{"id":59937,"date":"2018-01-19T19:59:13","date_gmt":"2018-01-19T19:59:13","guid":{"rendered":"http:\/\/www.bnreport.com\/welcome-to-new-era-of-global-digital-censorship-3\/"},"modified":"2018-01-19T19:59:13","modified_gmt":"2018-01-19T19:59:13","slug":"welcome-to-new-era-of-global-digital-censorship-3","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/welcome-to-new-era-of-global-digital-censorship-3\/","title":{"rendered":"Welcome to new era of global digital censorship"},"content":{"rendered":"<p>LONDON \u2014 Score one for the censors.<\/p>\n<p>In the battle over what limits should be imposed on online free speech, regulators worldwide are on the offensive.<\/p>\n<p>France has <a href=\"https:\/\/www.politico.eu\/article\/macron-proposes-new-law-against-fake-news\/\" rel=\"noreferrer\" target=\"_blank\">proposed banning<\/a> so-called fake news during the country\u2019s future elections, while in Germany, <a href=\"https:\/\/www.politico.eu\/article\/germany-hate-speech-netzdg-facebook-youtube-google-twitter-free-speech\/\" rel=\"noreferrer\" target=\"_blank\">new hate speech rules<\/a> impose fines of up to \u20ac50 million on social media companies that don\u2019t delete harmful content within 24 hours of being notified.<\/p>\n<p>The growing push to control what can be published online will again take center stage this week when the European Commission <a href=\"http:\/\/ec.europa.eu\/newsroom\/just\/item-detail.cfm?&amp;item_id=71674\" rel=\"noreferrer\" target=\"_blank\">publishes its biannual report<\/a> Thursday on how Facebook, Google and Twitter are handling the hate speech lurking in social media\u2019s darker nooks and crannies. (The likely outcome: EU policymakers will complain that companies aren\u2019t doing enough, and threaten them with more regulation.)<\/p>\n<p>Not to be outdone, U.S. lawmakers are also getting in on the action, with Congress expected to rake tech executives over the coals <a href=\"https:\/\/www.recode.net\/2018\/1\/9\/16871158\/us-congress-facebook-google-twitter-testify-online-extremism\" rel=\"noreferrer\" target=\"_blank\">Wednesday<\/a> for dragging their feet when clamping down on extremist and terrorist material. (Congress <a href=\"https:\/\/www.politico.com\/story\/2017\/11\/01\/google-facebook-twitter-russia-meddling-244412\" rel=\"noreferrer\" target=\"_blank\">already berated<\/a> Big Tech last year for allowing Russian-backed content to be widely shared online during the 2016 U.S. election).<\/p>\n<blockquote>\n<p>Let\u2019s not forget the role tech companies played in getting us here.<\/p>\n<\/blockquote>\n<p>Freedom of speech advocates warn of an Orwellian digital dystopia where government apparatchiks dictate what we can read and write on the web. For those worried about online safety, the new rules will force tech companies to finally take responsibility for what is posted on their platforms, which have more users<strong>, <\/strong>collectively, than countries have citizens.<\/p>\n<p>* * *<\/p>\n<p><strong>Whatever side you\u2019re on, these developments<\/strong> offer a glimpse at the future of the internet: one in which more online messages, videos and posts will be deleted because of legislative decrees or, more likely, preemptive censorship by tech companies that fear regulatory reprisal.<\/p>\n<p>Call it the rule of self-preservation. Social media companies talk big about free speech. But if it\u2019s a choice between irritating free speech advocates by taking down a few arguably tasteless posts or facing furious politicians angry over online content, there\u2019s only going to be one outcome.<!--more--><\/p>\n<p>Don\u2019t just blame politicians for the coming era of online censorship. Let\u2019s not forget the role tech companies played in getting us here.<\/p>\n<blockquote>\n<p>In outsourcing the monitoring of speech to tech companies, politicians are doing both Big Tech and their citizens a disservice.<\/p>\n<\/blockquote>\n<p>For years, social media companies have hidden behind claims that they were merely owners of \u201cneutral\u201d platforms whose technology \u2014 and increasingly large profits \u2014 could not be held responsible for what was posted there.<\/p>\n<p>It took extreme events (like <a href=\"https:\/\/www.politico.com\/story\/2017\/10\/31\/facebook-twitter-post-election-russian-meddling-sought-to-undermine-trump-244380\" rel=\"noreferrer\" target=\"_blank\">Russia\u2019s involvement<\/a> in the 2016 U.S. presidential election and the <a href=\"https:\/\/www.politico.eu\/pro\/german-court-rules-against-syrian-refugee-in-facebook-fake-news-case\/\" rel=\"noreferrer\" target=\"_blank\">online bullying<\/a> of recently arrived refugees in Germany) for Big Tech to <a href=\"https:\/\/www.politico.eu\/article\/big-tech-headache-an-unwanted-role-in-politics\/\" rel=\"noreferrer\" target=\"_blank\">admit<\/a> the blindingly obvious: They are media companies. And that, just as traditional media companies are responsible for what they publish, social media companies are answerable, in the end, for what\u2019s posted on their platforms.<\/p>\n<p>To be fair, Facebook, Google and Twitter have taken steps to combat the worst content offenders, <a href=\"https:\/\/www.axios.com\/facebook-turns-to-artificial-intelligence-in-terrorism-fight-1513303039-8cd88d10-1f89-4ce1-8b5a-e4a1906b4302.html\" rel=\"noreferrer\" target=\"_blank\">using artificial intelligence<\/a> to automatically block terrorist propaganda or <a href=\"https:\/\/www.wsj.com\/articles\/the-worst-job-in-technology-staring-at-human-depravity-to-keep-it-off-facebook-1514398398\" rel=\"noreferrer\" target=\"_blank\">hiring reams<\/a> of so-called \u201ccontent moderators\u201d to manually check for illegal material online (arguably the worst job in tech). Mark Zuckerberg, Facebook\u2019s chief executive, even <a href=\"https:\/\/www.facebook.com\/zuck\" rel=\"noreferrer\" target=\"_blank\">made \u201cfixing\u201d the social network<\/a> his New Year\u2019s resolution for 2018.<\/p>\n<p>And, to a degree, it\u2019s worked: Social media companies removed 59 percent of suspected hate speech across Europe last May compared with just 28 percent in December 2016, according to a recent <a href=\"http:\/\/ec.europa.eu\/newsroom\/just\/item-detail.cfm?&amp;item_id=71674\" rel=\"noreferrer\" target=\"_blank\">EU-wide study<\/a>. But that\u2019s like saying a city\u2019s fire department successfully put out just 59 percent of all suspected local fires \u2014 it\u2019s a good start, but nothing to write home about.<\/p>\n<p>* * *<\/p>\n<p><strong>There\u2019s a more serious problem, <\/strong>though \u2014 one that lawmakers should acknowledge as they develop new censorship laws.<\/p>\n<p>As strong as the case may be for expunging repugnant material, it can be difficult, if not impossible, to decide what social media posts are actually illegal, especially whenthe definition for illegality can vary between countries.<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/GettyImages-885292720-714x460.jpg\"\/><\/p>\n<p>U.S. lawmakers are also getting in on the action | Daniel Leal-Olivas\/AFP via Getty Images<\/p>\n<p>What\u2019s legitimate free speech to some represents harmful material to others. The <a href=\"https:\/\/www.politico.eu\/article\/german-mps-anti-muslim-tweets-spark-account-suspension-outcry\/\" rel=\"noreferrer\" target=\"_blank\">recent (temporary) blocking<\/a> of Beatrix von Storch, a far-right German politician, on Twitter after she posted an anti-Muslim message is just the latest example of tough decisions social media companies must now make to placate local lawmakers.<\/p>\n<p>In outsourcing the monitoring of speech to tech companies, politicians are doing both Big Tech and their citizens a disservice.<\/p>\n<p>Facebook, Google and Twitter may have more technical prowess and manpower dedicated to dealing with the problem. But these companies \u2014 whose quarterly earnings and investors\u2019 demands often run counter to governments\u2019 content policing plans \u2014 should not be the ones having to decide what can be allowed through digital safety nets.<\/p>\n<p>In this new era of global online censorship, tough calls will have to be made between free speech and online safety, and elected officials, not opaque tech companies, must be the ones to judge what content crosses the line.
