{"id":64143,"date":"2018-02-16T14:25:52","date_gmt":"2018-02-16T14:25:52","guid":{"rendered":"http:\/\/www.bnreport.com\/vaccine-debate-gives-italian-election-campaign-a-shot-in-the-arm-3\/"},"modified":"2018-02-16T14:25:52","modified_gmt":"2018-02-16T14:25:52","slug":"vaccine-debate-gives-italian-election-campaign-a-shot-in-the-arm-3","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/vaccine-debate-gives-italian-election-campaign-a-shot-in-the-arm-3\/","title":{"rendered":"Vaccine debate gives Italian election campaign a shot in the arm"},"content":{"rendered":"<p>Mandatory vaccinations are an unexpectedly prominent campaign issue in <a href=\"https:\/\/www.politico.eu\/article\/italy-election-2018-pledges-pizza-pazza\/\" rel=\"noreferrer\" target=\"_blank\">Italy\u2019s March 4 election<\/a>.<\/p>\n<p>Mainstream parties and insurgent populists are clashing over last year\u2019s move to increase the number of obligatory childhood immunizations from four to 10 amid a raging measles outbreak, which infected 5,000 people in 2017 and killed four.<\/p>\n<p>Dubbed the \u201cLorenzin law,\u201d the compulsory vaccinations were championed by Beatrice Lorenzin, health minister in the government of Paolo Gentiloni from the center-left Democratic Party, but her measures spooked parents who fear jabs could be linked to autism and other side effects.<\/p>\n<p>Vaccination remains one of Lorenzin\u2019s core manifesto pledges and she founded a new centrist political party last month with the slogan: \u201cVaccinate against incompetence.\u201d She is calling on scientists to run along with her on her Civica Popolare party to combat what she sees as fear-mongering about her inoculation campaign.<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/02\/GettyImages-908864980-714x475.jpg\"\/><\/p>\n<p>Northern League leader Matteo Salvini has said that vaccinations should be left to parents\u2019 discretion | Miguel Medina\/AFP via Getty Images<\/p>\n<p>But she is running into strong headwinds from powerful populist parties, which are building political momentum by criticizing scientific orthodoxy. Lorenzin\u2019s chief adversaries are the right-wing Northern League and the radical 5Star Movement, which both vow to roll back her reforms if they win power. Northern League leader Matteo Salvini <a href=\"https:\/\/twitter.com\/matteosalvinimi\/status\/950996069667803136?lang=en\" rel=\"noreferrer\" target=\"_blank\">tweeted<\/a> that inoculations should be left to parents\u2019 discretion: \u201cVaccination yes, obligation no.\u201d<\/p>\n<p>\u201cThese two large political forces are surfing the wave of fear and ignorance spread by blogs and anti-scientific sites,\u201d Lorenzin said in an interview. \u201cThey have replaced their anti-state revolt with an anti-science approach.\u201d<\/p>\n<p>Lorenzin\u2019s difficulty is that both her anti-obligatory<strong>\u2013<\/strong>jab opponents are polling well.<\/p>\n<p>The 5Star Movement alone is polling better than a left-wing alliance of the Democratic Party and smaller groups such as Civica Popolare, but it would be difficult for its members to join the government as it rejects broad alliances.<\/p>\n<p>The anti-immigrant Northern League has a clearer route to government, if Silvio Berlusconi\u2019s Forza Italia needs it as an ally to win back power. The vaccination issue, however, could ultimately be a sticking point in a potential center-right coalition. Berlusconi <a href=\"https:\/\/www.facebook.com\/SilvioBerlusconi\/posts\/1617042871663145:0\" rel=\"noreferrer\" target=\"_blank\">expressed support<\/a> for Lorenzin\u2019s 10 immunizations last year, saying it was \u201cdesired by the scientific community and in the vital interest of minors.\u201d<\/p>\n<p>In January, after Salvini pledged to enact a full voluntary regime, Forza Italia\u2019s Senate leader Paolo Romani all but ruled out including it in the center-right\u2019s program. \u201cWe have voted strongly\u201d to back compulsory vaccines, he <a href=\"http:\/\/www.ilgiornale.it\/news\/politica\/vaccini-dura-botta-e-risposta-salvini-e-lorenzin-1481643.html\" rel=\"noreferrer\" target=\"_blank\">told Italian media<\/a>.<\/p>\n<h3>Spurning the syringe<\/h3>\n<p>The 5Stars\u2019 rise in Italy roughly coincides with falling vaccination rates. Its founder, comedian Beppe Grillo, mocked compulsory vaccines as part of his stand-up routine in the late 1990s, and the party repeatedly tied vaccines to autism, citing research that has since been debunked.<\/p>\n<p>It proposed scrapping mandatory vaccines in 2015. Meanwhile, <a href=\"https:\/\/data.unicef.org\/wp-content\/uploads\/country_profiles\/Italy\/immunization_country_profiles\/immunization_ita.pdf\" rel=\"noreferrer\" target=\"_blank\">estimated vaccination rates<\/a> in Italy dropped from 90 percent of 2-year-olds in 2013, to 85 percent in 2015, according to the U.N. The World Health Organization says a population requires 95 percent coverage to be protected against measles.<\/p>\n<p>Italy had Europe\u2019s second-worst measles outbreak last year. Romania was the hardest hit, with some 5,560 cases in 2017 but Italy followed close on its heels, with just over 5,000 cases during the last year, <a href=\"https:\/\/ecdc.europa.eu\/sites\/portal\/files\/documents\/Monthly%20measles%20and%20rubella%20monitoring%20report%20-%20JAN%202018.pdf\" rel=\"noreferrer\" target=\"_blank\">according<\/a> to the European Centre for Disease Prevention and Control. Around the Continent, total measles cases tripled in 2017 compared to 2016, <a href=\"https:\/\/ecdc.europa.eu\/en\/publications-data\/monthly-measles-and-rubella-monitoring-report-february-2018\" rel=\"noreferrer\" target=\"_blank\">topping 14,450<\/a>. European Commission President Jean-Claude Juncker <a href=\"https:\/\/www.politico.eu\/article\/jean-claude-juncker-state-of-the-union-said-what-he-meant\/\" rel=\"noreferrer\" target=\"_blank\">declared<\/a> in his State of the EU speech in September, \u201cIt is unacceptable that in 2017 there are still children dying of diseases that should long have been eradicated in Europe.\u201d<\/p>\n<p>Lorenzin\u2019s opponents in Italy say that they are out to assert parental autonomy rather than challenge science.<\/p>\n<p>\u201cWe are the movement that has always sustained parents\u2019 awareness in the vaccination process, but we\u2019ve never been against vaccines,\u201d said the Northern League\u2019s Luca Coletto, health commissioner of the northern Veneto region, which has been on the frontline in challenging the Lorenzin law.<\/p>\n<p>Approved in July, the law makes parents present proof of vaccinations to gain admission into preschools, while parents of children of mandatory school age face fines of up to \u20ac500 for noncompliance. The requirements cover 10 vaccinations, including diphtheria, tetanus, measles, mumps, rubella and chicken pox.<\/p>\n<blockquote>\n<p>\u201cRather than involvement in any one political discussion, our focus is on ensuring that the science, the crucial case for vaccination, is understood across Europe\u201d <em>\u2014 Andrew Powrie-Smith,  EFPIA spokesman<\/em><\/p>\n<\/blockquote>\n<p>Coletto says his region doesn\u2019t need it. It created a computer registry in 2007 to track immunizations, and it\u2019s now at 94 percent coverage, he claimed. \u201cThis means that spreading correct information, without obligations, pays back.\u201d<\/p>\n<h3>Softening stance<\/h3>\n<p>The 5Stars are softening their anti-vaccine stance in an apparent effort to show they are serious about governing. Leader Luigi Di Maio recently said he would roll back the obligation to only four vaccines, restoring the rules in place before the Lorenzin law \u2014 rather than eliminating requirements. Since Grillo <a href=\"https:\/\/www.politico.eu\/article\/beppe-grillos-5star-farewell\/\" rel=\"noreferrer\" target=\"_blank\">distanced himself<\/a> from the party last month, Di Maio has broadly embraced a more moderate tone, often traveling to the United States and visiting prestigious institutions to strengthen his international standing.<\/p>\n<p>That\u2019s disappointed \u201cvaccination freedom\u201d activists.<\/p>\n<p>\u201cWe feel bad about the 5Stars\u2019 U-turn,\u201d said Claudio Simion, president of Comilva, which coordinates groups protesting mandatory vaccines at the national level.<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/02\/GettyImages-849426452-714x443.jpg\"\/><\/p>\n<p>In Quimper, western France, a paediatrician vaccinates a baby  | Fred Tanneau\/AFP via Getty Images<\/p>\n<p>\u201cWe had the impression that they\u2019re trying to win some credit with the international establishment, to present themselves as a party that has the legitimacy to govern and walk away from their populist label,\u201d Simion said.<\/p>\n<p>Sweeping vaccine requirements are also drawing a vocal response in France, where President Emmanuel Macron\u2019s government imposed requirements of 11 childhood inoculations this year. Germany and Romania have considered using fines to prod parents to vaccinate in recent months.<\/p>\n<p>The pharmaceutical industry, which recognizes it\u2019s not best placed to reassure skeptics, is largely sitting on the sidelines of fights like Italy\u2019s for now.<\/p>\n<p>\u201cRather than involvement in any one political discussion, our focus is on ensuring that the science, the crucial case for vaccination, is understood across Europe,\u201d said Andrew Powrie-Smith, a spokesman for the Brussels pharma lobby EFPIA.<\/p>\n<blockquote>\n<p>\u201cWe need to have a group of lawmakers able to represent the strong values of science\u201d <em>\u2014 Beatrice Lorenzin, Italian health minister<\/em><\/p>\n<\/blockquote>\n<p>European Commissioner for Health Vytenis Andriukaitis, however, recently told reporters he\u2019s \u201cvery worried\u201d about candidates seizing on vaccines in Italy. The Lorenzin law is \u201cin line with science,\u201d he said. \u201cThose politicians have to understand that. You are responsible if figures of vaccinated people are going down. It\u2019s very dangerous for our society.\u201d<\/p>\n<p>Lorenzin hopes to create a new scientific counterpoint to the populists through Civica Popolare.<\/p>\n<p>\u201cWe have opened our lists to researchers and scientists who will be allowed to run as independent candidates, without necessarily embracing the rest of our political agenda,\u201d she said. She predicts \u201cstrong numbers\u201d for Northern League and the 5Stars, so \u201cwe need to have a group of lawmakers able to represent the strong values of science.\u201d<\/p>\n<p>The other side plans to have at least one more big show of force, two weeks before the election.<\/p>\n<p>Comilva is organizing its next national protest in Rome on February 24.<\/p>\n<p><em>Giada Zampano reported from Rome.
