{"id":134931,"date":"2019-10-18T15:30:14","date_gmt":"2019-10-18T15:30:14","guid":{"rendered":"https:\/\/www.bnreport.com\/eu-at-standstill-over-past-5-years-says-french-business-lobby-chief\/"},"modified":"2019-10-18T15:30:14","modified_gmt":"2019-10-18T15:30:14","slug":"eu-at-standstill-over-past-5-years-says-french-business-lobby-chief","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/eu-at-standstill-over-past-5-years-says-french-business-lobby-chief\/","title":{"rendered":"EU at standstill over past 5 years, says French business lobby chief"},"content":{"rendered":"<p>Frances business community is frustrated with Brussels, and wants Brussels to know it.<\/p>\n<p>In a wide-ranging interview with POLITICO, spanning the EUs industrial policy, competition rules and a hostile global environment, Geoffroy Roux de B\u00e9zieux, president of French business lobby Medef, warned of a widening gap between European institutions and business decision-makers.<\/p>\n<p>\u201cThe outgoing Commission gave the impression of not doing much, from French businesses point of view,\u201d Roux de B\u00e9zieux said. \u201cWe are concerned by a European standstill in the last few years.\u201d<\/p>\n<p>Laying out his vision of what a future European industrial strategy should aim for, the businessman pointed at open wounds left by <a href=\"https:\/\/www.politico.eu\/article\/brussels-blocks-alstom-siemens-rail-mega-merger\/\" rel=\"noreferrer noopener\" target=\"_blank\">the block earlier this year<\/a> of the Alstom-Siemens rail mega-merger and, more recently, the fallout of French Commissioner-designate Sylvie Goulards rejection.<\/p>\n<p>\u201cWhen is the European Commission talked about in France? When they block the Alstom-Siemens merger,\u201d Roux de B\u00e9zieux said, pushing for a reform of competition rules that he called \u201cobsolete.\u201d<\/p>\n<blockquote><p>\n\u201cWe would like a French commissioner [to be nominated] quickly and for them to keep this portfolio that made a lot of sense\u201d <em>\u2014 Geoffroy Roux de B\u00e9zieux, president of Medef<\/em>\n<\/p><\/blockquote>\n<p>\u201cWe need a Commission that gives a new impulse, that launches projects of direct interest for entrepreneurs, that facilitates the development and prosperity of our businesses,\u201d he added.<\/p>\n<p>Roux de B\u00e9zieux also said he \u201cregretted\u201d Goulards rejection by the European Parliament, which prompted <a href=\"https:\/\/www.politico.eu\/article\/macron-on-goulards-rejection-dont-blame-me\/\" rel=\"noreferrer noopener\" target=\"_blank\">an angry response<\/a> by French President Emmanuel Macron.<\/p>\n<p>\u201cI wont issue a political judgment over the Parliaments decision, as that [rejecting Goulard] is its prerogative, but \u2026 it gives the impression that political games prevail over the necessity to act,\u201d he added, embracing Paris narrative on the episode.<\/p>\n<h3>Goulard fallout<\/h3>\n<p>Macron blamed political group leaders for the rejection of his nominee and publicly demanded an explanation from Commission President-elect Ursula von der Leyen, while French officials hinted <a href=\"https:\/\/www.politico.eu\/article\/finger-pointing-and-charges-of-betrayal-follow-goulards-defeat-macron-goulard-von-der-leyen-merkel\/\" rel=\"noreferrer noopener\" target=\"_blank\">at petty revenge<\/a> after the Parliament felt side-tracked during negotiations over top EU jobs earlier this year.<\/p>\n<p><a href=\"https:\/\/www.politico.eu\/pro\/eu-standstill-says-france-medef-business-chief\/belgium-eu-summit-213\/\" rel=\"noreferrer noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2019\/10\/GettyImages-1176347462-714x476.jpg\"\/><\/a><\/p>\n<p>Frances President Emmanuel Macron | Pool photo by Julien Warnand\/AFP via Getty Images<\/p>\n<p>European lawmakers countered that Goulard was simply held to the same standards that led her to quit her former ministerial post in France over allegations of misuse of Parliament funds, with scrutiny of a highly-paid consulting job adding to MEPs ethical concerns.<\/p>\n<p>Paris, which has yet to put forward a new nominee, is now focusing its efforts on preserving the powerful portfolio secured for Goulard, spanning the EUs internal market, the defense industry, space and digital policy.<\/p>\n<p>\u201cWe would like a French commissioner [to be nominated] quickly and for them to keep this portfolio that made a lot of sense,\u201d Roux de B\u00e9zieux said.<\/p>\n<h3>Reforming EU competition rules<\/h3>\n<p>On substance, the Medef boss said the EU should now focus on designing and implementing a beefed-up industrial policy \u2014 but not without reviewing its competition rules.<\/p>\n<p>\u201cIn France, [the Alstom-Siemens block] has become among business leaders \u2026 the symbol of part of the Brussels world turning a blind eye on whats at stake in Europes industrial policy,\u201c he said.<\/p>\n<p>The high-profile block generated a lot of outrage in Paris and Berlin, prompting both capitals to <a href=\"https:\/\/www.politico.eu\/pro\/europe-economy-trade-last-line-of-defense-competition\/\" rel=\"noreferrer noopener\" target=\"_blank\">call for a rethink<\/a> of the EUs competition rules and a more defensive industrial strategy, including through public funding, to forge European champions ready to take on American or Chinese rivals.<\/p>\n<p><a href=\"https:\/\/www.politico.eu\/pro\/eu-standstill-says-france-medef-business-chief\/belgium-eu-commission-hearing-64\/\" rel=\"noreferrer noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2019\/10\/GettyImages-1174947311-714x472.jpg\"\/><\/a><\/p>\n<p>Sylvie Goulard, Frances rejected Commission nominee | Kenzo Tribouillard\/AFP via Getty Images<\/p>\n<p>\u201cEurope needs to be able to better defend its interests,\u201d Roux de B\u00e9zieux said, referring among other things to bullish negotiating tactics used by U.S. President Donald Trump on trade. \u201cOtherwise public opinions that are already extremely defiant toward global trade will become even more so.\u201d<\/p>\n<p>On competition specifically, he said: \u201cThe rulebook is obsolete.
