{"id":67428,"date":"2018-03-08T08:10:04","date_gmt":"2018-03-08T08:10:04","guid":{"rendered":"http:\/\/www.bnreport.com\/european-parliament-outlines-its-post-brexit-vision-2\/"},"modified":"2018-03-08T08:10:04","modified_gmt":"2018-03-08T08:10:04","slug":"european-parliament-outlines-its-post-brexit-vision-2","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/european-parliament-outlines-its-post-brexit-vision-2\/","title":{"rendered":"European Parliament outlines its post-Brexit vision"},"content":{"rendered":"<p>A \u201cdeep and comprehensive\u201d trade deal of the kind the U.K. says it wants with the EU would require Britain to accept a \u201cbinding convergence mechanism\u201d with EU laws, according to a draft resolution from the European Parliament obtained by POLITICO.<\/p>\n<p>The <a href=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/03\/PARL-Draft_Resolution_4_0503-1930.pdf\" rel=\"noreferrer\" target=\"_blank\">uncompromising 13-page document<\/a> \u2014 titled \u201cMotion for a resolution to wind up the debate on the framework of the future EU-UK relationship\u201d \u2014 is a statement of the Parliament\u2019s priorities for the U.K.\u2019s exit as set out by the Brexit Steering Group led by Guy Verhofstadt.<\/p>\n<p>It proposes an \u201cassociation agreement\u201d between the EU and the U.K., and makes clear that the EU has \u201cbinding common rules, common institutions and common supervisory, enforcement and adjudicatory mechanisms,\u201d which mean that even closely aligned non-EU countries cannot \u201cenjoy similar benefits or market access.\u201d<\/p>\n<p>The Parliament does not have a formal role in the Brexit negotiations but it will have a binding vote on the eventual deal. The draft resolution \u2014 the fourth issued by the Parliament on Brexit \u2014 is designed to put pressure on the EU and U.K. to take heed of MEPs\u2019 wishes.<\/p>\n<p>Many of the 65 clauses in the document, which is a draft and therefore subject to change, read as a direct rebuttal of the vision of Brexit that U.K. Prime Minister Theresa May set out in her <a href=\"https:\/\/www.politico.eu\/article\/theresa-mays-3-brexit-audiences\/\" rel=\"noreferrer\" target=\"_blank\">Mansion House speech last week<\/a>.<\/p>\n<p>She is pushing for an ambitious trade deal that includes financial services and allows the U.K. to remain closely aligned to the EU in some areas of the single market but not others.<\/p>\n<p>By contrast, the European Parliament text states that:<\/p>\n<p>\u2014 \u201cA third country [cannot] have the same benefits as a Member State of the European Union, or an EFTA\/EEA Member.\u201d<\/p>\n<p>\u2014 A \u201cdeep and comprehensive\u201d trade deal must entail \u201ca binding interpretation role\u201d for the European Court of Justice and \u201cdoes not allow cherry-picking of sectors of the internal market.\u201d<\/p>\n<p>\u2014 One priority is that a \u201clevel playing field is ensured and EU standards are safeguarded and a race to the bottom avoided,\u201d and that maintaining a level playing field means abiding by the EU\u2019s competition and state aid rules.<!--more--><\/p>\n<p>\u2014 \u201cLimitations in the cross-border provisions of financial services are a customary feature of [free-trade agreements].\u201d<\/p>\n<p>\u2014 \u201cTaxation matters should be integrated in any further agreement between UK and the EU to ensure a maximum level of cooperation between the EU and the UK and its dependent territories in the field of corporate taxation.\u201d<\/p>\n<p>The text will be issued on Wednesday, before the Council of the EU publishes its own guidelines for negotiations on the U.K.\u2019s future relationship with the bloc.<\/p>\n<p>The document insists that \u201ccontinued membership of the United Kingdom in the Internal Market and the Customs Union\u201d is the Parliament\u2019s preferred option \u2014 something the U.K. government has ruled out.<\/p>\n<p>On the issue of the Northern Irish border, which remains a major stumbling block, the Parliament text says it welcomed the recent proposals in the European Commission\u2019s <a href=\"https:\/\/www.politico.eu\/article\/european-commission-brexit-legal-text-signals-greater-eu-urgency\/\" rel=\"noreferrer\" target=\"_blank\">draft Withdrawal Agreement<\/a>, \u201cwhich makes the backstop option outlined in the Joint Report of the 8th of December 2017 operational.\u201d<\/p>\n<p>According to that Commission document, in the absence of an alternative solution, Northern Ireland should remain part of the EU customs union and maintain full regulatory alignment \u2014 effectively imposing a new trade boundary in the Irish Sea. The proposal was rejected by London and Belfast, with May stating that no U.K. prime minister could agree to it.<\/p>\n<p>On the issues of \u201cinternal security\u201d and \u201cforeign policy, security cooperation and development cooperation\u201d the Parliament document strikes a more emollient tone. It makes clear that the U.K. can still participate in \u201ccivilian and military EU missions,\u201d although with no lead role. And it states that, \u201cit is in the mutual interest of the EU and the U.K. to establish a partnership that ensures continued security cooperation to face shared threats, especially terrorism and organised crime.\u201d<\/p>\n<p>Verhofstadt met with May, David Davis and other ministers in London Tuesday.
