{"id":142162,"date":"2020-02-27T07:50:31","date_gmt":"2020-02-27T07:50:31","guid":{"rendered":"https:\/\/www.bnreport.com\/eu-mulls-faster-genetically-modified-food-approvals-for-trump\/"},"modified":"2020-02-27T07:50:31","modified_gmt":"2020-02-27T07:50:31","slug":"eu-mulls-faster-genetically-modified-food-approvals-for-trump","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/eu-mulls-faster-genetically-modified-food-approvals-for-trump\/","title":{"rendered":"EU mulls faster genetically modified food approvals for Trump"},"content":{"rendered":"<p>Brussels is ready to offer to speed up the approval process for genetically modified organisms imported into the EU, as part of a mini trade agreement with Washington.<\/p>\n<p>European Commission President Ursula von der Leyen <a href=\"https:\/\/www.politico.eu\/pro\/more-than-peanuts-eu-woos-trump-with-farming-and-industrial-concessions-phil-hogan-robert-lighthizer\/\" rel=\"noreferrer noopener\" target=\"_blank\">wants to strike<\/a> such a deal with U.S. President Donald Trump by March 18. POLITICO spoke with four diplomats and three EU officials who said that as part of the deal, the EU could commit to accelerating its system of checks and approvals for GMOs \u2014 a system Washington alleges was designed to arbitrarily slow down the approval of crops that compete with EU products.<\/p>\n<p>Many EU countries have banned their farmers from growing genetically modified plants, but the EU does allow imports of GMOs grown abroad, <a href=\"https:\/\/webgate.ec.europa.eu\/dyna\/gm_register\/index_en.cfm\" rel=\"noreferrer noopener\" target=\"_blank\">such as soy, maize and sugar beet<\/a>, which can be sold in Europe as food, animal feed, or both. However, each new variant must go through a lengthy approval process. Spanish farmers are the EUs main growers of GM crops.<\/p>\n<p>The Office of the U.S. Trade Representative stated in a <a href=\"https:\/\/ustr.gov\/sites\/default\/files\/2019_National_Trade_Estimate_Report.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">report<\/a> on EU trade barriers last year that \u201cthe lengthy EU approval process\u201d for GMO crops of \u201con average 7.5 years\u201d has caused U.S. farmers \u201can annual loss of approximately $2 billion per year.\u201d<\/p>\n<blockquote><p>\n\u201cWe wont change our regulations\u201d <em>\u2014 EU official<\/em>\n<\/p><\/blockquote>\n<p>Two officials said the U.S. wanted Europe to change the system so that approvals for new GMOs would be granted within two years. That would be in line with a commitment from China in its recent <a href=\"https:\/\/www.politico.eu\/article\/the-giant-hole-in-trumps-new-china-deal\/\" rel=\"noreferrer noopener\" target=\"_blank\">\u201cPhase 1\u201d trade agreement with Trump<\/a>.<\/p>\n<p>EU officials and diplomats reckoned the bloc could do that without changing its laws. \u201cWe wont change our regulations,\u201d one official said.<\/p>\n<p>Another official said that the key to fast-tracking American GMOs lies with the EUs food safety watchdog, the European Food Safety Authority. \u201cThe key issue there is EFSA, frankly,\u201d the official said.<\/p>\n<p>Whenever a company wants to sell a new GMO into the EU market, it needs to apply for an authorization, which starts with a lengthy safety assessment by EFSA. Once EFSA has ruled the crop to be safe \u2014 which can take more than four years \u2014 the application is then forwarded to EU countries, which can take another three years or more to give their opinion on whether the GMO crop should be sold in the EU.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2020\/02\/GettyImages-1197370583-714x476.jpg\"\/><\/p>\n<p>European Commission President Ursula von der Leyen is keen to finalize a trade deal with the U.S. | John Thys\/AFP via Getty Images<\/p>\n<p>The Commission admits that this process can be accelerated.<\/p>\n<p>According to one official who identified themselves as \u201ca very interested bystander,\u201d EU countries could give EFSA more money to hire more GMO experts.<\/p>\n<p>\u201cThere might be a question of giving [EFSA] more resources or ensuring that they give [GMO approvals] more priority, even if thats at the cost of priorities elsewhere,\u201d the official said. \u201cPerhaps they need more people in their gene assessment unit?\u201d<\/p>\n<p>Noting that the authoritys budget for risk assessments was due to be increased in the EUs next long-term budget plan, the official added, \u201cHow much of that could \u2014 or can \u2014 be diverted to speeding up the paths of GMO assessments?\u201d<\/p>\n<p>Such talk was welcomed among trade diplomats.
