{"id":142584,"date":"2020-03-13T21:00:21","date_gmt":"2020-03-13T21:00:21","guid":{"rendered":"https:\/\/www.bnreport.com\/eu-wants-zero-tariff-brexit-deal-but-will-fine-anticompetitive-behavior\/"},"modified":"2020-03-13T21:00:21","modified_gmt":"2020-03-13T21:00:21","slug":"eu-wants-zero-tariff-brexit-deal-but-will-fine-anticompetitive-behavior","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/eu-wants-zero-tariff-brexit-deal-but-will-fine-anticompetitive-behavior\/","title":{"rendered":"EU wants zero-tariff Brexit deal, but will fine anticompetitive behavior"},"content":{"rendered":"<p>Brussels is willing to establish a zero-tariff area for goods with the U.K. but it will impose fines on unfair competitive behavior, according to a draft text for a future relations agreement with the U.K.<\/p>\n<p>The 441-page document \u2014 sent by the blocs chief Brexit negotiator, Michel Barnier, to EU countries and the European Parliament ahead of the negotiating round next week and seen by POLITICO \u2014 proposes to \u201cestablish a free trade area in trade in goods\u201d in which \u201ccustoms duties on goods originating in the other party shall be prohibited.\u201d<\/p>\n<p>On services, Brussels aims \u201cto establish a favorable climate for the development of trade and investment.\u201d The proposal also seeks to avoid non-tariff trade barriers and promote public procurement and digital trade.<\/p>\n<p>However, referring to \u201cthe geographic proximity and economic interdependence and connectedness\u201d of both partners, the proposal says that the parties should \u201cagree to establish robust commitments\u201d to ensure fair trade.<\/p>\n<p>It proposes strict clauses on the so-called level playing field for keeping equal social, environmental and competition standards, stressing that the agreement \u201ccan only deliver benefits in a mutually satisfactory way if it prevents distortions of trade and unfair competitive advantages.\u201d<\/p>\n<p>To police these clauses, the EU proposes an arbitration tribunal that can issue rulings and impose fines.
