{"id":150000,"date":"2020-05-28T01:41:24","date_gmt":"2020-05-28T01:41:24","guid":{"rendered":"https:\/\/www.bnreport.com\/states-demanding-biggest-bailouts-do-least-to-control-spending-deficits\/"},"modified":"2020-05-28T01:41:24","modified_gmt":"2020-05-28T01:41:24","slug":"states-demanding-biggest-bailouts-do-least-to-control-spending-deficits","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/states-demanding-biggest-bailouts-do-least-to-control-spending-deficits\/","title":{"rendered":"States Demanding Biggest Bailouts Do Least to Control Spending, Deficits"},"content":{"rendered":"<p><em>News Analysis<\/em><\/p>\n<p>When Illinois legislators approved a $42.8 billion budget for the coming year during an emergency session over the Memorial Day weekend, official revenue projections were only for $36.8 billion.<\/p>\n<p>Lawmakers werent worried about the resulting deficit, however, because they assumed the state would borrow at least $5 billion to close the revenue gap.<\/p>\n<p>So they <a href=\"https:\/\/charliemeier.net\/2020\/05\/24\/meier-emergency-session-ends-with-pay-raise-for-lawmakers-unbalanced-budget-and-no-plan-to-reopen\/\" rel=\"noreferrer noopener\" target=\"_blank\">also voted<\/a> themselves a tidy $1,800 pay raise on top of the $1,900 hike they gave themselves in 2019; state employees also got $261 million in scheduled pay raises.<\/p>\n<p>A few weeks earlier, state Senate President Don Harmon told the states congressional delegation that Illinois needed $42 billion in federal bailout funds, only <a href=\"https:\/\/www.illinoispolicy.org\/why-congress-should-reject-illinois-44-billion-bailout-request\/\" rel=\"noreferrer noopener\" target=\"_blank\">$2.6 billion<\/a> of which was attributable to unforeseen public health costs associated with the <a href=\"https:\/\/www.theepochtimes.com\/giving-the-right-name-to-the-virus-causing-a-worldwide-pandemic-2_3277200.html\" rel=\"noreferrer noopener\" target=\"_blank\">CCP virus<\/a>, commonly known as novel coronavirus.<\/p>\n<p>The biggest single chunk of the requested bailout was the <a href=\"https:\/\/www.nytimes.com\/2020\/04\/17\/business\/dealbook\/illinois-pension-coronavirus.html\" rel=\"noreferrer noopener\" target=\"_blank\">$15 billion<\/a> that Harmon said was needed \u201cto stabilize the state budget.\u201d Harmons Democratic colleagues outnumber Republicans, 40\u201319. Illinois Gov. J.B. Pritzker is a Democrat, and Democrats control the state House of Representatives, 74\u201344.<\/p>\n<p>Illinois isnt unique in demanding billions of bailout dollars from federal taxpayers. Californias Democratic Gov. Gavin Newsom, pointing to a $54 billion budget deficit, is demanding a federal bailout, while New Yorks Democratic Gov. Andrew Cuomo, seeks nearly $62 billion.<\/p>\n<p>Speaker of the House Nancy Pelosi (D-Calif.) was happy to oblige the bailout demands by including <a href=\"https:\/\/reason.org\/commentary\/the-estimated-funding-each-state-would-get-from-the-3-trillion-heroes-act\/\" rel=\"noreferrer noopener\" target=\"_blank\">nearly $1 trillion<\/a> in such funds in her $3 trillion Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act, which was <a href=\"https:\/\/www.theepochtimes.com\/house-passes-3-trillion-heroes-act-setting-up-more-1200-direct-payments-to-americans_3352275.html\" rel=\"noreferrer noopener\" target=\"_blank\">narrowly passed<\/a> by her chamber by a 208\u2013199 vote on May 15.<\/p>\n<p>Between them, California, Illinois, and New York stand to receive more than $104 billion from federal taxpayers if Pelosis bill is approved as is by the Senate and signed into law by President Donald Trump.<\/p>\n<p>But Trump opposes federal bailouts for poorly managed states, telling the <a href=\"https:\/\/nypost.com\/2020\/05\/05\/trump-blue-state-coronavirus-bailouts-are-unfair-to-republicans\/\" rel=\"noreferrer noopener\" target=\"_blank\">New York Post<\/a> recently, \u201cYou look at Illinois, you look at New York, look at California, you know, those three, theres tremendous debt there, and many others.\u201d<\/p>\n<p>Trump praised Florida, Texas, and \u201cthe Midwest\u201d for having \u201cvery little debt,\u201d adding, \u201cI dont think the Republicans want to be in a position where they bail out states that are, that have been mismanaged over a long period of time.\u201d<\/p>\n<p>The bailouts are necessary, top officials in all three states say, because of the CCP virus pandemic that prompted the nationwide lockdown beginning March 15. State health care and unemployment benefits costs have skyrocketed, while tax revenues plummeted.<\/p>\n<h2><strong>One-Party Rule<\/strong><\/h2>\n<p>But an in-depth look at state and federal data shows there are at least five other factors in the deep-blue trios budget woes than the CCP viruss impact.<\/p>\n<p>The first factor is these states is have long been one-party <a href=\"https:\/\/ballotpedia.org\/Gubernatorial_and_legislative_party_control_of_state_government#Current_state_government_trifectas\" rel=\"noreferrer noopener\" target=\"_blank\">\u201ctrifectas\u201d<\/a> for Democrats. Besides Californias Newsom, the California Senate has a 29\u201311 Democratic majority and the state Assembly is dominated by Democrats, 62\u201318.<\/p>\n<p>Its been nine years since Californias last Republican governor, Arnold Schwarzenegger, left office. And the last time Republicans controlled at least one legislative chamber was 1994, when the GOP had a one-vote state Senate majority.<\/p>\n<p>Similarly, New Yorks last Republican governor, George Pataki, left office in 2006. Republicans have controlled the state Senate four sessions since 2008, but only by razor-thin margins and in two of those sessions only through coalitions with minority parties. Democrats have dominated the state assembly every session since 1994.<\/p>\n<p>Ditto for Illinois, home of Chicago and its infamous Daley Machine. The last GOP governor was Bruce Rauner, who lost a 2018 reelection bid. Democrats have controlled the statehouse every session since 1996, while the state Senate has had Democratic majorities every session since 2002.<\/p>\n<p>One-party rule encourages budgetary sleights-of-hand. Sheila Weinberg, president of Chicago-based Truth in Accounting (TIA) told The Epoch Times on May 26 that Illinois officials rely on \u201cspecial funds\u201d to hide actual spending.<\/p>\n<p>\u201cThey only have six budgeted funds, but 600 actually exist,\u201d Weinberg said. \u201cFor example, on everybodys phone bill, there is a 911 Illinois Enhancement Fee, which is supposed to be for 911 enhancement. But if they are short in the general fund, they just steal the money from that special fund.\u201d<\/p>\n<h2><strong>Highly Unionized<\/strong><\/h2>\n<p>The second factor is that all three states public employee workforces are highly unionized, led by New York (65.5 percent), California (52.6 percent), and Illinois (45.8 percent), according to TIAs <a href=\"https:\/\/www.truthinaccounting.org\/news\/detail\/data-z-for-data-from-a-z\" rel=\"noreferrer noopener\" target=\"_blank\">Data-Z<\/a>, which allows comparisons of all 50 states on hundreds of factors, based on official statistics.<\/p>\n<p>\u201cCorrelation is not causation,\u201d TIA Director of Research Bill Bergman told The Epoch Times. \u201cBut in general, looking across the 50 states, indicators suggest that special interest groups that are stronger in one state than another tend to be associated with poorer financial conditions.\u201d<\/p>\n<h2><strong>Salaries<\/strong><\/h2>\n<p>The decades-long strangleholds on public policy of Democratic majorities and strong public-sector unions are associated with the third, fourth, and fifth common results in the three states, according to Bergman, including overly generous state employee salaries, lavish but severely underfunded pensions, and failing financial ratings and business climates.<\/p>\n<p>In California, more than 340,000 public employees and retirees are paid $100,000 or more annually, according to Adam Andrzejewski, founder and president of <a href=\"https:\/\/www.openthebooks.com\/forbes-why-california-is-in-trouble--340000-public-employees-with-100k-paychecks-cost-taxpayers-45-billion\/\" rel=\"noreferrer noopener\" target=\"_blank\">openthebooks.com.<\/a><\/p>\n<p>Among examples Andrzejewski found was a state university nurse being paid $501,391 per year, a correctional system psychiatrist receiving $409,399 annually, and the states chief barbering and cosmetology regular taking home $124,296.<\/p>\n<p>Its the same in Illinois, where 110,000 public employees and retirees get $100,000 or more every year.<\/p>\n<p>\u201cWe found tree trimmers in Chicago making $106,663; nurses at state corrections earning up to $277,100; junior college presidents making $491,095; university doctors earning up to $2 million; and 111 small town managers who out-earned every governor of the 50 states ($202,000),\u201d Andrzejewski wrote in an <a href=\"https:\/\/www.forbes.com\/sites\/adamandrzejew&lt;a href=https:\/\/www.theepochtimes.com\/states-demanding-biggest-bailouts-do-the-least-to-control-their-spending-deficits_3366560.html&gt;Read More From Source&lt;\/a&gt;&lt;\/p&gt;_[contf]_[contfnew]_        &lt;img src=\" rel=\"noreferrer noopener\" target=\"_blank\"><\/a><\/p>\n<h5><a href=\"https:\/\/www.theepochtimes.com\/\" rel=\"noreferrer noopener\" target=\"_blank\">The Epoch Times<\/a><\/h5>\n<p>[contfnewc]<br \/>\n[contfnewc]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>News Analysis<\/p>\n<p>When Illinois legislators approved a $42.8 billion budget for the coming year during ..<\/p>\n","protected":false},"author":1,"featured_media":150001,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[46],"tags":[],"class_list":["post-150000","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-politics"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.8 -
