{"id":151152,"date":"2020-08-31T11:45:32","date_gmt":"2020-08-31T11:45:32","guid":{"rendered":"https:\/\/www.bnreport.com\/with-phil-hogans-departure-ursula-von-der-leyen-bets-on-ethics\/"},"modified":"2020-08-31T11:45:32","modified_gmt":"2020-08-31T11:45:32","slug":"with-phil-hogans-departure-ursula-von-der-leyen-bets-on-ethics","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/with-phil-hogans-departure-ursula-von-der-leyen-bets-on-ethics\/","title":{"rendered":"With Phil Hogans departure, Ursula von der Leyen bets on ethics"},"content":{"rendered":"<p>Ursula von der Leyen has raised the European Commissions ethical bar \u2014 and that may make it harder to clear in future.<\/p>\n<p>The EUs powerful trade commissioner, Phil Hogan, announced his <a href=\"https:\/\/www.politico.eu\/article\/phil-hogan-resigns-as-eu-trade-boss-over-golfgate-scandal\/\" rel=\"noreferrer noopener\" target=\"_blank\">resignation<\/a> late Wednesday after attending a golfing society dinner that broke Irelands coronavirus restrictions.<\/p>\n<p>The longtime Irish politicians reluctance to initially share full <a href=\"https:\/\/www.politico.eu\/article\/phil-hogan-commissioner-golfgate-downfall-what-happened-swing-by-swing\/\" rel=\"noreferrer noopener\" target=\"_blank\">details of his trip<\/a> \u2014 including with his own boss, the Commission president \u2014 fuelled tensions as previously-undisclosed details of his activities began surfacing in the press.<\/p>\n<p>\u201cIn the current circumstances, as Europe fights to reduce the spread of the coronavirus and Europeans make sacrifices and accept painful restrictions, I expect the members of the College to be particularly vigilant about compliance with applicable national or regional rules or recommendations,\u201d von der Leyen said in a statement Thursday morning following the resignation.<\/p>\n<p>Formally, Hogan left of his own accord \u2014 but only after days of trying hard to hold on to his post and discussions with von der Leyen.<\/p>\n<blockquote><p>\n\u201cGolfgate will go into history as an Irish story with major repercussions all across the continent and beyond\u201d <em>\u2014 Alberto Alemanno, professor of EU law at HEC Paris<\/em>\n<\/p><\/blockquote>\n<p>The controversy sparked debates in both Dublin and Brussels about the accountability of commissioners, who are nominated by their national governments but can only be <a href=\"https:\/\/www.politico.eu\/article\/eu-rules-leave-phil-hogans-fate-in-ursula-von-der-leyens-hands\/\" rel=\"noreferrer noopener\" target=\"_blank\">asked to resign<\/a> by the president of the Commission.<\/p>\n<p>For some Commission officials and diplomats, von der Leyens approach marks a break with the past: The perception that senior Commission officials could act with impunity, safe in the knowledge that it was almost inconceivable they would be forced out.<\/p>\n<p>\u201cI think she does try to send a very strong signal that the rules apply to everybody,\u201d said one Commission official.<\/p>\n<p>But with tensions running high across the Continent over lockdowns, mask rules and travel restrictions, the Berlaymont is operating in a new political environment, where voters are especially sensitive to perceptions of double standards when it comes to coronavirus-related restrictions.<\/p>\n<p>Lockdown transgressions by two senior scientific advisers in the U.K. led to their swift resignations and Prime Minister Boris Johnsons decision to stick by his most senior aide, Dominic Cummings, after he broke coronavirus rules led to visceral public anger.<\/p>\n<h3>Double standards<\/h3>\n<p>The political backlash following the so-called golfgate scandal in Ireland that eventually ended Hogans career had earlier led to the resignations of the agriculture minister and the deputy leader of Fianna F\u00e1il.
