{"id":64784,"date":"2018-02-19T20:40:15","date_gmt":"2018-02-19T20:40:15","guid":{"rendered":"http:\/\/www.bnreport.com\/david-davis-accuses-eu-of-acting-in-bad-faith-over-brexit-transition-plans-11\/"},"modified":"2018-02-19T20:40:15","modified_gmt":"2018-02-19T20:40:15","slug":"david-davis-accuses-eu-of-acting-in-bad-faith-over-brexit-transition-plans-11","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/david-davis-accuses-eu-of-acting-in-bad-faith-over-brexit-transition-plans-11\/","title":{"rendered":"David Davis accuses EU of acting in bad faith over Brexit transition plans"},"content":{"rendered":"<p>LONDON \u2014 The EU was \u201cunwise\u201d to publish a document that said Brussels could suspend the U.K.\u2019s single market benefits during the Brexit transition period, David Davis said Thursday, accusing the EU of failing to act in \u201cgood faith.\u201d<\/p>\n<p>In a sign of a cooling of relations between the U.K. and EU negotiating teams, Davis said <a href=\"https:\/\/www.politico.eu\/article\/brexit-negotiation-eu-toughens-transition-demands-in-draft-legal-text\/\" rel=\"noreferrer\" target=\"_blank\">Wednesday\u2019s legal document<\/a> setting out the EU\u2019s terms for the transition period contained \u201cdiscourteous language,\u201d and branded it a \u201cpolitical document\u201d not a legal one.<\/p>\n<p>The U.K. also said on Thursday that it wanted to be \u201ctreated in the same way as EU member states\u201d during the transition period.<\/p>\n<p>Officials in London were blindsided by Wednesday\u2019s demand from the EU, contained in a footnote to a new draft section of the transition agreement<strong>,<\/strong> that during the transition the EU should have \u201ca mechanism\u201d to \u201csuspend certain benefits deriving for the U.K. from the participation in the internal market,\u201d if a dispute were to arise and Brussels decided there was no time to refer the matter to the European Court of Justice.<\/p>\n<p>U.K. negotiators were also disappointed, one official said, by segments of the paper that stated that \u201cduring the transition period, the parliament of the U.K. shall not be considered a national parliament\u201d and the Bank of England \u201cshall not be considered to be a national central bank.\u201d<\/p>\n<p>While legally this is merely restating the position that the U.K. will not be an EU member, it risks goading Brexiteer Conservative MPs on whose support Theresa May\u2019s political authority depends, and is viewed as unhelpful, the official said.<\/p>\n<p>In a TV clip sent to U.K. national broadcasters, Davis said: \u201cI thought that document was hardly a legal document, it was a political document \u2026 I do not think it was in good faith to publish a document with frankly discourteous language, and actually implying that they could arbitrarily terminate in effect the implementation period. That\u2019s not what the aim of this exercise is, it\u2019s not in good faith, and we think it\u2019s unwise to publish that.\u201d<\/p>\n<p>Davis added that <a href=\"https:\/\/www.politico.eu\/article\/theresa-mays-plan-for-immediate-break-with-eu-after-brexit\/\" rel=\"noreferrer\" target=\"_blank\">meetings of May\u2019s Brexit Cabinet sub-committee this week<\/a>, where ministers have been debating the U.K.\u2019s stance on the future relationship with the EU, had been \u201cvery constructive\u201d with a \u201ca lot of things resolved,\u201d adding that May would say more on the subject \u201cin due course.\u201d<\/p>\n<p>The U.K. Brexit negotiation coordinator, Oliver Robbins, will be in Brussels Friday to wrap up this week\u2019s round of talks on the transition period and provide EU negotiators with an \u201cupdate\u201d on the U.K.\u2019s position on the future relationship.<\/p>\n<p>Davis later tweeted that negotiations on what the U.K. calls the implementation period were \u201cproceeding well.\u201d<!--more--><\/p>\n<p>He said the U.K. has \u201cmade clear that we need safeguards to protect our interests. My team stand ready to negotiate across the board.
