{"id":69009,"date":"2018-03-19T19:35:39","date_gmt":"2018-03-19T19:35:39","guid":{"rendered":"https:\/\/www.bnreport.com\/oil-industry-falls-out-of-love-with-trump-8\/"},"modified":"2018-03-19T19:35:39","modified_gmt":"2018-03-19T19:35:39","slug":"oil-industry-falls-out-of-love-with-trump-8","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/oil-industry-falls-out-of-love-with-trump-8\/","title":{"rendered":"Oil industry falls out of love with Trump"},"content":{"rendered":"<p>HOUSTON \u2014 The oil and gas industry\u2019s relationship with President Donald Trump is cooling off.<\/p>\n<p>The administration\u2019s 25 percent steel tariff, hostility toward NAFTA and fumbled efforts to lift restrictions on drilling are worrying executives, who have praised the president\u2019s war on regulations but loathe uncertainty and nationalistic trade policies.<\/p>\n<p>The tariff was a source of angst at a major energy industry conference this week in Houston. Executives fretted that higher steel prices could stifle projects needed to help the U.S. \u2014 the world\u2019s biggest oil and gas producer \u2014 feed the global thirst for energy as a rising force in the export markets.<\/p>\n<p>\u201cWe don\u2019t think it would be appropriate to put a tariff on something you can\u2019t buy in the United States,\u201d said Greg Armstrong, CEO of Plains All American Pipeline, who worries it will become too hard to find the steel valves or other pipeline equipment the company needs. \u201cThat really kills the project.\u201d<\/p>\n<p>One company hoping to capitalize on the global appetite for natural gas, Freeport LNG, said its new Texas plant required 190 miles of new pipeline \u2014 and Trump\u2019s tariffs would have been devastating had they been in effect at the time.<\/p>\n<blockquote>\n<p>The tariff moves are also unsettling senators in energy states who have backed Trump\u2019s moves for the sector.<\/p>\n<\/blockquote>\n<p>\u201cWe have seven Eiffel Towers\u2019 worth of steel,\u201d Freeport LNG chief Michael Smith told the conference, known as CERAWeek. \u201cThis thing would cost a few hundred million dollars more if we had to pay 25 percent more than what we did.\u201d<\/p>\n<p>The tariff moves are also unsettling senators in energy states who have backed Trump\u2019s moves for the sector. Alaska Sen. Lisa Murkowski said the tariffs could add up to half a billion dollars to the price of a proposed 800-mile pipeline the state has long wanted to jump-start its natural gas production.<\/p>\n<p>\u201cThis is not coming at a good time for us,\u201d Murkowski said at the energy conference in Houston.<\/p>\n<p>The industry\u2019s top lobby group, the American Petroleum Institute, is sending its executive committee to the White House next week \u2014 a rare move by the group as it seeks to help the president \u201cunderstand what the industry wants,\u201d one source familiar with the meeting told POLITICO.<!--more--><\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/03\/GettyImages-505902014-714x476.jpg\"\/><\/p>\n<p>An oil pumpjack works at dawn in the Permian Basin oil field in Andrews, Texas | Spencer Platt\/Getty Images<\/p>\n<p>Seeking to calm the sector\u2019s nerves, Interior Secretary Ryan Zinke and Energy Secretary Rick Perry flew to the conference and reiterated the administration\u2019s support for higher oil and gas production.<\/p>\n<p>\u201cThe thing I heard from businessmen and women most often while I was the CEO of this state was the regulatory stability,\u201d Perry, the former Texas governor, told reporters in Houston. \u201cThe predictability of the regulatory world \u2014 that was where the real long-term effect could be positive or negative. That\u2019s what the president\u2019s intent is.\u201d<\/p>\n<p>But Perry himself roiled the energy world late last year with a now-jettisoned plan to prop up struggling coal-fired and nuclear power plants \u2014 a move that would have aided Trump\u2019s supporters in the coal industry but harmed natural gas producers. Like Trump\u2019s tariffs and attempt to renegotiate NAFTA, Perry\u2019s proposal raised questions about the administration\u2019s commitment to free markets, long a hallmark of GOP policies.<\/p>\n<p>Meanwhile, Zinke\u2019s shifting plans on opening federal waters for drilling, controversial moves to shrink the size of national monuments and attempts to ease restrictions on land use in Western states have drawn sharp legal challenges \u2014 making companies wary of venturing into new areas.<\/p>\n<p>In January, Zinke proposed opening nearly all federal waters off the East, West and Gulf coasts to oil exploration \u2014 but quickly backtracked and promised to take Florida\u2019s waters \u201c<a href=\"https:\/\/www.politico.com\/story\/2018\/01\/09\/florida-drilling-interior-zinke-331690\" rel=\"noreferrer\" target=\"_blank\">off the table<\/a>\u201d moments after a hastily scheduled meeting with Republican Gov. Rick Scott. After several other governors pushed to exclude their states, Zinke has said he was open to shrinking his proposal even further.<\/p>\n<p>He also opened the door to rewriting Obama administration policies that had blocked off stretches of California\u2019s deserts available for mining and recreation and had restricted energy and mineral operations across the multistate habitat of the greater sage grouse.<\/p>\n<blockquote>\n<p>\u201cBusiness people do not mind following rules, they just cannot handle uncertainty when the rules keep changing\u201d \u2014 <em>Sally Jewell, former Interior secretary<\/em><\/p>\n<\/blockquote>\n<p>Obama\u2019s second-term Interior secretary, Sally Jewell, argued that Zinke\u2019s moves only created confusion for energy companies about where they will be allowed to operate.<\/p>\n<p>\u201cBusiness people do not mind following rules, they just cannot handle uncertainty when the rules keep changing,\u201d said Jewell, a former petroleum engineer who headed retail chain REI before taking the helm at Interior. She said people in the industry have been complaining to governors and Interior officials about the changes to the sage grouse policy, for example.<\/p>\n<p>\u201cThey\u2019re hearing from oil companies saying, \u2018I thought we had a deal,\u2019\u201d Jewell said. \u201cThey\u2019re investing, they\u2019re putting in work, they don\u2019t want to be going back to the planning stages. It costs them a lot of money.\u201d<\/p>\n<p>Some industry experts said companies are also feeling whiplash from the administration\u2019s stab at rolling back Obama-era regulations on fracking and natural gas companies\u2019 methane emissions. That fight has been raging for over a year \u2014 and it\u2019s just one of several environmental rule revisions where the Trump administration has faced legal setbacks.<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/03\/GettyImages-928215914-714x476.jpg\"\/><\/p>\n<p>Trump in the East Room of the White House | Pool photo by Andrew Harrer\/Getty Images<\/p>\n<p>For companies interested in exploring on federal acreage in Wyoming, Colorado and other states west of the Rockies, the frequent jockeying between Interior and the courts is unsettling, said Bernadette Johnson, vice president of market intelligence at Austin-based energy advisory firm DrillingInfo.<\/p>\n<p>\u201cAre you going to expend capital when the rules go back and forth daily?\u201d Johnson said. She added: \u201cYou could have a rollback tomorrow. Or a court ruling. It certainly is a piece of the puzzle when you think, \u2018Do I put rig here or go to Texas?\u2019\u201d<\/p>\n<p>Those questions are crucial in an industry that carefully forecasts its costs for projects that often take years to execute.
