While the three-day trip is focused on building up bilateral trade ties, Merkel also faces calls to use her time with Prime Minister Narendra Modi to kickstart stalled talks on proposals for an EU-India free trade agreement.<\/p>\n<p>Trade with India currently represents less than one percent of Germanys foreign commerce, with machinery products making up much of its exports and textiles coming in the opposite direction. Despite a near 20 percent growth in trade value to upwards of \u20ac20 billion through 2018, theres room to improve, especially as Chinese economic growth slows amid a trade battle with the U.S.<\/p>\n<p>\u201cYou can say that our economic relations have increased quite a bit, but they could be even more intense,\u201d Merkel said during a press conference with the Indian leader Friday.<\/p>\n<p>Merkel earlier laid a wreath at a memorial to Mahatma Gandhi and said she would raise the issue of Kashmir \u2014 which has now been split into two provinces governed by New Delhi \u2014 with Modi directly. \u201cAbove all, we want India and Pakistan to find a peaceful solution,\u201d said Merkel. \u201cI would like to hear the arguments of the prime minister today.\u201d<\/p>\n<blockquote><p>\nTalks over an EU-India free trade agreement have been on ice since 2013.\n<\/p><\/blockquote>\n<p>The trip \u2014 which also includes Foreign Minister Heiko Maas, Education Minister Anja Karliczek and Agriculture Minister Julia Kl\u00f6ckner \u2014 includes the signing of around 20 <a href=\"https:\/\/www.bundesregierung.de\/resource\/blob\/997532\/1687598\/9d1edfb05538626eb79d234049e94afb\/2019-11-01-liste-der-abkommen-data.pdf?download=1\" rel=\"noreferrer noopener\" target=\"_blank\">cooperation agreements<\/a>, ranging from artificial intelligence to urban mobility, museum exchange programs and a deal between the two national football associations.<\/p>\n<p>But for some, Berlins focus on Beijing, where growth has previously been rampant and German companies already have a foothold, has been detrimental to ties with New Delhi.<\/p>\n<p>\u201cFor a long time Germanys Asia policy has been synonymous with its China policy, ignoring other emerging markets,\u201d said Garima Mohan, who works on relations with India at the German Marshall Fund. \u201cIndia has very low visibility in policy circles and the media in Berlin.\u201d<\/p>\n<p>Nevertheless, some 1,700 German companies operate in India and Merkels itinerary includes a trip on a metro train built by Berlin-based Bombardier Transportation and a visit to an automotive components company. The trick now is to pivot that to reenergizing discussions over a wider trade accord.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2019\/11\/GettyImages-1178947215-714x476.jpg\" \/><\/p>\n<p>A welcome banner featuring the image of Merkel in New Delhi | Sajjad Hussain\/AFP via Getty Images<\/p>\n<p>\u201cThe German economy would like to see a resumption of negotiations on an EU-India free trade agreement,\u201d said Eric Schweitzer, the president of the German Chamber of Commerce and Industry, ahead of Merkels trip.<\/p>\n<p>Talks over an EU-India <a href=\"https:\/\/www.politico.eu\/article\/brexit-eu-hopes-for-india-trade-deal-talks\/\" rel=\"noreferrer noopener\" target=\"_blank\">free trade agreement<\/a> have been on ice since 2013.
