The EU is ill-prepared to defend itself against Beijing\u2019s influence on European politics, according to a report<\/a> by the Mercator Institute for China Studies and the Global Public Policy Institute, two German think tanks.<\/p>\n

\u201cWhile Beijing\u2019s efforts have received much less scrutiny than the efforts of Putin\u2019s Russia, Europe neglects China\u2019s increasing influence at its own peril,\u201d the report warns. \u201cBeijing\u2019s political influencing efforts in Europe are bound to be much more consequential in the medium to long-term future than those of the Kremlin.\u201d<\/p>\n

Beijing\u2019s growing influence is dangerous for Europe, the report warns, because \u201cChina\u2019s political model is based on an authoritarian regime intent on strengthening a deeply illiberal surveillance state at home while also exporting \u2014 or at least trying to popularize \u2014 its political and economic development model abroad.\u201d<\/p>\n

China\u2019s strategic investment in small and peripheral EU countries, such as Greece and Hungary, \u201chas not only prompted EU member states to break ranks on European statements and policies opposed to Chinese interest; these investments have also encouraged Eastern and Southern European countries to publicly praise the virtues of Chinese policies,\u201d the authors argue, citing an article<\/a> by POLITICO.<\/p>\n

\u201cSeveral former German and French ministers are currently on China\u2019s payroll and use their contacts in the current administrations to amplify China\u2019s voice,\u201d the report says.<\/p>\n

The authors cite former British Prime Minister David Cameron\u2019s new job at a Chinese state-backed<\/a> investment fund and former British Prime Minister Gordon Brown\u2019s role as chief adviser to the China-CEE Fund, which invests in Eastern European countries, as recent examples of China\u2019s strategy to influence Britain\u2019s highest political circles. Brown \u201chas also been actively organizing conferences promoting China\u2019s [Belt and Road Initiative, an investment plan] at his alma mater, the University of Edinburgh,\u201d they write.<\/p>\n

Brexit, the authors say, is a prime opportunity for China to get a foothold in a liberal country that\u2019s central in the alliance of Western liberal democracies. \u201cThe U.K. may prove to be an ever more important bridgehead of Chinese interests in Europe, with Beijing taking advantage of the country\u2019s need for a post-Brexit trade and finance strategy.\u201d<\/p>\n

China, the authors conclude, \u201cis not just at Europe\u2019s gates \u2014 it is now already well within them.\u201d<\/p>\n
