Winegrowers warn that without emergency help from Brussels their cellars will be too full to store wine from this years harvest.<\/p>\n<p>\u201cOnce there is too much stock, prices will fall very, very strongly for wine,\u201d Thomas Montagne, the president of independent winegrowers lobby CEVI, told POLITICO.<\/p>\n<p>The winegrowers predicament is reminiscent of the so-called <a href=\"https:\/\/www.politico.eu\/article\/full-steam-backwards-on-the-eu-wine-lake\/\" rel=\"noreferrer noopener\" target=\"_blank\">wine lake<\/a> crisis of the mid 2000s, which forced the EU to overhaul its farm policy to reduce the massive overproduction of wine being stimulated by its own subsidies, under the Common Agricultural Policy.<\/p>\n<p>Now the coronavirus has put a vintage rescue measure, <a href=\"https:\/\/www.theguardian.com\/world\/2006\/jun\/08\/france.eu\" rel=\"noreferrer noopener\" target=\"_blank\">reluctantly used by the EU<\/a> to drain the wine lake in 2006, back at the center of the debate.<\/p>\n<blockquote><p>\nTo the dismay of the wine industry, the EU is insisting distillation will have to be funded from the existing budgets.\n<\/p><\/blockquote>\n<p>France, the EUs <a href=\"https:\/\/ec.europa.eu\/eurostat\/web\/products-eurostat-news\/-\/EDN-20191121-1\" rel=\"noreferrer noopener\" target=\"_blank\">largest<\/a> wine exporter, has been pressing the European Commission to implement a mass distillation scheme.<\/p>\n<p>Didier Guillaume, the countrys farm minister, told <a href=\"https:\/\/www.lci.fr\/population\/covid-19-coronavirus-pandemie-on-pourra-faire-du-stockage-de-lait-assure-le-ministre-de-l-agriculture-didier-guillaume-2151792.html\" rel=\"noreferrer noopener\" target=\"_blank\">French TV<\/a> Thursday, \u201cFrench wine growers are being completely asphyxiated.\u201d He said he has made what he <a href=\"https:\/\/www.europe1.fr\/economie\/coronavirus-didier-guillaume-veut-un-plan-specifique-daide-a-la-viticulture-3962560\" rel=\"noreferrer noopener\" target=\"_blank\">called<\/a> \u201cstrong demands\u201d to the EU to fund distillation.<\/p>\n<p>Pau Roca, director general of the International Wine Organisation, <a href=\"https:\/\/www.youtube.com\/watch?v=c0J5dDMkrmI&amp;feature=emb_logo\" rel=\"noreferrer noopener\" target=\"_blank\">said<\/a> restaurant and hotel closures could lead to a 35 percent drop in the volume of wine sold, and a 50 percent decrease in sales value.<\/p>\n<p>On Tuesday, the European Commission announced it is consulting national capitals on proposed <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_20_722\" rel=\"noreferrer noopener\" target=\"_blank\">emergency agriculture measures<\/a>, which \u2014 according to an accompanying note to diplomats, seen by POLITICO \u2014 would allow EU countries to diverge from the usual competition rules and fund distillation and private storage schemes for wine.<\/p>\n<p>Other Commission proposals under consideration include allowing farmers to destroy their grapevines on the same parcel of land two years running, and giving countries more flexibility to shuffle around funds inside their wine programs.<\/p>\n<p>But to the dismay of the wine industry, the EU is insisting distillation will have to be funded from the existing budgets of countrys wine programs, rather than stumping up new money.<\/p>\n<p>In response, three French, Spanish and Italian wine cooperatives that are responsible for half of Europes wine production sent the Commission a <a href=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2020\/04\/coops-wine-letter.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">letter<\/a>, saying the EU should spend \u20ac350 million paying growers to distill 10 million hectoliters of wine into pure alcohol in order to boost prices. That would mean destroying over a billion bottles of <em>vino<\/em>.<\/p>\n<p>European Peoples Party lawmaker Herbert Dorfmann, from Italy, described the Commissions refusal to find fresh money for wine as \u201cnot satisfactory at all,\u201d and said it was unfair to countries that have already used up their wine support funds.<\/p>\n<p>The dairy sector, also buffeted by the coronavirus, received \u20ac30 million of fresh European money to fund a private storage scheme as part of the same measures.<\/p>\n<p>But some parts of the wine industry say distillation should only be part of the solution.<\/p>\n<p>Ignacio S\u00e1nchez Recarte, secretary-general of wine exporters lobby CEEV, told POLITICO, \u201cWe need to focus action on rebuilding markets.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2020\/04\/GettyImages-1210676718-714x475.jpg\"\/><\/p>\n<p>A shopkeeper wearing a protective mask in Paris | Philippe Lopez\/AFP via Getty Images<\/p>\n<p>If countries are forced to use all their remaining wine program funds on distillation, there will be no money left to strengthen exports, he said.
