LONDON \u2014 Boris Johnson said Wednesday it would be \u201cintolerable\u201d if Britain did not take back control of its laws when it leaves the European Union.<\/p>\n

The U.K. foreign secretary, one of the most prominent figures in the Vote Leave campaign, said in a speech in London it was only by taking back control of regulation and tariff schedules that the country would be able to do serious free-trade deals, and exploit changes in the world economy.<\/p>\n

Johnson is the first of a number of U.K. Cabinet ministers to give keynote speeches in the coming weeks about Britain\u2019s departure from the European Union amid sustained pressure from Brussels for the U.K. to set out in more detail what kind of future relationship it wants to have with the bloc.<\/p>\n

Theresa May\u2019s Cabinet is meeting, likely next week, for an away day at the prime minister\u2019s country residence Chequers, with the EU hoping for clarity on how aligned the U.K. wants to be to EU rules and customs arrangements after Brexit.<\/p>\n

Johnson\u2019s unequivocal commitment to diverge from EU regulation runs counter to some of his Cabinet colleagues who are open to a customs union of sorts, fearing a hard break with the European Union could disrupt trade flows.<\/p>\n

Last week Downing Street reiterated<\/a> that the U.K. government intends to leave the customs union and the speech \u2014 which was signed off by No. 10 Downing Street \u2014 will be seen by some as a message that the U.K. government is set on regulatory divergence.<\/p>\n

Johnson accused the EU of creating regulation that was \u201cexpressly teleological\u201d and was there to \u201cachieve a political goal.\u201d<\/p>\n

\u201cThe aim is to create an overarching European state as the basis for a new sense of European political identity,\u201d he said.<\/p>\n

Speaking in Brussels, European Commission President Jean-Claude Juncker rejected Johnson\u2019s characterization of the EU as \u201ctotal nonsense.\u201d<\/p>\n

\u201cSome in the British political society are against the truth, pretending that I am stupid, stubborn federalist, that I\u2019m in favor of a European super state,\u201d Juncker said. \u201cWe are not the United States of America, we are the European Union, which is a rich body because we have these 27-28 nations.\u201d<\/p>\n

Sarah Wollaston, a senior Conservative backbencher, who chairs the U.K. parliament\u2019s health select committee, tweeted<\/a> Johnson\u2019s speech \u201cdid not address any of the serious practical difficulties\u201d that will affect people\u2019s lives with a hard Brexit.<\/p>\n

She called for a \u201cserious speech\u201d that addressed the \u201creality of the practical issues, timescales and contingency planning including Irish border.\u201d<\/p>\n

Anna Soubry, a former Tory minister, said<\/a> Johnson had failed to \u201cunderstand the very real concerns of British business,\u201d claiming his speech would \u201cdrive many to deeper despair.\u201d<\/p>\n

The foreign secretary said there was \u201ccurrent bout of Brexchosis\u201d in the U.K. that missed the truth and added people\u2019s fears about Brexit were \u201cunfounded.\u201d He said in some quarters he detected a \u201chardening of the mood\u201d and a \u201cdeepening of the anger\u201d against Brexit.<\/p>\n

But he urged people to unite behind an \u201coutward-looking, confident\u201d U.K.<\/p>\n

Rejecting the suggestion that Brexit was \u201csome un-British spasm of bad manners,\u201d he said: \u201cIt is not some great V-sign from the cliffs of Dover.\u201d<\/p>\n

However, Labour\u2019s Shadow Brexit Secretary Keir Starmer said that \u201cinstead of building the consensus we need, the government\u2019s approach will only further divide the country and put jobs, rights and living standards at risk.\u201d<\/p>\n

He said the speech \u201cunderlined\u201d the government\u2019s intention to deliver \u201ca Brexit of deregulation, where rights and protections are casually cast aside\u2026\u201d<\/p>\n

While the foreign secretary did not rule out resigning from the Cabinet in future, he offered support to U.K. Prime Minister Theresa May, who he said was the cure to this fictional ailment of \u201cBrexchosis.\u201d<\/p>\n

Johnson acknowledged that during the transition period immediately after the U.K. leaves the bloc in March 2019 things would \u201cremain as they are.\u201d<\/p>\n
