{"id":140379,"date":"2019-12-12T06:10:20","date_gmt":"2019-12-12T06:10:20","guid":{"rendered":"https:\/\/www.bnreport.com\/lawmakers-reach-deal-on-defense-bill-establishing-us-space-force\/"},"modified":"2019-12-12T06:10:20","modified_gmt":"2019-12-12T06:10:20","slug":"lawmakers-reach-deal-on-defense-bill-establishing-us-space-force","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/lawmakers-reach-deal-on-defense-bill-establishing-us-space-force\/","title":{"rendered":"Lawmakers Reach Deal on Defense Bill, Establishing US Space Force"},"content":{"rendered":"<p>Lawmakers reached an agreement on Dec. 9 for a compromise version of the National Defense Authorization Act (NDAA) that includes $738 billion for the Department of Defense to set national defense policy\u2014as well as the authorization of the U.S. Space Force.<\/p>\n<p>Leaders of the House and Senate Armed Services Committees said in a summary of the conference report (<a href=\"https:\/\/www.armed-services.senate.gov\/imo\/media\/doc\/FY20%20NDAA%20Conference%20Summary%20_%20FINAL.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">pdf<\/a>) released on the same day that the proposed fiscal 2020 NDAA \u201cimplements a National Defense Strategy to confront Russia, China, and other threats around the world,\u201d while also reforming and modernizing the systems within the Pentagon.<\/p>\n<p>The proposed bill officially establishes the U.S. Space Force as the sixth armed service of the United States. The Space Force was one of the most high-profile requests by President Donald Trump, who directed the Pentagon to begin the process of creating the force in 2018.<\/p>\n<p>\u201cThe FY20 NDAA recognizes space as a warfighting domain and establishes the U.S. Space Force in Title 10 as the sixth Armed Service of the United States, under the U.S. Air Force,\u201d the summary report stated. \u201cIn doing so, the NDAA provides the Secretary of the Air Force with the authority to transfer Air Force personnel to the newly established Space Force.\u201d<\/p>\n<p>The agreement also includes for the first time 12 weeks of paid parental leave for federal workers, something Democrats strongly sought, and a 3.1 percent pay increase for U.S. troops\u2014the largest in a decade. The bill is expected to pass before Congress leaves Washington later this month for the year-end holiday break.<\/p>\n<p>\u201cThis conference report is the product of months of hard-fought, but always civil and ultimately productive, negotiations,\u201d the leaders of the committee <a href=\"https:\/\/armedservices.house.gov\/press-releases?ID=F9E89B3C-3934-48AA-AD48-03E1EE659751\" rel=\"noreferrer noopener\" target=\"_blank\">said in a statement.<\/a><\/p>\n<p>John Boyd, principal of The Boyd Co., a location and management counsel firm that has been active in the aerospace industry, told The Epoch Times the NDAA agreement is \u201chistoric\u201d and showed that \u201cnational security and economic benefits\u201d of a space force \u201crose above the gridlock of partisan politics.\u201d<\/p>\n<p>\u201cInformation, or the lack of it, is vital to our national security and economic way of life. Virtually all segments of our nations defense system, as well as our nations consumer economy assets, rely on satellites in space,\u201d he said. \u201cThe Space Force will be a catalyst for innovation and job creation in aerospace, avionics, and IT.\u201d<\/p>\n<p>Boyd said his firms aerospace clients are watching the evolution of the Space Force closely. The firms clients include Boeing, Pratt and Whitney, Safran Landing Systems, and the Aerospace Industry Association. Boyd called the agreement \u201ca huge win for President Trump and for the national defense of our country.\u201d<\/p>\n<p>\u201cThe headquarters of the new Space Force is yet to be determined and will be a highly coveted economic development project\u2014and a platform for leading aerospace and IT states like Florida, Texas, Alabama, and the Carolinas to promote themselves,\u201d Boyd said.<\/p>\n<p>A number of new space-related government positions were also created under the agreement.
