{"id":150603,"date":"2020-07-14T22:20:27","date_gmt":"2020-07-14T22:20:27","guid":{"rendered":"https:\/\/www.bnreport.com\/how-australia-found-clout-and-cover-in-the-eus-shadow\/"},"modified":"2020-07-14T22:20:27","modified_gmt":"2020-07-14T22:20:27","slug":"how-australia-found-clout-and-cover-in-the-eus-shadow","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/how-australia-found-clout-and-cover-in-the-eus-shadow\/","title":{"rendered":"How Australia found clout \u2014 and cover \u2014 in the EUs shadow"},"content":{"rendered":"<p>SYDNEY \u2014 Caught between an erratic Donald Trump and a fast-spiraling diplomatic crisis with Beijing, Canberra turned to the EU for cover.<\/p>\n<p>In the lead-up to the World Health Organizations World Health Assembly in May, Australia was staring down the barrel of a trade war with its top trading partner.<\/p>\n<p>China slapped Australia with <a href=\"https:\/\/www.politico.eu\/article\/australia-very-concerned-over-reports-beijing-is-boycotting-its-coal\/\" rel=\"noreferrer noopener\" target=\"_blank\">tariffs and threatened boycotts<\/a> after Canberra called for an urgent independent inquiry into the origins of the coronavirus outbreak and for giving the WHO (or a different body) powers <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/morrison-calls-for-ban-on-wildlife-markets-and-weapons-inspector-powers-for-who-20200422-p54m9f.html\" rel=\"noreferrer noopener\" target=\"_blank\">equivalent to those of weapons inspectors.<\/a><\/p>\n<p>\u201cAustralia identified early that China needed to be transparent about the origins of the pandemic. As a result of Australia putting the issue on the table, there was serious pushback from China,\u201d the EUs Ambassador to Australia Michael Pulch said in an interview with POLITICO.<\/p>\n<p>Australias center-right government, led by Prime Minister Scott Morrison, found a way out (and a way to save face) by piggybacking onto an EU resolution at the WHOs annual meeting.<\/p>\n<blockquote><p>\n\u201cIf we wanted meaningful research, we also needed cooperation from the host country, so we needed to secure Chinas cooperation.\u201d \u2014 Michael Pulch, EUs Ambassador to Australia\n<\/p><\/blockquote>\n<p>\u201cThe European Union presented a resolution \u2026 and Australia was able to basically pursue its objective through this instrument,\u201d Pulch said.<\/p>\n<p>That also avoided Australia being dragged into the Donald Trump Show. While it found support for its crusade in Washington, Canberra was spooked by the U.S. presidents promotion of the theory that the coronavirus originated in a Wuhan laboratory.<\/p>\n<h3>How it went down<\/h3>\n<p>Ahead of the May WHO summit, Australia negotiated to include in an EU motion, which was passed by a record 137 co-sponsors, including China, a call for the WHO \u201cto identify the zoonotic source of the virus and the route of introduction to the human population.\u201d<\/p>\n<p>The motion fell short of the toughest rhetoric that had most aggravated Beijing \u2014 leading to something of a<em> detente<\/em> with Canberra.<\/p>\n<p>\u201cIts true that the resolution was very useful in calming down the bilateral rhetoric\u201d between Australia and China, said a Geneva-based diplomat close to the negotiations.<\/p>\n<p>The WHO episode, which was confirmed by four people close to the talks from the EU, WHO and Australian camps, illustrates \u201cwhat Australia and the EU could achieve in international fora when working together,\u201d according to Pulch.<\/p>\n<p>\u201cAustralia brought its main concern to the table, and the original language [of the EUs resolution] was beefed up,\u201d Pulch said. Shepherding a \u201ccritical mass of countries\u201d to support the resolution, the EU and Australia \u201ccreated such dynamism\u201d that Beijing realized it \u201ccouldnt prevent [the resolution from passing] and in fact wanted to join.\u201d<\/p>\n<p>And thats as good as it was going to get, according to Pulch.<\/p>\n<p>\u201cIf we wanted meaningful research, we also needed cooperation from the host country, so we needed to secure Chinas cooperation,\u201d Pulch said. \u201cDiplomacy is also about ensuring the possible. Australia got its main issue through \u2026 [and] I would go a step further and say that Australia got more recognition in working with the EU in a multinational fora than ever before.\u201d<\/p>\n<p>In response to the resolution, WHO Director General Tedros Adhanom Ghebreyesus <a href=\"https:\/\/www.who.int\/dg\/speeches\/detail\/who-director-general-s-opening-remarks-at-the-media-briefing-on-covid-19---10-july-2020\" rel=\"noreferrer noopener\" target=\"_blank\">said last Friday<\/a> that \u201ctwo WHO experts are currently en route to China to meet with fellow scientists and learn about the progress made in understanding the animal reservoir for COVID-19 and how the disease jumped between animals and humans.\u201d<\/p>\n<h3>Time for a frienaissance<\/h3>\n<p>The WHO experience has rekindled an interest in the EU Down Under, Pulch reckons.<\/p>\n<p>\u201cI have the impression the EU is being rediscovered here,\u201d he said. \u201cSuddenly Australia said, Well look, we can do something with the EU.
