The FBI used four informants and \u201ca few\u201d undercover agents against Trump campaign aides Carter Page and George Papadopoulos, according to the Justice Departments Office of the Inspector General (OIG).<\/p>\n

The FBI told the OIG it was snooping on Page and Papadopoulos because of their contacts with Russia.<\/p>\n

But the FBI also had one of the informants reach out to a high-level Trump campaign official who wasnt investigated. That official appears to have been Sam Clovis.<\/p>\n

The informant has been identified by The Epoch Times and others as Cambridge professor Stefan Halper.<\/p>\n

All conversations that Halper had with Page, Papadopoulos, and Clovis were monitored by the FBI, the OIG said.<\/p>\n

Inspector General Michael Horowitz made the revelations in a Dec. 9 report on his review of a Foreign Intelligence Surveillance Act (FISA) warrant taken out by the FBI against Page, and other aspects of the related FBI investigation.<\/p>\n

The FBI officially opened a counterintelligence investigation of the Trump campaign, dubbed \u201cCrossfire Hurricane,\u201d on July 31, 2016. The stated aim was \u201cto determine whether individuals associated with the \u2026 Campaign were coordinating or cooperating, wittingly or unwittingly, with the Russian government to influence or interfere with the 2016 U.S. elections.\u201d<\/p>\n

Unlike criminal investigations, counterintelligence investigations dont require any allegation of a crime.<\/p>\n

In the following weeks, top FBI officials assembled a small team and opened individual cases on Trump campaign aides Page, Papadopoulos, Paul Manafort, and Lt. Gen. Michael Flynn.<\/p>\n

The FISA warrant on Page was obtained in October 2016, was renewed three times, and lasted well into 2017.<\/p>\n

Horowitz concluded that the warrant contained \u201cat least 17 significant errors or omissions,\u201d saying the errors and other failures constituted \u201cserious performance failures by the supervisory and non-supervisory agents.\u201d<\/p>\n

Halper<\/h2>\n

The report describes Halper as a source both long-term and problematic.<\/p>\n

The FBI ditched him in 2011 for \u201caggressiveness toward handling agents as a result of what [Halper] perceived as not enough compensation\u201d and \u201cquestionable allegiance to the [intelligence] targets\u201d with whom he maintained contact.<\/p>\n

Two months later, however, Halper was recruited back.<\/p>\n

His new handler, who later joined the Crossfire Hurricane team, called Halper \u201cmercurial\u201d but said he was kicked out because the previous handler was \u201cnot the right match\u201d for Halper.<\/p>\n

Since then, Halper hadnt been aggressive, and there werent any indications of \u201cquestionable allegiances to intelligence targets\u201d either, the handler told the OIG.<\/p>\n

Halper could hardly complain about \u201cnot enough compensation\u201d then. Between 2012 and 2017, he was paid more than $1 million by a secretive Defense Department think tank for several papers that prompted a whistleblower to raise red flags<\/a> about who the think tank was spending its money on and for what purpose.<\/p>\n

The handler told the OIG that he initially had approached Halper to only learn basic issues about political campaigns, since Halper has been affiliated with political campaigns since the 1970s.<\/p>\n

The agent said it was a coincidence that Halper happened to have met with Page two months earlier, and that he also knew Flynn and Manafort.<\/p>\n

\u201cThe Crossfire Hurricane team couldnt believe [their] luck that Source 2 had contacts with three of their four subjects,\u201d the agent said.<\/p>\n

The FBI tasked Halper to engage Page and Papadopoulos and try to coax out of them whether the campaign was colluding with Moscow.<\/p>\n

Halper talked to both multiple times.<\/p>\n

In one conversation, he asked Page whether the campaign was planning an \u201cOctober Surprise\u201d\u2014a bombshell revelation shortly before the election capable of swaying the result.<\/p>\n

Page responded that there may be one.<\/p>\n

When the topic came up later, Page mentioned \u201cthe conspiracy theory about \u2026 the next email dump with \u2026 33 thousand\u201d additional emails, but didnt further explain what he meant.<\/p>\n

\u201cWell, the Russians have all that, dont they?\u201d Halper asked, to which Page responded, \u201cI dont, I\u2014I dont know.\u201d<\/p>\n

The agent told the OIG that Pages comment \u201cpiqued our interest because it seemed like that he knew of something, but he wasnt 100 percent sure and was just kind of alluding to something, but he didnt really give much more information to it.\u201d<\/p>\n

It isnt clear what specifically Page was talking about. But a \u201cconspiracy theory about \u2026 33 thousand\u201d Clinton emails possibly being released by Russia has been a matter of public record since May 6, 2016, when it was claimed by a blogger and then injected into the mainstream on May 9, 2016, when former Judge Andrew Napolitano aired the unsubstantiated rumor on Fox News.<\/p>\n

When talking about the WikiLeaks release of emails stolen in 2016 from the Democratic National Committee, Page said, \u201cwe were not on the front lines of this DNC thing,\u201d and asked whether the campaign should leave it to the \u201cother forces that be\u201d and let it \u201crun its course,\u201d with the Trump campaign \u201cegg[ing] it along a little bit.\u201d<\/p>\n

Halper recommended that \u201cit needs to be done very delicately and with no fingerprints.\u201d<\/p>\n
