{"id":69411,"date":"2018-03-22T18:00:43","date_gmt":"2018-03-22T18:00:43","guid":{"rendered":"http:\/\/www.bnreport.com\/its-up-to-london-to-solve-ireland-brexit-conundrum-juncker-says-10\/"},"modified":"2018-03-22T18:00:43","modified_gmt":"2018-03-22T18:00:43","slug":"its-up-to-london-to-solve-ireland-brexit-conundrum-juncker-says-10","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/its-up-to-london-to-solve-ireland-brexit-conundrum-juncker-says-10\/","title":{"rendered":"It\u2019s up to London to solve Ireland Brexit conundrum, Juncker says"},"content":{"rendered":"<p>European Commission President Jean-Claude Juncker sidestepped a request from U.K. Prime Minister Theresa May that the EU help develop a solution to the Northern Ireland border conundrum after Brexit.<\/p>\n<p>\u201cWe need to receive specific proposals from the U.K.,\u201d Juncker told a plenary session of the Parliament in Strasbourg during a speech to MEPs, in which he repeated his demand for \u201cclarity\u201d from the British government.<\/p>\n<p>The <a href=\"https:\/\/www.politico.eu\/article\/european-commission-brexit-legal-text-signals-greater-eu-urgency\/\" rel=\"noreferrer\" target=\"_blank\">draft withdrawal agreement text<\/a> from the European Commission last month presented three options for the Northern Ireland, with a heavy emphasis on the \u201cbackstop\u201d proposal for Northern Ireland to effectively stay within the EU customs union.<\/p>\n<p>That was denounced in London as an attempt to annex part of the U.K., and in her <a href=\"https:\/\/www.politico.eu\/article\/theresa-may-uks-approach-is-not-cherry-picking\/\" rel=\"noreferrer\" target=\"_blank\">Mansion House speech<\/a> last month, May said that both sides needed to come up with a solution to the border issue together.<\/p>\n<p>\u201cWe can\u2019t do it on our own. It is for all of us to work together,\u201d she said.<\/p>\n<p>But running through the three options for Northern Ireland, Juncker \u2014 who was flanked by the EU\u2019s chief negotiator Michel Barnier and his former chief of Cabinet Martin Selmayr \u2014 said it was up to the U.K. to come up with a workable solution that would avoid the need for a hard border.<\/p>\n<p>\u201cThe draft protocol on Ireland should not come as a surprise or a shock it translates last December\u2019s agreement into a legal text,\u201d Juncker said. \u201cFor us this is not an Irish issue. This is a European issue.\u201d<\/p>\n<p>That comment elicited repeated shouts of \u201cIt\u2019s a British issue sir,\u201d from UKIP member David Coburn.<\/p>\n<p>\u201cAs you say it is a European issue,\u201d Juncker fired back.<\/p>\n<p>Referring to May\u2019s speech, EU chief Brexit negotiator Michel Barnier told MEPs that it was a \u201csurprising idea\u201d that the EU would allow the U.K. to benefit from convergence in some areas but \u201copen up the possibility of divergence when there is the comparative advantage for it.\u201d<!--more--><\/p>\n<p>He said the EU\u2019s regulatory model was about more than just rules and regulations: but also entails Europe\u2019s model of social and environmental protections. \u201cDoes the U.K. also want to distance itself from this model which they have constructed gradually with us and engage in dumping against us?\u201d he said, referring to the practice of lowering standards in order to gain a competitive advantage.<\/p>\n<p>Switching into English for emphasis and borrowing a phrase from May\u2019s speech, Barnier added: \u201cIt\u2019s time to face up to the hard facts.\u201d<\/p>\n<p>German MEP Elmar Brok, speaking for the European People\u2019s Party group said in response to Juncker\u2019s comments, \u201cBrexit is bad for us all. The negotiations are about damage limitation.\u201d<\/p>\n<p>He added that with <a href=\"https:\/\/www.politico.eu\/article\/the-world-turns-on-trump-over-tariffs\/\" rel=\"noreferrer\" target=\"_blank\">a potential trade war with the U.S. in the offing<\/a>, European unity was \u201ca case of survival.\u201d<\/p>\n<p>Delivering a damning verdict on May\u2019s speech, the Parliament\u2019s Brexit coordinator Guy Verhofstadt said, \u201cIt is mainly repeating the red lines that we know already [for] two years.\u201d<\/p>\n<p>And he turned May\u2019s line that the U.K. <a href=\"https:\/\/www.politico.eu\/article\/brexit-theresa-may-cant-afford-red-lines\/\" rel=\"noreferrer\" target=\"_blank\">could not accept the rights of a Canada-style<\/a> trade deal with the responsibilities of Norway-style membership of the single market back on her, saying no one in the EU was trying to force a deal on the Britain where they had to accept the worst of all worlds.<\/p>\n<p>\u201cYou cannot have the rights of Norway and then the obligations of Canada. That\u2019s also not possible,\u201d Verhofstadt said.<\/p>\n<p>He promoted his proposal that the eventual agreement with the U.K. should take the form of an \u201cassociation agreement\u201d with the EU to avoid a proliferation of ad hoc bilateral agreements. \u201cI\u2019m quite confident that Britain will see the advantage of such an approach,\u201d he said.<\/p>\n<p>Ending his own speech by slapping the table in front of him, Juncker said: \u201cWe need to focus on our European future.
