{"id":14367,"date":"2017-11-06T18:40:47","date_gmt":"2017-11-06T18:40:47","guid":{"rendered":"http:\/\/www.bnreport.com\/refugee-question-threatens-german-coalition-talks\/"},"modified":"2017-11-06T18:40:47","modified_gmt":"2017-11-06T18:40:47","slug":"refugee-question-threatens-german-coalition-talks","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/refugee-question-threatens-german-coalition-talks\/","title":{"rendered":"Refugee question threatens German coalition talks"},"content":{"rendered":"<\/p>\n<p>BERLIN \u2014 Try as she might, Angela Merkel can\u2019t escape the refugee crisis.<\/p>\n<p>The migration question, which loomed large in Germany\u2019s fall election, now threatens to dash her efforts to form a new government.<\/p>\n<p>Germany\u2019s future course on refugees quickly emerged as one of the most contentious in ongoing exploratory coalition talks between Merkel\u2019s conservatives, the liberal Free Democrats and the Greens. Last week, <a href=\"http:\/\/www.bild.de\/politik\/inland\/alexander-dobrindt\/gruene-provozieren-das-scheitern-von-jamaika-53695038.bild.html\" rel=\"noreferrer\" target=\"_blank\">a top conservative negotiator<\/a> even accused the Greens, who advocate less stringent asylum and refugee policies, of trying \u201cto provoke the collapse\u201d of the talks over the issue.<\/p>\n<p>While there\u2019s no shortage of policy disagreements between the three parties, from defense spending to agricultural policy, the differences between the Greens and the two center-right parties on migration may be unbridgeable.<\/p>\n<p>\u201cThe question of whether it\u2019s going to be possible to form a government remains wide open,\u201d Alexander Dobrindt, a negotiator for the Bavarian Christian Social Union (CSU), said on Saturday.<\/p>\n<h3>New election?<\/h3>\n<p>If they don\u2019t find a solution in the coming days, Germany could be headed for a new election. That\u2019s because the Greens have scheduled a party congress for November 25 to vote on whether to push forward with formal coalition talks. If the preliminary talks don\u2019t result in substantial progress, a vote may not even be necessary.<\/p>\n<p>Much of the debate on migrants has focused on setting a formal cap and the conditions for reuniting families. The divide between the parties isn\u2019t just about letting new refugees in, however. Berlin suspended the flights earlier this year after a massive truck bomb in Kabul <a href=\"https:\/\/www.nytimes.com\/2017\/06\/06\/world\/asia\/kabul-bombing-death-toll-increases.html\" rel=\"noreferrer\" target=\"_blank\">killed more than 150 people<\/a> in May, but in September the government resumed the practice.<\/p>\n<p>New figures <a href=\"https:\/\/www.destatis.de\/DE\/PresseService\/Presse\/Pressemitteilungen\/2017\/11\/PD17_387_12521.html\" rel=\"noreferrer\" target=\"_blank\">published by the German government<\/a> last week indicated that 158,000 people denied asylum were still living in Germany. About 118,000 had received a delay (or a <em>Duldung<\/em>) on deportation notices for reasons such as illness or political instability back home \u2014 but 28,000 denied asylum seekers are counted in the new stats as potential \u201cenforced deportations.\u201d<\/p>\n<p>Critics, led by the Greens, argue that Afghanistan isn\u2019t safe enough for the government to send even criminal offenders back: Greens leader Katrin G\u00f6ring-Eckardt called the practice \u201cirresponsible,\u201d saying Afghanistan \u201cwill always be unsafe.\u201d<\/p>\n<p>Members of Merkel\u2019s government, meanwhile, have called for increased deportations, under pressure from their Bavarian sister party the CSU and from the rhetoric of the far-right Alternative for Germany (AfD). Peter Altmaier, who serves as Merkel\u2019s chief of staff and acting finance minister, <a href=\"http:\/\/www.bild.de\/politik\/inland\/peter-altmaier\/ja-wir-muessen-kriminelle-schneller-abschieben-53735544.bild.html\" rel=\"noreferrer\" target=\"_blank\">indicated Friday<\/a> that the CDU intends to \u201cintensify\u201d its efforts to deport those rejected for asylum. The Free Democrats also support a tougher line.<\/p>\n<h3><strong>Migrants and true crimes<\/strong><\/h3>\n<p>The pressure on Merkel\u2019s government to speed up deportations has been fueled by attention to the issue in German media \u2014 including some stories that experts and politicians say are overhyped.<\/p>\n<p>Last week, German tabloid Bild <a href=\"http:\/\/www.bild.de\/bild-plus\/politik\/inland\/asyl\/der-abtauch-skandal-53725676,view=conversionToLogin.bild.html\" rel=\"noreferrer\" target=\"_blank\">printed a series of articles<\/a> alleging the German government had lost track of 30,000 rejected asylum seekers. The newspaper urged its readers to call on Merkel and the German government to deal with the issue \u2014 and said it received more than 20,000 responses calling for the immediate deportation of all denied asylum seekers.<\/p>\n<p><a href=\"http:\/\/www.bildblog.de\/94589\/30-000-asylbewerber-verschwunden-bild-errechnet-voelligen-unsinn\/\" rel=\"noreferrer\" target=\"_blank\">Fact-checkers have challenged<\/a> the premise of the Bild piece, saying the numbers they cite include more than just asylum seekers; the figure can also include tourists on expired visas, for example. And politicians call it a stunt to influence the current political climate: Luise Amtsberg, the Greens\u2019 spokeswoman on refugee issues, said Bild is \u201cknowingly creating a false picture\u201d and \u201ctrying to block and impair the coalition talks.\u201d<\/p>\n<p>Still, Bild\u2019s campaign is \u201cof course fueling this narrative of loss of control, that the state doesn\u2019t control what\u2019s going on,\u201d said Thorsten Benner, director of the Global Public Policy Institute in Berlin. \u201cThat\u2019s very explosive for any government.\u201d<\/p>\n<p>In response to the articles, Altmaier told Bild that asylum seekers who have committed crimes should be deported \u201cparticularly quickly.\u201d (Bild is published by Axel Springer, co-owner of POLITICO Europe.)<\/p>\n<p>In addition, a number of high-profile crimes this year committed by denied asylum seekers give further ammunition to those hoping for more and faster deportations. In Berlin, a 60-year-old woman was found murdered in the city\u2019s Tiergarten park \u2014 a crime for which authorities later arrested an 18-year-old man from Chechnya. The man should have been deported the previous year, <a href=\"https:\/\/www.rbb24.de\/politik\/beitrag\/2017\/10\/mutmasslicher-moerder-berlin-tiergarten-ausweisung.html\" rel=\"noreferrer\" target=\"_blank\">local media reported<\/a> at the time, but he was not deported because he was a minor and was serving time for theft. Shortly thereafter, a <a href=\"https:\/\/www.welt.de\/vermischtes\/article168516233\/Junge-Joggerin-in-Riedering-vergewaltigt-Verdaechtiger-gefasst.html\" rel=\"noreferrer\" target=\"_blank\">34-year-old rejected asylum seeker from Nigeria <\/a>was arrested for sexually assaulting a female jogger in the Bavarian city of Rosenheim.<\/p>\n<blockquote>\n<p>\u201cIt\u2019s really in light of the influx of refugees from 2015 that the German tendency to strengthen deportations and so on became much stronger\u201d \u2014 <em>Stephan D\u00fcnnwald, Bavarian Refugee Council<\/em><\/p>\n<\/blockquote>\n<p>The debate over the government\u2019s responsibility to deport rejected asylum seekers isn\u2019t new. Since the peak of the refugee crisis in 2015, Merkel has been under pressure to tighten existing laws governing migration into the country. Talk of speeding up deportations further intensified after a December 2016 <a href=\"https:\/\/www.rbb24.de\/politik\/beitrag\/2016\/12\/opfer-anschlag-breitscheidplatz-mind-4-auslaender.html\" rel=\"noreferrer\" target=\"_blank\">terrorist attack on a Berlin Christmas market<\/a> killed 12 people and injured 53 others.<\/p>\n<p>\u201cIt\u2019s really in light of the influx of refugees from 2015 that the German tendency to strengthen deportations and so on became much stronger,\u201d said Stephan D\u00fcnnwald, who works for the Bavarian Refugee Council. \u201cAnd it became much more popular to talk about it.\u201d<\/p>\n<p>At the time, Merkel and her Christian Democrats <a href=\"https:\/\/www.politico.eu\/article\/after-berlin-terror-attack-germany-gets-tough-on-maghreb-countries-tunisia-morocco-algeria\/\" rel=\"noreferrer\" target=\"_blank\">called for tougher laws<\/a> governing the process, including a move to designate three North African countries \u2014 Tunisia, Morocco and Algeria \u2014 \u201csafe countries of origin,\u201d meaning Germany could more easily reject asylum applications from these countries as without merit. A law to this effect had passed the lower house of Germany\u2019s parliament earlier in 2016, but was rejected by the upper house of parliament, where the Greens have proportionally higher representation.<\/p>\n<h3><strong>\u2018Difficulty in details\u2019<\/strong><\/h3>\n<p>Though deportations are carried out by each of Germany\u2019s individual states (or <em>Bundesl\u00e4nder<\/em>), the federal government has a strong voice in shaping policy.<\/p>\n<p>The Greens\u2019 Amtsberg said it\u2019s \u201ccurrently very difficult to mediate\u201d on the issue because the Greens are directly at odds with the other three parties over deporting criminal offenders to Afghanistan \u2014 a move on their part she says is more about politics than good policy.<\/p>\n<p>\u201cTheir foreign policy is motivated by internal politics,\u201d she said. \u201cAnd in our opinion that\u2019s wrong.\u201d<\/p>\n<p>And in his Friday interview with Bild, the CDU\u2019s Altmaier acknowledged that it will be difficult for the four would-be coalition partners to find agreement on the issue of deportations.<\/p>\n<p>\u201cIn principle we agree: No one wants to change the fundamental right to asylum,\u201d Altmaier said. \u201cBut in the details, it will be difficult.\u201d<\/p>\n<p><a href=\"https:\/\/www.politico.eu\/article\/refugee-question-threatens-german-coalition-talks-angela-merkel-greens-fdp-jamaica\/?utm_source=RSS_Feed&amp;utm_medium=RSS&amp;utm_campaign=RSS_Syndication\" rel=\"noreferrer\" target=\"_blank\">Original Article<\/a><\/p>\n<div id=\"contfix\">\n<div id=\"contdto\">         <img decoding=\"async\" src=\"https:\/\/encrypted-tbn0.gstatic.com\/images?q=tbn:ANd9GcRMd3Tz2gX9xSa6CJyaOj2dokBVcrdaT4yY3R3RI7YmL18vCLZZ\"\/> <\/p>\n<h4 id=\"contfixlink\">Politico<\/h4>\n<\/p><\/div>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>BERLIN \u2014 Try as she might, Angela Merkel can\u2019t escape the re..<\/p>\n","protected":false},"author":1,"featured_media":14368,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[46],"tags":[],"class_list":["post-14367","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-politics"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 -
