{"id":39705,"date":"2017-12-17T07:12:33","date_gmt":"2017-12-17T07:12:33","guid":{"rendered":"http:\/\/www.bnreport.com\/chinas-ghost-in-europes-telecom-machine\/"},"modified":"2017-12-17T07:12:33","modified_gmt":"2017-12-17T07:12:33","slug":"chinas-ghost-in-europes-telecom-machine","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/chinas-ghost-in-europes-telecom-machine\/","title":{"rendered":"China\u2019s ghost in Europe\u2019s telecom machine"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2017\/05\/chinalookswest.png\" alt=\"chinalookswest\"\/><\/p>\n<p>Huawei has succeeded in Europe where it has failed in the United States \u2014 and that\u2019s becoming a problem on the Continent.<\/p>\n<p>The Chinese tech giant is banned from bidding for government contracts in the U.S. over concerns that its telecommunication equipment could be used for spying by Beijing.<\/p>\n<p>In Europe, by contrast, Huawei is one of the largest of network backbone technology in countries like the U.K., Germany and Spain. It is also set to become one of the biggest beneficiaries of the European Commission\u2019s push to roll out so-called 5G wireless technology \u2014 which promises faster, more efficient data connections for everything from virtual reality to connected cars. Huawei\u2019s 5G technology is among the most advanced, and cheapest, in the world.<\/p>\n<p>And yet, concerns are growing on the Continent \u2014 particularly among intelligence agencies and politicians increasingly alarmed at Chinese purchases of strategic companies \u2014 that the company\u2019s products could be used by the Chinese government for espionage.<\/p>\n<p>The worries concern the potential for secret \u201cbackdoors\u201d in Huawei\u2019s code that critics say would give Beijing access to European personal information or allow it to steal Western technology.<\/p>\n<blockquote>\n<p>Huawei insiders dismiss these suspicions as unsubstantiated.<\/p>\n<\/blockquote>\n<p>\u201cThis is not about shoes,\u201d said Philippe Le Corre, a former French government official now at Harvard University. \u201cThis is about giving a foreign company major power over your data.\u201d<\/p>\n<p>As Europe <a href=\"https:\/\/www.politico.eu\/article\/china-and-the-troika-portugal-foreign-investment-screening-takeovers-europe\/\" rel=\"noreferrer\" target=\"_blank\">gets more protective<\/a> about opening up its industry and infrastructure to foreign powers, Huawei\u2019s executives are facing a growing number of questions about the security of their products.<\/p>\n<p>Company officials say they face inquiries about their activities on a regular basis. \u201cIt\u2019s mainly from politicians,\u201d said Walter Weigel, vice president of Huawei\u2019s European Research Institute in Munich, Germany. \u201cThey don\u2019t always have the details \u2014 and so they ask these questions.\u201d<!--more--><\/p>\n<p>The worries revolve around allowing a company close to the Chinese state to install much of a network that will control cars, pacemakers, energy networks and other critical networks for decades to come. On top of that, the Continent\u2019s manufacturing, industry and economy increasingly rely on telecom networks to send their ever-growing batches of data \u2014 and trade secrets \u2014 around.<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2017\/12\/GettyImages-519405248-714x475.jpg\"\/><\/p>\n<p>Richard Yu, chief executive officer of Huawei, with actor Henry Cavill at a company launch in London | Anthony Harvey\/Huawei via Getty Images<\/p>\n<p>\u201cNetwork equipment is a backdoor,\u201d said Anthony Ferrante, global head of cybersecurity at the consultancy FTI. Managing the infrastructure over which data flows can give a company direct access to whatever crosses through its system.<\/p>\n<p>\u201cIf governments determine it is okay to use Huawei products, that\u2019s their determination,\u201d added Ferrante, who previously advised U.S. President Barack Obama on cybersecurity in the National Security Council. \u201cWe have to respect that. They see this as a risk they\u2019re willing to take.\u201d<\/p>\n<p>Huawei insiders dismiss these suspicions as unsubstantiated. \u201cPeople haven\u2019t characterized what the problem is,\u201d a company executivesaid. \u201cIf they present us with a problem with our equipment, we\u2019d do everything to fix it.\u201d<\/p>\n<p>Most Huawei officials who spoke with POLITICO for this story requested not to be named. The tech giant keeps strict control over its communications and public statements.<\/p>\n<p>In Europe, the company tries to keep clear of sensitive political debates, preferring to be known for its sponsorship of glamorous eventsand high-profile celebrities. The company sponsors Barcelona soccer player Lionel Messi. It enlisted actress Scarlett Johansson to help launch its P9 phone in London last year.<\/p>\n<h3>Taking over Europe<\/h3>\n<p>Behind the scenes, however, Huawei is working hard to prevent security concerns from derailing its plans for European expansion.<\/p>\n<p>The company\u2019s network equipment is already spread widely across the Continent, its largest market outside of China. And it is vying with Europe\u2019s Ericsson and Nokia and its Chinese competitor ZTE to deliver the next-generation 5G network technology.<\/p>\n<p>\u201cIt\u2019s been a sad story for their competitors,\u201d like Ericsson and Nokia, \u201cwho have little access to the Chinese market and then see this player, with backing of the Chinese government, take over in Europe,\u201d said Le Corre.<\/p>\n<p>Internal figures show 63 percent of the company\u2019s global revenue also comes from selling telecommunication network equipment, or so-called operational technology.<\/p>\n<p>\u201cOne of the objectives of ours is to communicate with European policymakers on 5G, communicate with not just the policymakers but also European companies to discuss cooperation on 5G standards,\u201d Huawei Chief Executive Guo Ping told POLITICO in an interview last year.<\/p>\n<p>The company has joint ventures with a host of telecom operators to develop 5G technology. It counts Vodafone, Telef\u00f3nica, Deutsche Telekom and Orange among its long list of telecom customers.<\/p>\n<p>Much of its hardware is provided through confidential contracts, making it difficult to estimate just how much of Europe\u2019s internet and data runs over Huawei gear. Telecom companies also often use multiple equipment providers, to minimize the risk of shutdowns or glitches.<\/p>\n<p>Huawei\u2019s rise in Europe \u201cis incredible,\u201d said Le Corre. They\u2019ve conquered European markets \u201ceven though their name is unpronounceable for most Europeans,\u201d he joked.<\/p>\n<h3>Countering Europe\u2019s concerns<\/h3>\n<p>Suspicions about the company date back to a <a href=\"https:\/\/intelligence.house.gov\/sites\/intelligence.house.gov\/files\/documents\/huawei-zte%20investigative%20report%20(final).pdf\" rel=\"noreferrer\" target=\"_blank\">2012 report<\/a> by the U.S. House of Representatives\u2019 permanent select committee on intelligence that said \u201cChina has the means, opportunity and motive to use telecommunications companies for malicious purposes.\u201d<\/p>\n<p>Some in the industry derided the report as sloppy and lacking concrete evidence. But it planted seeds of mistrust that haunt the company today. It also led to legislative moves to block the company from certain U.S. markets, including the ban on government agencies from procuring Huawei equipment.<\/p>\n<p>Fueling the concerns is the opaqueness of the company\u2019s ownership structure. The company, which is privately held, was founded in 1987 by Ren Zhengfei, a former Chinese military officer, leading some to conclude that it has retained ties with the government.<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2017\/12\/GettyImages-645545946-714x475.jpg\"\/><\/p>\n<p>Journalists check a new Huawei model at the Mobile World Congress in Barcelona | Llu\u00eds Gen\u00e9\/AFP via Getty Images<\/p>\n<p>A 2013 U.K. <a href=\"http:\/\/www.parliament.uk\/documents\/other-committees\/intelligence-security\/Critical-National-Infrastructure-Report.pdf\" rel=\"noreferrer\" target=\"_blank\">parliamentary report<\/a> said \u201cthe alleged links between Huawei and the Chinese state are concerning, as they generate suspicion as to whether Huawei\u2019s intentions are strictly commercial or are more political.\u201d<\/p>\n<p>After worries in the United Kingdom threatened to get out of hand, the company struck a deal with lawmakers to set up a center, called \u201cthe Cell,\u201d in Banbury, a provincial town in southeast England, in which the British government could check its code for backdoors.<\/p>\n<p>The Cell\u2019s staff members are formally Huawei employees, leading some lawmakers to question the reliability of its findings. But the U.K. intelligence agency GCHQ concluded that \u201cthe design of the Cell means that the Chinese have minimal influence on those working there,\u201d according to a response given to the parliamentary committee that scrutinized the center.<\/p>\n<h3>Intelligence is spooked<\/h3>\n<p>The U.K. is not the only European country where concerns have been raised.<\/p>\n<p>Germany\u2019s domestic intelligence agency BfV <a href=\"https:\/\/www.verfassungsschutz.de\/en\/public-relations\/publications\/annual-reports\" rel=\"noreferrer\" target=\"_blank\">reported<\/a> in June that, \u201cthe focus of Chinese intelligence activities is shifting toward political espionage. They are now trying to obtain more information about supranational entities such as the EU and about international conferences such as the G20 Summit.\u201d<\/p>\n<p>Danish intelligence services in a report this year <a href=\"https:\/\/fe-ddis.dk\/cfcs\/CFCSDocuments\/The%20cyber%20threat%20against%20Denmark%202017.pdf\" rel=\"noreferrer\" target=\"_blank\">pointed out<\/a> that, \u201cChina\u2019s cyber espionage capabilities are quite extensive\u201d and \u201cChina uses its cyber capabilities for obtaining information of economic, political and military importance.\u201d<\/p>\n<blockquote>\n<p>\u201cThere\u2019s political uneasiness. Politically, the Chinese are seen as more of a threat\u201d \u2014<em>Ian Keene, technology research firm Gartner<\/em><\/p>\n<\/blockquote>\n<p>The Netherlands, home to one of the world\u2019s largest internet exchange points, has warned that \u201csome of the companies that operate in the Netherlands as suppliers originate from high-risk countries and that some have past or present links with foreign intelligence services.<\/p>\n<p>\u201cThis provides an increased risk of espionage,\u201d concluded the country\u2019s cyberintelligence agency AIVD in a <a href=\"https:\/\/www.nctv.nl\/binaries\/kwetsbaarheidsanalyse-spionage-tcm91-444999_tcm31-32695.pdf\" rel=\"noreferrer\" target=\"_blank\">report<\/a>.<\/p>\n<p>The risk to Huawei is that these longstanding worries could gain increased urgency as Europe <a href=\"https:\/\/www.politico.eu\/article\/brussels-must-find-its-place-in-the-battle-for-cybersecurity\/\" rel=\"noreferrer\" target=\"_blank\">turns its attention to cybersecurity<\/a> and <a href=\"https:\/\/www.politico.eu\/article\/china-europe-technology-eu-juncker-aims-to-slam-the-brakes-on-takeovers\/\" rel=\"noreferrer\" target=\"_blank\">reconsiders how to defend its market<\/a> from unfair competition from China, including from serial acquisitions by state-backed investment firms in the Continent\u2019s technology sector.
