{"id":149699,"date":"2020-05-19T22:40:24","date_gmt":"2020-05-19T22:40:24","guid":{"rendered":"https:\/\/www.bnreport.com\/trumps-new-covid-battle-timing-of-the-post-mortem\/"},"modified":"2020-05-19T22:40:24","modified_gmt":"2020-05-19T22:40:24","slug":"trumps-new-covid-battle-timing-of-the-post-mortem","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/trumps-new-covid-battle-timing-of-the-post-mortem\/","title":{"rendered":"Trumps new COVID battle: Timing of the post-mortem"},"content":{"rendered":"<p>U.S. President Donald Trump dropped a virtual time bomb on the World Health Organization in the middle of its annual gathering, giving its chief 30 days to make changes or else lose funding from its biggest donor.<\/p>\n<p>But even as other member countries unanimously backed a call on Tuesday to review the WHOs handling of the pandemic, there was little appetite for an immediate inquiry.<\/p>\n<p>Trump escalated his onslaught against the WHO early Tuesday, <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/1262577580718395393\" rel=\"noreferrer noopener\" target=\"_blank\">tweeting out a letter<\/a> to WHO Director General Tedros Adhanom Ghebreyesus laying out a litany of alleged failings by the U.N. health body to hold China accountable as the virus emerged and spread from Hubei province.<\/p>\n<p>If the WHO \u201cdoes not commit to major substantive improvements within the next 30 days,\u201d Trump said, he would make the temporary freeze on WHO funding permanent, depriving the agency of about 14 percent of its funding. Trump also threatened to \u201creconsider\u201d U.S. membership of the WHO.<\/p>\n<p>The WHO received the letter and is considering the contents, according to a statement. But Tedros declined to mention Trump or other criticism when he issued his speech closing the World Health Assembly on Tuesday afternoon, saying instead the WHO \u201cremains fully committed to transparency, accountability and continuous improvement.\u201d<\/p>\n<blockquote><p>\n\u201cThe greatest act of courage is to play as a team\u201d <em>\u2014 European Commission President Ursula von der Leyen<\/em>\n<\/p><\/blockquote>\n<p>Trumps attacks on the WHO are largely viewed outside the U.S. and by internal opponents as scapegoating to distract from criticism of his own response ahead of Novembers election.<\/p>\n<p>However, a measure adopted at the WHO gathering on Tuesday showed theres a global consensus to look back and ask what could have been improved.<\/p>\n<p>Spearheaded by the European Union, the <a href=\"https:\/\/apps.who.int\/gb\/ebwha\/pdf_files\/WHA73\/A73_CONF1-en.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">resolution<\/a> calls for the WHO chief to initiate an independent review at the \u201cearliest appropriate moment.\u201d<\/p>\n<p>Washington applauded the measure in a <a href=\"https:\/\/apps.who.int\/gb\/statements\/WHA73\/PDF\/United_States_of_America2.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">written statement<\/a>, urging work to \u201cbegin now.\u201d<\/p>\n<p>But no one else seemed to express the same urgency.<\/p>\n<p>\u201cThe greatest act of courage is to play as a team,\u201d said European Commission President Ursula von der Leyen, speaking after the resolution passed. \u201cThis does not mean that once the dust will have settled and once we have delivered on our pledge to beat this virus, we should not look into ways to modernize the WHO, to see what should be done for the WHO to continue to live up to the new challenges, because we need multilateral approaches.\u201d<\/p>\n<p>\u201cBut let us for now focus on our most immediate challenges,\u201d she continued, adding \u201cyou can count on Europe to always play for the team.\u201d<\/p>\n<p>Europes support for the WHO comes amid escalating tensions with China. The desire to better understand how an animal virus managed to make its way into human lungs is also addressed in the resolution \u2014 an inquiry that would require cooperation from Beijing \u2014 and Trumps concerns about Chinas early transparency are widely shared by Western governments.<\/p>\n<p>But here, too, the question concerns timing.<\/p>\n<p>Chinese President Xi Jinping, <a href=\"https:\/\/www.politico.eu\/article\/us-donald-trump-alex-azar-sticks-it-to-who-world-health-organization-as-xi-jinping-offers-coronavirus-vaccine-hope\/\" rel=\"noreferrer noopener\" target=\"_blank\">addressing the WHA on Monday<\/a>, said Beijing would back \u201cthe idea of a comprehensive review of the global response to COVID-19 after it is brought under control.\u201d<\/p>\n<p>A <a href=\"https:\/\/www.who.int\/about\/who_reform\/emergency-capacities\/oversight-committee\/IOAC-interim-report-on-COVID-19.pdf?ua=1\" rel=\"noreferrer noopener\" target=\"_blank\">new internal report<\/a> from a WHO oversight panel took that same view, warning that looking at the past too quickly could jeopardize the response in the present.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2020\/05\/GettyImages-1203977106-714x476.jpg\"\/><\/p>\n<p>World Health Organization Director General Tedros Adhanom Ghebreyesus | Fabrice Coffrini\/AFP via Getty Images<\/p>\n<p>In interim recommendations drawn from a look at the WHOs response to COVID-19 between January and April, the Independent Oversight and Advisory Committee for the WHO Health Emergencies Program said a review of the WHO leaderships handling of the pandemic could be warranted.<\/p>\n<p>However, it added, \u201cconducting such a review during the heat of the response, even in a limited manner, could disrupt WHOs ability to respond effectively.\u201d<\/p>\n<p>The report, published Monday according to Tedros, doesnt weigh in on how the WHO engaged with China. Instead, it notes that some countries didnt seem to take the WHOs warnings seriously enough.<\/p>\n<p>That ties into Trumps accusation that Tedros slow-walked the declaration of a Public Health Emergency of International Concern (PHEIC) at Chinas behest.
