{"id":69109,"date":"2018-03-20T16:20:46","date_gmt":"2018-03-20T16:20:46","guid":{"rendered":"http:\/\/www.bnreport.com\/europes-ai-delusion\/"},"modified":"2018-03-20T16:20:46","modified_gmt":"2018-03-20T16:20:46","slug":"europes-ai-delusion","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/europes-ai-delusion\/","title":{"rendered":"Europe\u2019s AI delusion"},"content":{"rendered":"<p>When the computer program AlphaGo beat the Chinese professional Go player Ke Jie in a three-part match, it didn\u2019t take long for Beijing to realize the implications.<\/p>\n<p>If algorithms can already surpass the abilities of a master Go player, it can\u2019t be long before they will be similarly supreme in the activity to which the classic board game has always been compared: war.<\/p>\n<p><a href=\"https:\/\/www.politico.eu\/blogs\/the-coming-wars\/2018\/01\/the-most-valuable-military-real-estate-in-the-world\/\" rel=\"noreferrer\" target=\"_blank\">As I\u2019ve written before<\/a>, the great conflict of our time is about who can control the next wave of technological development: the widespread application of artificial intelligence in the economic and military spheres.<\/p>\n<p>That\u2019s why it\u2019s so worrying that while China has been quick to react to the <a href=\"https:\/\/www.politico.eu\/special-report\/confronting-the-future-of-ai\/\" rel=\"noreferrer\" target=\"_blank\">threats and opportunities of AI<\/a>, the European Union \u2014 if the draft of its AI strategy is anything to go by \u2014 has yet to recognize the technology\u2019s epochal significance.<\/p>\n<p>Last July, less than two months after AlphaGo\u2019s victory, China\u2019s State Council issued its New Generation AI Development Plan, with the explicit goal of attaining AI supremacy in just a few years.<\/p>\n<p>By 2030, China seeks to become the world\u2019s \u201cprimary\u201d AI innovation center, with a core AI industry gross output exceeding RMB 1 trillion ($150.8 billion) and AI-related gross output exceeding RMB 10 trillion ($1.5 trillion). In one of the most recent moves, Chinese authorities announced they will build a $2.1 billion AI technology park in Beijing\u2019s western suburbs.<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/03\/h_53538139-cropped-714x383.jpg\"\/><\/p>\n<p>The match of Chinese Go player Ke Jie against Google\u2019s artificial intelligence program AlphaGo, May 2017 | Wu Hong\/EPA<\/p>\n<p>If China\u2019s ambitions sound plausible, that\u2019s because the country\u2019s achievements in deep learning are so impressive already. After Microsoft announced that its speech recognition software surpassed human-level language recognition in October 2016, Andrew Ng, then head of research at Baidu, tweeted: \u201cWe had surpassed human-level Chinese recognition in 2015; happy to see Microsoft also get there for English less than a year later.\u201d<\/p>\n<p>One obvious advantage China enjoys is access to almost unlimited pools of data. The machine-learning technologies boosting the current wave of AI expansion are as good as the amount of data they can use. That could be the number of people driving cars, photos labeled on the internet or voice samples for translation apps. With 700 or 800 million Chinese internet users and fewer data protection rules, China is as rich in data as the Gulf States are in oil.<!--more--><\/p>\n<p>How can Europe and the United States compete? They will have to be commensurately better in developing algorithms and computer power. Sadly, Europe is falling behind in these areas as well.<\/p>\n<p>In a three-year action plan to develop AI, published by China\u2019s Ministry of Industry and Information Technology in December 2017, Beijing laid out a goal of being able to mass-produce neural-network processing chips by 2020. The country\u2019s cloud computing companies are racing to deploy increasingly sophisticated services featuring machine learning and AI.<\/p>\n<blockquote>\n<p>My initial assessment is that the European Commission\u2019s draft AI strategy has almost nothing to do with reality.<\/p>\n<\/blockquote>\n<p>Chinese commentators have embraced the idea of a coming singularity: the moment when AI surpasses human ability. At that point a number of interesting things happen. First, future AI development will be conducted by AI itself, creating exponential feedback loops. Second, humans will become <a href=\"https:\/\/www.politico.eu\/article\/attack-killer-robots-autonomous-weapons-drones\/\" rel=\"noreferrer\" target=\"_blank\">useless for waging war<\/a>. At that point, the human mind will be unable to keep pace with robotized warfare. With advanced image recognition, data analytics, prediction systems, military brain science and unmanned systems, devastating wars might be waged and won in a matter of minutes.<\/p>\n<p>So what is Europe\u2019s response to these and other challenges? Beijing is clearly the greatest competitive threat, but Moscow is following close behind. The Russian military plans to introduce its first robotic guards unit this year and Russian President Vladimir Putin has ominously announced that \u201cwhoever becomes the leader in AI will become the ruler of the world.\u201d<\/p>\n<p>I was asked to comment on a <a href=\"https:\/\/www.politico.eu\/pro\/european-commission-eyes-e14-billion-investment-for-ai-document\/\" rel=\"noreferrer\" target=\"_blank\">draft of the AI strategy<\/a> the European Commission will publish on April 24. My initial assessment is that it has almost nothing to do with reality.<\/p>\n<p>The text is still doing the rounds inside the Commission. There may be time for improvements, although that is running out fast. Everyone I have talked to is unhappy with the result, but they add that the issue is too complex and the people working on the text \u2014 a vast body coordinated by Digital Vice President Andrus Ansip\u2019s Cabinet \u2014 too novice to produce anything better.<\/p>\n<p>The argument in the new strategy is fully defensive. It first considers <a href=\"https:\/\/www.politico.eu\/pro\/eu-faces-artificial-intelligence-balancing-act-robots-machines-industry\/\" rel=\"noreferrer\" target=\"_blank\">how AI raises new threats<\/a> and then goes on to discuss the opportunities. The EU and Chinese strategies follow opposite logics. Already on its second page, the text frets about the legal and ethical problems raised by AI and discusses the \u201clegitimate concerns\u201d the technology generates.<\/p>\n<blockquote>\n<p>Let others lead on AI. The EU will be able to reflect on it better than anyone else.<\/p>\n<\/blockquote>\n<p>The EU\u2019s strategy is organized around three concerns: the need to boost Europe\u2019s AI capacity, ethical issues and social challenges. Unfortunately, even the first dimension quickly turns out to be about \u201cEuropean values\u201d and the need to place \u201cthe human\u201d at the center of AI \u2014 forgetting that the first word in AI is not \u201chuman\u201d but \u201cartificial.\u201d<\/p>\n<p>In a 14-page document, only two pages are devoted to ways of boosting Europe\u2019s AI capacity. After noting that the EU faces a financing gap of $90 billion a year to keep up with the United States in advanced manufacturing technologies, the Commission proposes to mobilize $50 million to create AI excellence centers.<\/p>\n<p>The core of the new strategy turns out to be the development of a Charter on AI Ethics. In a passage perhaps aimed at responding to the Chinese gambit for AI supremacy, the Commission intends to argue \u2014 or so it is written in the current draft \u2014 that the EU \u201ccan position itself as a leader in the international reflection on AI.\u201d Let others lead on AI. The EU will be able to reflect on it better than anyone else.<\/p>\n<p><em>Bruno Ma\u00e7\u00e3es, a former Europe minister for Portugal, is a senior adviser at Flint Global in London and a nonresident senior fellow at the Hudson Institute in Washington.
