Boris Johnson<\/a>\u00a0will dash to\u00a0Brussels<\/a>\u00a0in a final bid to avoid a hugely damaging no-deal\u00a0Brexit<\/a>, as the talks remain deadlocked.<\/p>\n<\/div>\n

\n

In a dramatic intervention, the prime minister and\u00a0Ursula von der Leyen<\/a>, the\u00a0European Commission<\/a>\u00a0president, will stage face-to-face talks in what is almost certainly the last-chance saloon.<\/p>\n<\/div>\n

No date was announced for the meeting, but an EU summit begins on Thursday \u2013 and an agenda of outstanding differences must be drawn up first \u2013 suggesting Wednesday is the most likely day.<\/div>\n
\n

Earlier,\u00a0Michel Barnier<\/a>, the EU\u2019s chief negotiator \u2013 who was described as \u201cvery downbeat, very gloomy\u201d by the Irish government \u2013 told MEPs the negotiations would not carry on beyond Wednesday.<\/p>\n

\n

As hopes of a deal were fading fast, Mr Johnson and Ms von der Leyen emerged from a 90-minute phone conversation to announce they would meet, raising fresh expectations of a last-gasp rescue.<\/p>\n<\/div>\n

\n

\u201cWe agreed that the conditions for finalising an agreement are not there due to the remaining significant differences on three critical issues: level playing field, governance and fisheries,\u201d their statement said.<\/p>\n<\/div>\n

\n

\u201cWe asked our chief negotiators and their teams to prepare an overview of the remaining differences to be discussed in a physical meeting in Brussels in the coming days.\u201d<\/p>\n

\n

Offering one significant olive branch, the prime minister did back down\u00a0by agreeing to drop the clauses in the Internal Market Bill<\/a>\u00a0that would break international law, if a deal could be struck.<\/p>\n<\/div>\n

\n

Despite this offer, all but 15 Conservative MPs\u00a0voted just hours later<\/a>\u00a0in the Commons to reinsert the offending clauses, following their removal by outraged and concerned peers.<\/p>\n

\n

With just 24 days to go to the UK crashing out of the single market and customs union, both sides agree they remain far apart on the crunch disputes of access to UK fishing<\/p>\n<\/div>\n

\n

The UK admitted the so-called \u201clevel playing field\u201d issues \u2013 to stop any weakening of labour or environmental standards, or subsidy limits \u2013 were the biggest obstacle to an agreement.<\/p>\n

\n

And, late on Monday, the UK appeared to have made a deal on fishing even more remote, by reportedly proposing to strip them out of the talks altogether.<\/p>\n

\n

It leaves the UK staring at the abyss of a crash-out Brexit, on 31 December, that is forecast to strip \u00a340bn off GDP \u2013 2 per cent of the total \u2013 next year alone.<\/p>\n<\/div>\n

\n

Such an outcome would delay the UK\u2019s recovery from the\u00a0Covid-19<\/a>\u00a0pandemic by a further year, the\u00a0Office for Budget Responsibility<\/a>\u00a0warned, and fuel support for Scottish independence.<\/p>\n<\/div>\n

\n

But, answering an urgent question in the Commons, Cabinet Office minister\u00a0Penny Mordaunt<\/a>\u00a0faced repeated demands from Tory MPs to rule out any compromises by the UK side.<\/p>\n<\/div>\n

\n

Laying bare the pressure on the prime minister not to give way,\u00a0Iain Duncan Smith<\/a>, the former Conservative leader, said what mattered most was \u201ccontinued control of our laws, territorial waters and our trade\u201d.<\/p>\n<\/div>\n

\n

Ms Mordaunt acknowledged: \u201cFamiliar differences remain on the so-called level playing field, fisheries and governance\u201d, adding: \u201cOf these, the level playing field issue is currently the most difficult.\u201d<\/p>\n<\/div>\n

\n

And, on reclaiming fishing rights in UK waters, she told one worried Tory: \u201cHe has my assurance that the prime minister will not compromise.\u201d<\/p>\n<\/div>\n

\n

In Brussels, the EU\u2019s top officials held a video call with\u00a0Angela Merkel<\/a>, Germany\u2019s chancellor, and French president\u00a0Emmanuel Macron<\/a>\u00a0\u2013 who has already threatened to veto any unacceptable deal.<\/p>\n<\/div>\n

\n

Crucially, Mr Barnier set the new deadline of Wednesday for the negotiations, as he told diplomats they were \u201cnot far from the very endgame\u201d.<\/p>\n<\/div>\n

\n

Simon Coveney<\/a>, Ireland\u2019s foreign minister, said: \u201cThe news is very downbeat. I would say he is very gloomy, and obviously very cautious about the ability to make progress today.\u201d<\/p>\n<\/div>\n

\n

In other developments:<\/p>\n<\/div>\n

\n

\u2013 Northern Ireland businesses warned a no deal would place it under \u201cunbearable and unnecessary strain at a time of crisis\u201d \u2013 urging Mr Johnson to \u201credouble your efforts\u201d.<\/p>\n<\/div>\n

\n

\u2013 No 10 admitted that leaving the EU on \u201cAustralia terms\u201d will mean no deal and trading on World Trade Organisation terms, with its tariffs and quotas.<\/p>\n<\/div>\n

\n

\u2013 European trade unions warned Mr Barnier of their fears that any compromises would allow the UK to undercut workers\u2019 rights in the bloc.<\/p>\n<\/div>\n

\n

Downplaying expectations ahead of Mr Johnson\u2019s trip, one government source stressed: \u201cTalks are in the same position now as they were on Friday. We have made no tangible progress.<\/p>\n<\/div>\n

\n

\u201cIt\u2019s clear this must now continue politically. Whilst we do not consider this process to be closed, things are looking very tricky and there\u2019s every chance we are not going to get there.\u201d<\/p>\n
