{"id":133182,"date":"2019-10-01T03:20:12","date_gmt":"2019-10-01T03:20:12","guid":{"rendered":"https:\/\/www.bnreport.com\/hogan-cruises-into-eu-trade-job\/"},"modified":"2019-10-01T03:20:12","modified_gmt":"2019-10-01T03:20:12","slug":"hogan-cruises-into-eu-trade-job","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/hogan-cruises-into-eu-trade-job\/","title":{"rendered":"Hogan cruises into EU trade job"},"content":{"rendered":"<p>In Westminster, Washington and Beijing, they can now be sure who they will be dealing with for the next five years.<\/p>\n<p>Irelands Phil Hogan is almost certainly the EUs new point man on trade, after breezing through a confirmation hearing in the European Parliament on Monday night.<\/p>\n<p>While the socialist opposition was unconvinced by some of his answers on a greener trade policy, Hogan generally cruised through his two-and-a-half hour question-and-answer session, where topics ranged from impending <a href=\"https:\/\/www.politico.eu\/article\/winter-is-coming-donald-trump-tariff-clash-looms-for-european-commission-president-ursula-von-der-leyen\/\" rel=\"noreferrer noopener\" target=\"_blank\">U.S. tariffs on Airbus<\/a> to the need for a more defensive <a href=\"https:\/\/www.politico.eu\/article\/china-investment-europe-slows-turns-screws\/\" rel=\"noreferrer noopener\" target=\"_blank\">position on Chinese imports<\/a>.<\/p>\n<p>While Hogan has a reputation as a diplomatic <a href=\"https:\/\/www.politico.eu\/article\/irish-bruisers-plan-to-stay-in-brussels-phil-hogan\/\" rel=\"noreferrer noopener\" target=\"_blank\">bruiser<\/a>, he was a model of courtesy with the parliamentarians on Monday, and his well-briefed answers won him applause from across the political spectrum at the end of the hearing.<\/p>\n<p>Christophe Hansen, spokesman for Hogans center-right European Peoples Party in the European Parliaments trade committee, said that the candidate had \u201cnailed it\u201d and would easily be approved. The Socialists and Democrats Kathleen Van Brempt, however, told POLITICO that his answers on green rules in the <a href=\"https:\/\/www.politico.eu\/article\/mercosur-europe-trade-deal-commission-scrambles-to-defend\/\" rel=\"noreferrer noopener\" target=\"_blank\">Mercosur trade deal<\/a> with South America had been \u201cvery vague\u201d and \u201cnot good enough.\u201d<\/p>\n<p>On Monday evening, three officials said Hogan would win the green light on Tuesday, but that his letter of approval would make some additional requests about the enforceability of <a href=\"https:\/\/www.politico.eu\/article\/eus-green-trade-promises-face-reality-check-in-the-rainforest\/\" rel=\"noreferrer noopener\" target=\"_blank\">green and labor rules<\/a> in trade deals.<\/p>\n<p>Bernd Lange, the trade committee chair, told POLITICO that Hogan \u201cdelivered a B in the hearing, no mistakes, but sometimes a little vague and few very clear commitments. Now there will be an evaluation letter tomorrow, which will include some homework as well.\u201d<\/p>\n<p>Here are five key takeaways from his hearing:<\/p>\n<h3><strong>He was tougher on China than expected<\/strong><\/h3>\n<p>Hogans hearing was music to the ears of French President Emmanuel Macron, who has sought more robust trade defenses against China.<\/p>\n<p>Hogan said he wanted more muscle in EU measures to screen investments from China, even though that harder line faces resistance in Eastern Europe. He also vowed to press ahead with EU rules on \u201creciprocity.\u201d<\/p>\n<p>These are a big French priority and effectively mean that Europe can shut public tenders for projects like roads and railways to Asian bidders, if Asian countries do not open their markets to EU bidders. Armed with this tougher approach, Hogan reckoned he could secure an investment deal with China by 2020.<\/p>\n<h3><strong>The EU trade enforcer is for real<\/strong><\/h3>\n<p>There was more good news for France when Hogan mapped out the status of a new position for the European Commission: a trade enforcer, exactly as sought by Paris. \u201cI see this as a deputy director general status in the department of trade and that it will have terms of reference that will actually give it some teeth\u201d to take on countries that are found in breach of World Trade Organization rules on matters like intellectual property, are subsidizing industries or demanding technology transfers, Hogan said, in a thinly veiled allusion to China.<\/p>\n<h3><strong>The showdown with the US is likely to overshadow Hogans mandate<\/strong><\/h3>\n<p>There was plenty of discussion about <a href=\"https:\/\/www.politico.eu\/article\/wto-allows-us-to-hit-eu-with-tariffs-over-airbus-subsidies\/\" rel=\"noreferrer noopener\" target=\"_blank\">impending U.S. tariffs<\/a> on Airbus, which could come as early as Tuesday, and about Donald Trumps all-out assault on the World Trade Organization, which the U.S. president thinks is biased toward China.<\/p>\n<p>While Hogan said he was \u201ccommitted to working on a positive transatlantic agenda,\u201d it was quite clear that it might come to blows.
