{"id":24735,"date":"2017-12-03T16:23:45","date_gmt":"2017-12-03T16:23:45","guid":{"rendered":"http:\/\/www.bnreport.com\/in-the-line-of-fire-polands-digital-ambitions-3\/"},"modified":"2017-12-03T16:23:45","modified_gmt":"2017-12-03T16:23:45","slug":"in-the-line-of-fire-polands-digital-ambitions-3","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/in-the-line-of-fire-polands-digital-ambitions-3\/","title":{"rendered":"In the line of fire: Poland\u2019s digital ambitions"},"content":{"rendered":"<p>As Poland went to war with the European Union this year \u2014 over <a href=\"https:\/\/www.politico.eu\/article\/frans-timmermans-polish-judicial-reform-plans-pose-serious-threat\/\" rel=\"noreferrer\" target=\"_blank\">the rule of law<\/a>, <a href=\"https:\/\/www.politico.eu\/article\/eu-commission-ecj-and-jan-szyszko-poland-go-head-to-head-over-logging-in-ancient-bialowieza-forest\/\" rel=\"noreferrer\" target=\"_blank\">the environment<\/a> and <a href=\"https:\/\/www.politico.eu\/article\/hungary-battle-over-migration-has-only-just-begun\/\" rel=\"noreferrer\" target=\"_blank\">refugees<\/a> \u2014 the digital arena was one where the country could outshine its European neighbors and prove it belonged in the club.<\/p>\n<p>In Brussels and beyond, Poland\u2019s <a href=\"https:\/\/www.politico.eu\/pro\/anna-strezynska-poland-digital-minister-q-and-a\/\" rel=\"noreferrer\" target=\"_blank\">Digital Minister Anna Stre\u017cy\u0144ska<\/a> is known as a pragmatic voice in a government dominated by fierce, Euroskeptic Law and Justice loyalists.<\/p>\n<p>She\u2019s also the face of a different Poland: a digitally savvy, modern country with a tech sector geared for growth that\u2019s attracted tech titan <a href=\"https:\/\/www.microsoft.com\/pl-pl\/contact.aspx\" rel=\"noreferrer\" target=\"_blank\">Microsoft<\/a> and a <a href=\"https:\/\/www.campus.co\/warsaw\/en\" rel=\"noreferrer\" target=\"_blank\">Google campus<\/a> and thrived despite the government\u2019s increasingly confrontational tactics.<\/p>\n<p>Now, the possibility that she could lose her job in a widely expected government reshuffle could put the last of Poland\u2019s leverage in Brussels at risk.<\/p>\n<p>If its digital ministry gets the ax \u2014 or Stre\u017cy\u0144ska is replaced by a less ambitious minister \u2014 one of the last points of cooperation between Warsaw and Brussels could be severed. This would jeopardize not only Poland\u2019s ability to influence the policy but its legitimacy in the EU capital.<\/p>\n<p>\u201cDigital changes all of society,\u201d said <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/michal-boni\" rel=\"noreferrer\" target=\"_blank\">Micha\u0142 Boni<\/a>, Poland\u2019s former digital minister under the previous Civic Platform government and a European People\u2019s Party MEP. \u201cIt\u2019s a question of the economy, of education \u2026 of privacy, of cybersecurity. The destruction of the ministry would be a step back. We would fall out of the game.\u201d<\/p>\n<p>Poland, he added, needs someone \u201cwho can lead.\u201d<\/p>\n<h3>Digital ambition<\/h3>\n<p>Even as Warsaw\u2019s top brass has largely alienated the highest ranks of the European Commission, Council and Parliament, Poland\u2019s digital policymakers have worked as part of a group of about a dozen <a href=\"https:\/\/www.politico.eu\/pro\/12-member-countries-outline-digital-single-market-demands\/\" rel=\"noreferrer\" target=\"_blank\">\u201clike-minded\u201d liberal countries<\/a> \u2014 including Sweden, Denmark, the U.K. and Estonia \u2014 leading the charge on digital issues.<\/p>\n<p>With Britain preoccupied with its imminent departure from the bloc, Poland \u2014 known for its army of highly skilled coders and technical experts \u2014 has emerged as the group\u2019s largest member country and a potential leader on major digital issues.<\/p>\n<p>That\u2019s where Stre\u017cy\u0144ska, who took over the portfolio in 2015, comes in.<!--more--><\/p>\n<p>In setting out to overhaul the country\u2019s digital agenda, she looked to Estonia and the U.K. for blueprints on how to become competitive in the digital sphere and became a champion of digital public services, facilitating the rollout of 5G connectivity and broadband connections to schools. In a key move, she also set out to build up the country\u2019s image as place of opportunity for digital entrepreneurs.<\/p>\n<p>Despite recent strides, Poland still has a long way to go before becoming a European leader on tech. The country ranks 23 out of 28 on the EU\u2019s <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/scoreboard\/poland\" rel=\"noreferrer\" target=\"_blank\">digital economy and society index<\/a>, lagging significantly on everything from the use of social media by enterprises (only 9 percent) to subscriptions to fast broadband across the country.<\/p>\n<p>Stre\u017cy\u0144ska\u2019s lack of partisanship \u2014 she refused to join a political group or align herself with Jaros\u0142aw Kaczy\u0144ski\u2019s ruling Law and Justice party \u2014 was a welcome signal to consumers, stakeholders and policymakers in Brussels, but increasingly put her at odds with her bosses.<\/p>\n<p>Stre\u017cy\u0144ska \u2014 who worked as a civil servant in telecoms and competition policy for much of her career \u2014 was seen by many as a remnant of a more progressive government. In staffing her ministry, she turned a blind eye to party politics and became known for working with Poles from across the political spectrum. \u201cThe digital ministry is a magnificent island,\u201d she told POLITICO in an interview in the late summer. \u201cIt\u2019s a place where everyone is warmly greeted \u2014 a luxury that I take advantage of.\u201d<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2017\/11\/h_53898666-714x479.jpg\"\/><\/p>\n<p>Polish Minister of Digital Affairs Anna Stre\u017cy\u0144ska (L) and Deputy Ministers Krzysztof Szubert (C) and Karol Oko\u0144ski (R) during a press conference in Warsaw, Poland, November 15, 2017 | Radek Pietruszka\/EPA-EFE<\/p>\n<p>Most recently, Stre\u017cy\u0144ska refused deputy Prime Minister and Minister of Science and Higher Education <a href=\"https:\/\/www.wprost.pl\/polityka\/10085398\/propozycja-gowina-dla-strezynskiej-minister-nie-skorzystala.html\" rel=\"noreferrer\" target=\"_blank\">Jaros\u0142aw Gowin\u2019s<\/a> offer to join a newly formed \u201cChristian Democratic\u201d party titled \u201cPorozumienie.\u201d While he said he respected her decision, some speculate it has put her political future in jeopardy.<\/p>\n<p>\u201cIt\u2019s a plus and a minus,\u201d said <a href=\"http:\/\/zipsee.pl\/pl\/kanownik-ponownie-wybrany-na-prezesa-zipsee-cyfrowa-polska\/\" rel=\"noreferrer\" target=\"_blank\">Micha\u0142 Kanownik<\/a>, the president of ZIPSEE Digital Poland, an industry employers\u2019 association for consumer electronics and IT. \u201cShe doesn\u2019t take part on political matters because she\u2019s not a member of a political party, but also this weakens her position in the government itself.\u201d<\/p>\n<p>The government is tight-lipped about the future of the ministry. \u201cOur work in the digital ministry is far too absorbing to occupy ourselves with rumors,\u201d said Karol Manys, a spokesperson for the ministry, who declined to comment on any talk of the ministry\u2019s dissolution or Stre\u017cy\u0144ska\u2019s potential firing.<\/p>\n<h3>Legitimacy in Brussels<\/h3>\n<p>As the EU works to implement its sweeping data protection overhaul, <a href=\"http:\/\/ec.europa.eu\/justice\/data-protection\/reform\/index_en.htm\" rel=\"noreferrer\" target=\"_blank\">the General Data Protection Regulation<\/a>, the question of who would replace Stre\u017cy\u0144ska in the event of a reshuffle is a vexing one. Poland\u2019s digital progress is still fragile and could be undone in the hands of a less ambitious minister, some say.<\/p>\n<p>\u201cMinister Stre\u017cy\u0144ska was the only one who was aware of the issues,\u201d said Boni, the former Polish digital minister.<\/p>\n<p>No other member of the Law and Justice government has the required expertise to advance Poland\u2019s still developing digital agenda, he added. \u201cThey treat citizens in the digital world as individuals to be monitored.\u201d<\/p>\n<p>The timing is particularly bad, said \u0141ukasz Olejnik, a Polish cybersecurity and privacy consultant. Splitting up or eliminating the digital ministry entirely at a time when the bloc gears up to implement landmark new regulation on data protection next spring \u201cis very risky business.\u201d<\/p>\n<p>If Poland fails to pull its weight and properly implement the regulation on a national level, it\u2019ll mean \u201cchaos, paralysis and sadly, also humiliation,\u201d he said.<\/p>\n<p>Poland is already on the EU\u2019s blacklist over disagreements on the rule of the law, migration and environmental protections. Adding digital policy to the list would dig Poland into an even deeper hole.<\/p>\n<blockquote>\n<p>\u201cIt\u2019s important that digital is one of the top items on the Polish political agenda\u201d \u2014 <em> Micha\u0142 Kanownik, president of ZIPSEE Digital <\/em><\/p>\n<\/blockquote>\n<p>Replacing Stre\u017cy\u0144ska would also be a blow because it would likely also mean getting rid of the digital ministry\u2019s secretary of state Krzysztof Szubert, who deals closely with EU affairs and whom many in Brussels see as a positive influence on the bloc\u2019s digital agenda. He is credited in the EU capital with leading important lobbying efforts \u2014 including putting digital policy on the agenda at European Council summits this year, and pressuring the Commission to relax rules on the <a href=\"https:\/\/www.politico.eu\/pro\/14-european-countries-seek-ban-on-data-localization\/\" rel=\"noreferrer\" target=\"_blank\">free movement of data across EU borders<\/a>.<\/p>\n<p>The worst-case scenario for Poland would be a decision to scrap the ministry entirely, a move that would put digital policy in the hands of other EU countries and leave Poland in the dust.<\/p>\n<p>\u201cIt would be a real shame if this very active and engaged and ambitious profile Poland has on digital were to disappear,\u201d an official from one of the like-minded liberal countries said.<\/p>\n<h3>Pushing ahead<\/h3>\n<p>Others are more relaxed about Poland\u2019s digital future and argue the government has done too little to push the digital agenda forward, even under Stre\u017cy\u0144ska.<\/p>\n<p>Much of her work was simply a continuation of what the previous Civic Platform government had already put in place, two individuals supporting the opposition said.<\/p>\n<p>\u201cI don\u2019t think she has been a particularly exceptional minister,\u201d said one Polish individual working on EU digital politics, who spoke on condition of anonymity because of their involvement in the sector. \u201cI don\u2019t think swapping her out would be bad for Poland.\u201d<\/p>\n<p>For Kanownik, the head of ZIPSEE Digital Poland, the best thing for Poland\u2019s tech agenda is not ruffling any feathers. If that means putting a right-wing Law and Justice loyalist in charge, so be it.<\/p>\n<p>\u201cIt\u2019s important that digital is one of the top items on the Polish political agenda,\u201d Kanownik said. \u201cIt doesn\u2019t matter who is at the top \u2014 whether it\u2019s Stre\u017cy\u0144ska or someone else.\u201d<\/p>\n<p>It\u2019s true that the upper echelons of the Polish government, including Prime Minister Beata Szyd\u0142o, seem to have bought into Poland\u2019s <a href=\"https:\/\/www.gov.pl\/cyfryzacja\/polska-inicjatorem-listu-17-premierow-ue\" rel=\"noreferrer\" target=\"_blank\">digital sales pitch<\/a>. Szyd\u0142o signed a letter including <a href=\"https:\/\/www.politico.eu\/pro\/heads-of-eu-states-push-for-more-prominent-digital-agenda\/\" rel=\"noreferrer\" target=\"_blank\">17 EU heads of state<\/a> asking to make digital a priority on the political level. She also <a href=\"https:\/\/www.youtube.com\/watch?v=GI1oe9PuCNg\" rel=\"noreferrer\" target=\"_blank\">claimed responsibility<\/a> for helping to bring about this year\u2019s <a href=\"https:\/\/www.politico.eu\/pro\/estonia-digital-summit-didnt-go-as-planned\/\" rel=\"noreferrer\" target=\"_blank\">Digital Summit in Tallinn<\/a>, one of the first meetings where EU heads of state dedicated their time to discussing digital.<\/p>\n<p>But some fear the political buy-in \u2014 and any hopes of Poland becoming a digital leader in Europe \u2014 will fall apart if Stre\u017cy\u0144ska leaves. <a href=\"https:\/\/www.politico.eu\/article\/polish-reshuffle-puts-sights-on-prime-minister\/\" rel=\"noreferrer\" target=\"_blank\">Szyd\u0142o could<\/a> lose her job in any potential reshuffle, according to Polish media.<\/p>\n<p>Stre\u017cy\u0144ska \u201cguarantees the continuation of projects, like the development of 5G, because she initiated them,\u201d said Agata Kowalczyk, head of communications for Startup Poland. \u201cThis is the element that awakens doubts \u2026 She had the right experience to put pressure on these technological, structural and telecoms matters.<\/p>\n<p>\u201cIt\u2019s hard to say if someone else in [Law and Justice] has these same competencies.\u201d<\/p>\n<p><a href=\"https:\/\/www.politico.eu\/article\/anna-strezynska-in-the-line-of-fire-polands-digital-ambitions\/?utm_source=RSS_Feed&amp;utm_medium=RSS&amp;utm_campaign=RSS_Syndication\" rel=\"noreferrer\" target=\"_blank\">Original Article<\/a><\/p>\n<p> [contf] [contfnew]         <img decoding=\"async\" src=\"https:\/\/encrypted-tbn0.gstatic.com\/images?q=tbn:ANd9GcRMd3Tz2gX9xSa6CJyaOj2dokBVcrdaT4yY3R3RI7YmL18vCLZZ\"\/> <\/p>\n<h5><a href=\"http:\/\/www.politico.com\/&gt;Politico&lt;\/a&gt;&lt;\/h5&gt;_&lt;\/p&gt;[contfnewc]_[contfnewc]_&lt;\/body&gt;&lt;\/html&gt;\" rel=\"noreferrer\" target=\"_blank\"><\/a><\/h5>\n","protected":false},"excerpt":{"rendered":"<p>As Poland went to war with the European Union this year \u2014 ov..<\/p>\n","protected":false},"author":1,"featured_media":24736,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[50],"tags":[],"class_list":["post-24735","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-tech"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 -
