{"id":58994,"date":"2018-01-13T14:14:54","date_gmt":"2018-01-13T14:14:54","guid":{"rendered":"http:\/\/www.bnreport.com\/whos-who-in-the-bulgarian-eu-presidency\/"},"modified":"2018-01-13T14:14:54","modified_gmt":"2018-01-13T14:14:54","slug":"whos-who-in-the-bulgarian-eu-presidency","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/whos-who-in-the-bulgarian-eu-presidency\/","title":{"rendered":"Who\u2019s who in the Bulgarian EU presidency"},"content":{"rendered":"<p>Bulgaria, one of the EU\u2019s newest and poorest members, faces big challenges as it begins its first ever six-month turn at the helm of the Council of the EU.<\/p>\n<p>Sofia\u2019s presidency motto may be \u201cUnited we stand strong\u201d but it will have to cope with talks on Brexit and the EU\u2019s next long-term budget while battling problems at home, where its anti-corruption measures have come under fire from all sides, where confidence in politicians is low and where, for the first time in the country\u2019s post-communist history, a populist party (the United Patriots) has made it into government.<\/p>\n<p>The Bulgarian government says its four priorities for the presidency, which kicked off on January 1, are a focus on the future of Europe; improving relations with the Western Balkans (\u201cWe want to be a Balkan presidency because we know the area so well,\u201d said EU Affairs Minister Lilyana Pavlova); the digital single market; and security and stability, ranging from refugee policies to defense coordination.<\/p>\n<p>Here\u2019s who to watch out for:<\/p>\n<h3><strong>Boyko Borisov, prime minister <\/strong><\/h3>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/BoykoBorisov-714x542.jpg\"\/><\/p>\n<p>Boyko Borisov | Dimitar Dilkoff\/AFP via Getty Images<\/p>\n<p>Borisov can claim the most interesting CV at the EU summit table. A former <a href=\"http:\/\/www.telegraph.co.uk\/news\/worldnews\/europe\/bulgaria\/11144814\/Seven-things-you-didnt-know-about-Boiko-Borisov.html\" rel=\"noreferrer\" target=\"_blank\">bodyguard and karate master<\/a>, Borisov has twice served as prime minister and is a Brexit dove who broke ranks with other EU leaders in late 2017 to declare that <a href=\"http:\/\/www.telegraph.co.uk\/news\/2017\/11\/24\/britain-headed-hard-brexit-bulgarian-prime-minister-says\/\" rel=\"noreferrer\" target=\"_blank\">Europe can\u2019t afford a hard Brexit<\/a>. In his first term as prime minister, Borisov said he hoped that Bulgaria would join the Schengen passport-free zone in 2011, but that still hasn\u2019t happened. <a href=\"http:\/\/reuniting-europe.blogactiv.eu\/2014\/01\/03\/bulgaria%E2%80%99s-first-seven-years-in-the-eu\/\" rel=\"noreferrer\" target=\"_blank\">Borisov dislikes small talk<\/a>, usually conducts English conversations via an interpreter and can often be seen playing with his smartphone in meetings.<\/p>\n<h3><strong>Mariya Gabriel, European commissioner<\/strong><\/h3>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/MariyaGabriel-714x473.jpg\"\/><\/p>\n<p>Mariya Gabriel | Emmanuel Dunand\/AFP via Getty Images<\/p>\n<p>No Bulgarian in Brussels was luckier in 2017 than Gabriel. Plucked from seemingly nowhere (she was an MEP, but a low-profile one) to replace Kristalina Georgieva, who left the European Commission for the World Bank, Gabriel not only won a plum commissioner role, her status as European People\u2019s Party favorite <a href=\"https:\/\/www.politico.eu\/article\/european-parliament-ducks-hard-questions-over-digital-nominee-mariya-gabriel\/\" rel=\"noreferrer\" target=\"_blank\">shielded her from ethical and policy scrutiny<\/a> (though some <a href=\"https:\/\/www.politico.eu\/article\/policy-winners-and-losers-of-2017\/\" rel=\"noreferrer\" target=\"_blank\">reviews of her performance on the job were not good<\/a>). The luck will almost certainly run out in 2018. Gabriel will be forced to prove her policy mettle and take on the unwritten roles of being Bulgaria\u2019s polished face in Brussels, and protecting the EPP brand. Bulgaria has been unable to put to bed questions about the country\u2019s corruption problem, and the current coalition government \u2014 led by EPP member Borisov \u2014 is propped up by extreme parties. As a former vice president of the party in the European Parliament and wife of Fran\u00e7ois Gabriel, a senior EPP official, Gabriel is well-placed to keep a lid on trouble originating back in Sofia.<\/p>\n<h3><strong>Eva Maydell, MEP<\/strong><\/h3>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/EvaMaydell-714x476.jpg\"\/><\/p>\n<p>Eva Maydell | European Parliament audiovisual<\/p>\n<p>Elected to the European Parliament before she turned 30, <a href=\"https:\/\/www.politico.eu\/list\/politico-28\/eva-paunova\/\" rel=\"noreferrer\" target=\"_blank\">Maydell<\/a> (previously Eva Paunova) is the go-to figure on Bulgaria\u2019s EU integration, and is seen as a rising star and Bulgaria\u2019s safest pair of hands in Brussels. Well respected within EU circles, she was recently elected president of European Movement International, a federalist lobbying association. A digital nerd, she represents a new wave of cosmopolitan Bulgarians breaking free from the country\u2019s communist past.<\/p>\n<h3><strong>Dimiter Tzantchev, permanent representative to the EU<\/strong><\/h3>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/dimitartzantchev-714x469.jpg\"\/><\/p>\n<p>Dimiter Tzantchev | European Commission audiovisual<\/p>\n<p>A former child actor (his father, Tzantcho Tzantchev, was a film director) and journalist, Tzantchev comes from one of Bulgaria\u2019s most well-to-do families. He is a former head of the NATO section of Bulgaria\u2019s foreign affairs department and has worked at the World Intellectual Property Organization, which plays a role in controversial copyright debates.<\/p>\n<h3><strong>Lilyana Pavlova, EU affairs minister<\/strong><\/h3>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/lilianapavlova-714x435.jpg\"\/><\/p>\n<p>Lilyana Pavlova | European Commission audiovisual<\/p>\n<p>Pavlova is also the minister responsible for coordinating the Bulgarian presidency and carries an enthusiastic pro-EU message wherever she goes. She told POLITICO in late 2017 that her buzzwords are unity and compromise. \u201cWe are really keen on compromise whenever needed. We want common decisions, whether border control or defense union, and application of PESCO [the EU\u2019s new deal on defense cooperation],\u201d Pavlova said.<\/p>\n<h3><strong>Mina Andreeva, European Commission deputy spokesperson<\/strong><\/h3>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/minaandreeva-714x483.jpg\"\/><\/p>\n<p>Mina Andreeva | European Commission audiovisual<\/p>\n<p><a href=\"https:\/\/www.politico.eu\/list\/politico-28-2018-ranking\/mina-andreeva\/\" rel=\"noreferrer\" target=\"_blank\">Andreeva, a dual Bulgarian-German national<\/a>, is Jean-Claude Juncker\u2019s deputy spokesperson. A loyal lieutenant of Juncker\u2019s powerful chief of staff Martin Selmayr, Andreeva hopes to serve as a bridge between Eurocrats, national officials and national media, helping to ensure the country is not overwhelmed by its presidency tasks.<\/p>\n<h3><strong>Valeri Simeonov, deputy prime minister<\/strong><\/h3>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/valerisimeonov-714x481.jpg\"\/><\/p>\n<p>Valeri Simeonov | Attila Kisbenedek\/AFP via Getty Images<\/p>\n<p>Simeonov is a controversial figure and a member of the United Patriots coalition, which came third in the snap parliamentary election last March and props up Borisov\u2019s government. In October 2017, <a href=\"https:\/\/www.thetimes.co.uk\/article\/bulgarian-deputy-prime-minister-valeri-simeonov-convicted-of-hate-speech-q8pk9xgqk\" rel=\"noreferrer\" target=\"_blank\">Simeonov was found guilty of inciting hate<\/a> against the Roma community by calling them \u201carrogant, ferocious anthropoids [sub-humans]\u201d and saying Roma women had \u201cthe instincts of stray b\u2013ches.\u201d If anyone is going to embarrass the Bulgarian government during its presidency, it\u2019s Simeonov.<\/p>\n<h3><strong>Rumen Radev, president<\/strong><\/h3>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/rumenradev-714x511.jpg\"\/><\/p>\n<p>Rumen Radev | Angela Weiss\/AFP via Getty Images<\/p>\n<p>A former air force commander and daredevil fighter jet pilot, Radev is backed by the opposition Bulgarian Socialist Party (BSP) and ran as <a href=\"https:\/\/www.politico.eu\/article\/russia-is-preying-on-bulgarias-next-president-tsetska-tsacheva-rumen-radev\/\" rel=\"noreferrer\" target=\"_blank\">Russia\u2019s de facto candidate<\/a> in the 2016 presidential election. <a href=\"https:\/\/www.politico.eu\/article\/russia-bulgaria-presidential-election-rumen-radev-socialists-caught-between-nato-and-the-kremlin\/\" rel=\"noreferrer\" target=\"_blank\">Bulgaria has a long history of promoting Russian interests<\/a>, and Radev\u2019s election appeared to mark a return to that tradition after the pro-Western presidency of Rosen Plevneliev. Since his election, Radev has shown a surprising degree of independence from his backers, and in the first week of January vetoed a draft anti-corruption law he considered to fall short of its aims.<\/p>\n<h3><strong>Georgi Gotev and Krassen Nikolov, journalists<\/strong><\/h3>\n<p>Gotev and Nikolov are the brains behind <a href=\"http:\/\/bulgarianpresidency.eu\/\" rel=\"noreferrer\" target=\"_blank\">BulgarianPresidency.eu<\/a>, a website that claims to \u201chelp the understanding of those who are interested in Bulgaria, in Bulgaria\u2019s EU relations and in Bulgaria\u2019s Presidency of the Council of the EU.\u201d Gotev, a long-time Brussels-based journalist for Euractiv, is known for getting under the skin of Commission spokespeople. Nikolov specializes in judicial affairs and works for Mediapool.<\/p>\n<h3><strong>Sergei Stanishev, leader of the Party of European Socialists<\/strong><\/h3>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/01\/sergeistanishev-714x482.jpg\"\/><\/p>\n<p>Sergei Stanishev | Attila Kisbenedek\/AFP via Getty Images<\/p>\n<p>Political parties have a choice during an EU presidency: come together in defense of national pride and interest, or tear each other apart using their EU platform for domestic political gain. With the center-left out of government in Bulgaria, and out of favor across much of Europe, the extent of Stanishev\u2019s generosity toward his political rivals will help determine how the Bulgarian presidency and the country\u2019s future eurozone and Schengen zone prospects are seen once the presidency is in the rear-view mirror.<\/p>\n<p>*An honorary Bulgarian for the purposes of this list is Nicholas Whyte, a senior director at the consultancy APCO, which counts the Bulgarian government among its clients.
