LONDON \u2014 Barriers to trade with the EU are \u201cunavoidable\u201d if the U.K. leaves the single market and customs union, the EU\u2019s chief Brexit negotiator Michel Barnier said at Downing Street Monday.<\/p>\n

Speaking after lunch with Brexit Secretary David Davis, and a 20-minute meeting with Prime Minister Theresa May, Barnier said that the EU still needs more \u201cclarity\u201d from the U.K. on its plans for a \u201cfuture partnership\u201d with the bloc.<\/p>\n

He added that the \u201ctime has come to make [a] choice,\u201d for the British government, as officials sought to counter suggestions<\/a> that the U.K. was softening its Brexit stance, insisting the country would be leaving the EU customs union and not be seeking a new U.K.\/EU customs union with the bloc.<\/p>\n

Also speaking after the meeting, Davis repeated that the government was leaving the customs union but would be seeking \u201cas frictionless as possible\u201d customs arrangements in the future.<\/p>\n

He added that a \u201cgreat deal\u201d had been published on the U.K.\u2019s proposals for a customs agreement or customs partnership \u2014 a reference to the government\u2019s August 2017 position paper<\/a> on the subject.<\/p>\n

However, Barnier was insistent that the EU still needed to know more about the U.K.\u2019s overall intentions.<\/p>\n

\u201cWe need also clarity about the U.K. proposals for the future partnership,\u201d he said.<\/p>\n

\u201cThe only thing I can say: Without a customs union and outside the single market barriers to trade in goods and services are unavoidable. [The] time has come to make [a] choice.\u201d<\/p>\n

Responding to Barnier\u2019s comments, the prime minister\u2019s official spokesman said: \u201cWe have said we want the customs arrangement to be as frictionless as possible and that is what we will be looking to achieve as part of the deep and special partnership we are seeking to achieve with the EU.\u201d<\/p>\n

The spokesman added that May and Barnier had met for around 20 minutes during which time they agreed it was important for both sides to \u201cmove quickly\u201d to agree a transition period \u2014 referred to by the U.K. government as the \u201cimplementation period.\u201d<\/p>\n
