones on fiscal deficits, a member country cannot run a surplus higher than 6 percent of its GDP.
