The Democrat-controlled legislature of Virginia has seen a flurry of contentious legislation this season, some of which sparked outrage among Republicans. The bills focused most prominently on curbing the right to possess firearms. Still, many pertain to other areas, such as abortion, voter ID requirements, electoral college, and giving felons the right to vote.<\/p>\n

There are signs that many of the bills wont make it through the legislature. One of the reasons is that the states legislative calendar is set up in a way that both the House of Delegates and Senate only have until Feb. 11 to act on their legislation.<\/p>\n

Still, the Democrat majorities in both chambers have already shown a willingness to pick up and pass some of the bills.<\/p>\n

Gun Control<\/h2>\n

More than sixty bills regarding guns, many focused on limiting the right to bear them, were introduced in Virginia this year. The most prominent one was Senate Bill No. 16<\/a>. It would have banned the possession of most semi-automatic rifles that accept a detachable magazine or hold over 10 rounds and also some semi-automatic handguns and shotguns. That would have turned a large share of the states estimated two million<\/a> gun owners into criminals since nearly two-thirds<\/a> of gun owners own a rifle, and the types of rifles covered by the bill are the most popular ones, according to industry estimates<\/a>.<\/p>\n

The bill prompted outrage across the state and beyond. Nearly every county in the state has declared itself a \u201cSecond Amendment Sanctuary,\u201d vowing to boycott enforcement of such a law.<\/p>\n

On Jan. 13, SB 16 died in the Senate<\/a> by a unanimous vote of nine Democrats on the chambers Judiciary Committee.<\/p>\n

Another similar bill, HB 961<\/a>, has lain in the Houses Public Safety Committee since Jan. 7. It covers the same weapons but would allow current owners to keep them under certain circumstances, such as if they keep them on their property or only take them for hunting or to a gun range and back.<\/p>\n

Some other bills, however, have a much better chance. SB 69<\/a> limits common handgun purchases to one a month while SB 35<\/a> allows local authorities to ban possession of firearms or ammunition in public spaces used for or adjacent to events that require a permit to be held. Both passed the Senate on Jan. 16 along partisan lines (21-19).<\/p>\n

On Jan. 22, the Senate Democrats also passed SB 240<\/a>, which would allow law enforcement to ask state judges for an order and ultimately a search warrant to take guns from anybody who \u201cposes a substantial risk of personal injury to himself or others in the near future by such persons possession or acquisition of a firearm.\u201d<\/p>\n

When determining who poses such a \u201crisk,\u201d the judges should look \u201cany relevant evidence,\u201d including \u201crecent \u2026 threats,\u201d the targeted person had made that put one \u201cin reasonable apprehension of \u2026 bodily injury<\/a>.\u201d The level of necessary evidence would be the same as for a search warrant\u2014enough for a \u201dprobable cause.\u201d<\/p>\n

The person would get a court hearing within 14 days where the government would need to prove \u201cby clear and convincing evidence\u201d that the order should be extended for a maximum of 180 days.<\/p>\n

Abortion<\/h2>\n

At least two bills focus on relaxing abortion rules in the state. SB 733<\/a> would remove requirements that a woman is provided various information shortly before getting an abortion, including ultrasound and \u201cthe possible detrimental psychological effects of abortion.\u201d At least some women are dissuaded from abortion by seeing their unborn on an ultrasound. The bill passed in the Education and Health Committee along partisan lines on Jan. 23.<\/p>\n

SB 635<\/a> says that a pregnant woman \u201chas a fundamental right to \u2026 terminate a pregnancy,\u201d and the state shall not \u201cdeny or interfere with,\u201d such a right. The bill has 19 patrons in the Senate, all Democrats. Its been in the Education and Health Committee since Jan. 7.<\/p>\n

The states Democratic Governor Ralph Northam caused a furor a year ago when he suggested that a mother should have the option to have her child killed even after birth in cases when the baby has \u201csevere fetal abnormalities\u201d or is deemed \u201cnonviable.\u201d<\/p>\n

Electoral College<\/h2>\n

SB 399<\/a> gives all Virginias electoral votes to the winner of the national presidential popular vote.<\/p>\n

The law only goes into effect when states cumulatively possessing a majority of the electoral votes have passed such legislation as part of an agreement called the NationaRead More \u2013 Source<\/a>
