{"id":65818,"date":"2018-02-24T08:40:56","date_gmt":"2018-02-24T08:40:56","guid":{"rendered":"http:\/\/www.bnreport.com\/eu-leaders-positions-on-budget-and-top-job-2\/"},"modified":"2018-02-24T08:40:56","modified_gmt":"2018-02-24T08:40:56","slug":"eu-leaders-positions-on-budget-and-top-job-2","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/eu-leaders-positions-on-budget-and-top-job-2\/","title":{"rendered":"EU leaders\u2019 positions on budget and top job"},"content":{"rendered":"<p>EU leaders (minus the U.K.\u2019s Theresa May) arrive in Brussels Friday for an informal European Council summit on reforming the bloc\u2019s institutions and how to deal with the budget hole created by Brexit.<\/p>\n<p>On the budget \u2014 the multiannual financial framework or MFF \u2014 the key issue is how to deal with the loss of the U.K.\u2019s contributions once the current seven-year budget cycle comes to an end in December 2020. Some countries argue the EU will have to cut its cloth and spend less, while others argue the opposite.<\/p>\n<p>The biggest institutional fight is likely to be over how to appoint the next European Commission president in 2019. Most countries support party groups having <a href=\"https:\/\/www.politico.eu\/article\/spitzenkandidat-jean-claude-juncker-race-with-no-rules-eu-leaders-brace-for-clash-over-2019-elections\/\" rel=\"noreferrer\" target=\"_blank\"><em>Spitzenkandidaten<\/em> (or lead candidates)<\/a> for the post. The controversy is over what happens next. Under the process that was used for the first time in 2014 to appoint Jean-Claude Juncker, the Commission presidency is awarded to the political group winning the most seats in the European Parliament.<\/p>\n<p>It is primarily a handshake deal as EU treaties require the Council, acting by qualified majority, to nominate for parliamentary approval a Commission president \u201ctaking account of the results of the European Parliament election.\u201d<\/p>\n<blockquote>\n<p>\u201c<em>Spitzenkandidat<\/em> is a model that had results and my opinion is that it\u2019s good to continue with this model\u201d <em>\u2014 Klaus Iohannis, president of Romania<\/em><\/p>\n<\/blockquote>\n<p>Though many EU leaders agree on the principle of rerunning the process in 2019, some argue that the European Council should keep control over the appointment. They want the Council to be free to choose a different candidate if they don\u2019t like the <em>Spitzenkandidat<\/em> from the winning party.<\/p>\n<p>Here\u2019s POLITICO\u2019s at-a-glance guide to where some key countries stand on the two big issues:<\/p>\n<h2>Spitzenkandidat<\/h2>\n<h3>Germany \u2014 in favor<\/h3>\n<p>German Chancellor Angela Merkel was not a fan of the process at the outset but she finally supported Juncker in 2014 and had stressed the need to revisit the issue for the next elections. However, she backed the system earlier this week, saying the procedure would make candidates who run for European elections more visible. \u201cIt still remains a complicated process, but by naming top candidates, it gives more visibility,\u201d Merkel said in her weekly podcast.<\/p>\n<h3>Italy \u2014 in favor<\/h3>\n<p>Italy is one of the most vocal advocates of the <em>Spitzenkandidat<\/em> process. Ex-Italian Prime Minister Matteo Renzi has made clear in several speeches that he wants EU institutions to be more democratic. In a statement published on his party\u2019s website last year, Renzi, who is the main center-left candidate in Italy\u2019s March 4 election, said the Democratic Party \u201cbelieved in Europe,\u201d and would like to \u201ccontinue on the path of more democratic institutions\u201d with the \u201cdirect election\u201d of the president of the Commission.<\/p>\n<h3>Ireland \u2014 in favor<\/h3>\n<p>In a speech to the Parliament in January, Irish Prime Minister Leo Varadkar advocated going even further than the <em>Spitzenkandidat<\/em> process with more direct democracy. \u201cLet\u2019s make permanent the <em>Spitzenkandidat<\/em> system, and democratize choosing candidates for other leading positions within the EU,\u201d <a href=\"http:\/\/www.europarl.europa.eu\/ireland\/en\/news-press\/taoiseach-leo-varadkar-s-speech-to-the-european-parliament\" rel=\"noreferrer\" target=\"_blank\">he said<\/a>.<!--more--><\/p>\n<h3>Romania \u2014 in favor<\/h3>\n<p>While in Brussels last month, Klaus Iohannis, the Romanian president, gave his backing. \u201c<em>Spitzenkandidat<\/em> is a model that had results and my opinion is that it\u2019s good to continue with this model,\u201d he said. The country is in favor of maintaining a geographical and gender balance for the top EU institutional positions though.<\/p>\n<h3>France \u2014 against<\/h3>\n<p>Despite his push for a more democratic EU, French President Emmanuel Macron has shown little enthusiasm for a process that virtually guarantees victory for a big, traditional group like the European People\u2019s Party. French officials also insist that committing in advance to the process would be illegal.<\/p>\n<p>\u201cThe question is not about whether political parties should identify lead candidates,\u201d a senior EU diplomat told POLITICO. \u201cThe question is, should the European Council be destined to have its hand tied in advance by accepting an automatic designation of the candidate it will then propose to the Parliament?\u201d<\/p>\n<p>The diplomat said the position \u201cwidely shared among member states\u201d is that the European Council has its own responsibility, \u201cwhich is defined in the Treaty.\u201d EU leaders themselves inject democratic accountability into the process, the diplomat argued. \u201cNone of the European heads of state and government believe they have not been elected in through an undemocratic process.\u201d<\/p>\n<p>So France is in favor of parties nominating <em>Spitzenkandidaten<\/em> it just isn\u2019t so keen on the Council having to accept the winning candidate automatically.<\/p>\n<h3><strong>The Netherlands \u2014 against <\/strong><\/h3>\n<p>The Dutch government believes things should be considered \u201cstep by step.\u201d In short, The Hague attaches \u201cgreat value\u201d to the procedure \u201cset out in the Treaties,\u201d a Dutch diplomat told POLITICO, and after the election, it \u201cneeds to become clear whether the European Parliament lead candidates are able to secure majority support,\u201d he added. But as foreseen in the treaties, the position of the Parliament will be \u201ctaken into account\u201d in the appointment of a new Commission president.<\/p>\n<h3>Poland \u2014 against<\/h3>\n<p>The Polish government has publicly opposed the process, saying the treaty makes clear that the election of the Commission president is the responsibility of the European Council. \u201cWe have to be very clear: that process can\u2019t deform the treaty regime by the factual state of play in the Parliament,\u201d Konrad Szyma\u0144ski, the Polish EU affairs minister, told reporters on Monday. \u201cWe have to find a compromise between obvious aspirations of the political powers in the Parliament and the treaty-based regime.\u201d Szyma\u0144ski also added that \u201cwe have to keep in mind in the end\u201d that we should back \u201ca right political, geographical balance at the top level positions in the EU,\u201d and the <em>Spitzenkandidat<\/em> process \u201cwon\u2019t be helpful.\u201d<\/p>\n<h3>Czech Republic \u2014 against<\/h3>\n<p>The Czech Republic\u2019s prime minister, Andrej Babi\u0161, has made criticisms of the <em>Spitzenkandidat<\/em> process. \u201cWe cannot be in the position that we have nothing to say, that there are only two big nations and the Commission which are really deciding about everything,\u201d Babi\u0161 told POLITICO in a <a href=\"https:\/\/www.politico.eu\/article\/spitzenkandidat-jean-claude-juncker-race-with-no-rules-eu-leaders-brace-for-clash-over-2019-elections\/\" rel=\"noreferrer\" target=\"_blank\">recent interview<\/a>. \u201cWho should decide about the chief of the Commission? All member states,\u201d said Babi\u0161. \u201cNot somebody saying \u2018ah, this is our <em>Spitzenkandidat<\/em>.\u2019\u201d<\/p>\n<h3><strong>Finland \u2014 against<\/strong><\/h3>\n<p>Helsinki is against the process because there is a need \u201cto preserve the balance between institutions\u201d and \u201cthe role of the European Council in nominating the Commission President,\u201d according to an official statement released after a meeting of EU sherpas on Monday in Brussels.<\/p>\n<h3>Others<\/h3>\n<p>Hungary, Lithuania, the Netherlands, Portugal and Slovakia are also opposed to using the <em>Spitzenkandidat<\/em> in 2019.<\/p>\n<h2>Increasing the EU budget<\/h2>\n<h3><strong>Germany and Italy \u2014 in favor<\/strong><\/h3>\n<p>In an <a href=\"https:\/\/www.politico.eu\/article\/how-to-design-an-eu-budget-migration-financial-framework-brexit\/\" rel=\"noreferrer\" target=\"_blank\">op-ed published by POLITICO<\/a>, Peter Altmaier, Germany\u2019s newly elected finance minister, and his Italian counterpart Pier Carlo Padoan said that \u201cItaly and Germany would be open to considering a limited increase of the EU budget.\u201d<\/p>\n<p>But they lay down two conditions: First, that the budget is reoriented to finance \u201cEuropean public goods.\u201d They argue that the overall tax burden on citizens need not be increased and could actually be slightly reduced. Second, they believe the budget should provide for a more efficient cohesion policy. Larger migration flows and the resulting political crises call for an enhanced European response at our common borders, they added.<\/p>\n<p>In a position paper ahead of the summit, the German government set out that it, \u201cintends to continue to make an appropriate contribution to the EU\u2019s budget and to strengthen the EU so that it can fulfil its tasks. At the same time, it is clear that the future funding system also needs to ensure fair burden-sharing and avoid budgetary burdens that are excessive in relative terms.\u201d<\/p>\n<h3>France \u2014 in favor<\/h3>\n<p>In his <a href=\"https:\/\/www.politico.eu\/article\/5-takeaways-from-macrons-big-speech-on-europes-future\/\" rel=\"noreferrer\" target=\"_blank\">Sorbonne speech<\/a> in September, Macron made clear that the EU needs a \u201cstronger budget\u201d at the heart of Europe, and \u201cat the heart of the eurozone.\u201d France is one of the major contributors to the EU budget. However, French diplomats argue they first need to have an idea of the general picture of the future budget at 27 and wait for the Commission\u2019s assessment before taking a final decision.<\/p>\n<h3><strong>Visegrad 4 plus Croatia, Romania and Slovenia \u2014 in favor<\/strong><\/h3>\n<p>In a <a href=\"http:\/\/www.miir.gov.pl\/media\/50853\/Wspolneoswiadczenie.pdf\" rel=\"noreferrer\" target=\"_blank\">statement released earlier this month<\/a>, the <a href=\"http:\/\/www.visegradgroup.eu\/\" rel=\"noreferrer\" target=\"_blank\">Visegard Four<\/a> countries (Poland, Czech Republic, Hungary and Slovakia) joined by Croatia, Romania and Slovenia said they were \u201caware\u201d of the \u201cmounting challenges the Union is currently facing.\u201d However, the statement said, an increase of the total amount of the next MFF above 1 percent of the EU Gross National Income should be \u201ctaken into consideration,\u201d as tackling current challenges \u201cshould not be at the expense of [cohesion policy].\u201d<\/p>\n<h3><strong>Finland \u2014 on the fence<\/strong><\/h3>\n<p>The Finish government acknowledged that discussions on the MFF will be \u201cdifficult\u201d because of the gap left by Brexit. \u201cWe do not believe that this shortfall should be met,\u201d said Juha Sipil\u00e4, Finland\u2019s prime minister. \u201cBut neither are we part of the so-called 1 percent group, the net contributors holding the toughest line.\u201d<\/p>\n<p>\u201cWe do have some scope for flexibility and we will have a say over the package as a whole,\u201d Sipila added. For Finland, the EU should continue funding economic growth, employment and skills and must \u201cbetter reflect\u201d migration and defence cooperation. \u201cIn relative terms, the funding for research, development and innovation must be increased.\u201d<\/p>\n<h3><strong>The Netherlands \u2014 against <\/strong><\/h3>\n<p>In a <a href=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/02\/NL_position_paper_MFF_February_2017.pdf\" rel=\"noreferrer\" target=\"_blank\">position paper issued last week<\/a>, the Dutch government called for a \u201cfuture-proof, financially sustainable and flexible\u201d budget, adding that Brexit had urged the EU to redefine priorities. But the possibility of increasing the country\u2019s gross contributions to the EU budget \u201cas a result of Brexit\u201d risks \u201cfurther exacerbating the Netherlands\u2019 position as one of the largest net contributors\u201d in the EU.<\/p>\n<h3><strong>Others<\/strong><\/h3>\n<p>Denmark and Austria are against an increase of the MFF while Greece, Spain and Ireland are in favor.<\/p>\n<p><em>CORRECTION: An earlier version of this article misstated the political role of Andrej Babi\u0161 in the Czech Republic.
