LONDON \u2014 The U.K. will not undercut EU businesses on workers\u2019 rights and environmental protections, David Davis will pledge on Tuesday.<\/p>\n

Speaking to an audience of business leaders in Vienna, the U.K. Brexit secretary will insist that Brexit will not \u201clead to an Anglo-Saxon race to the bottom,\u201d committing the country to \u201cmeeting high standards after we leave the EU.\u201d But he will call for a post-Brexit trade deal in which British regulations are recognized by Brussels as comparable to its own.<\/p>\n

Davis, who is again touring European countries this week as part of a diplomatic push ahead of next month\u2019s European Council meeting, will call for a system of mutual recognition of standards and continued \u201cclose, even-handed cooperation\u201d between regulatory authorities in the U.K. and the EU, to underpin a post-Brexit trade deal.<\/p>\n

Mutually high standards will guarantee \u201cfair competition,\u201d a principle of the European economy that the U.K. will continue to \u201cwork hard to spread,\u201d Davis is expected to say, according to pre-briefed extracts from his speech in Vienna.<\/p>\n

\u201cWe will continue our track record of meeting high standards after we leave the European Union,\u201d Davis will say, \u201cNow, I know that for one reason or another there are some people who have sought to question that these really are our intentions.\u201d<\/p>\n

\u201cThey fear that Brexit could lead to an Anglo-Saxon race to the bottom, with Britain plunged into a Mad Max-style world borrowed from dystopian fiction.<\/p>\n

\u201cThese fears about a race to the bottom are based on nothing, not history, not intention, nor interest.\u201d<\/p>\n

U.K. ministers have long insisted that Brexit will not mean a downgrading of standards in areas like financial services regulation, workers\u2019 rights and environmental protections, as it seeks to reassure the EU that even as it leaves the single market, it should still qualify for close trade ties with the bloc.<\/p>\n

Davis will insist that the U.K.\u2019s \u201crace to the top \u2026 can provide the basis of the trust that means that Britain\u2019s regulators and institutions can continue to be recognized.\u201d<\/p>\n

His speech is the third in a series by ministers \u2014 dubbed by the government \u201cThe Road to Brexit\u201d \u2014 which will culminate in a major speech by Prime Minister Theresa May in which she is expected to outline in more explicit detail what kind of future economic relationship the U.K. wants.<\/p>\n

Critics of the government\u2019s stance said Davis\u2019 speech was a continuation of the U.K.\u2019s \u201ccake and eat it\u201d approach to the Brexit negotiations.<\/p>\n

\u201cDavid Davis might as well be making the case for staying in the EU,\u201d said Liberal Democrat leader Vince Cable. \u201cHe appears to be acknowledging the great achievements of the single market \u2014 a British idea introduced by a British government \u2014 yet the Conservatives want to leave that and the customs union.\u201d<\/p>\n

\u201cThey want all the advantages of staying in the single market and customs union while leaving it, which is clearly an absurd negotiating position,\u201d Cable added.<\/p>\n

However, Josh Hardie, deputy director genera, of the Confederation of British Industry, said businesses would \u201cwelcome the Secretary of State\u2019s recognition of the benefits of frictionless trade, and the U.K. Government\u2019s commitment to maintaining high standards to keep people and products safe.\u201d<\/p>\n

\u201cEvidence, not ideology should guide the U.K.\u2019s thinking on a close future relationship with the EU,\u201d he added.<\/p>\n
