{"id":130036,"date":"2019-08-31T19:00:02","date_gmt":"2019-08-31T19:00:02","guid":{"rendered":"https:\/\/www.bnreport.com\/experts-propose-alternative-to-brexit-backstop\/"},"modified":"2019-08-31T19:00:02","modified_gmt":"2019-08-31T19:00:02","slug":"experts-propose-alternative-to-brexit-backstop","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/experts-propose-alternative-to-brexit-backstop\/","title":{"rendered":"Experts propose alternative to Brexit backstop"},"content":{"rendered":"<p>LONDON \u2013 A team of experts, including a former high-ranking British official in the European Commission, has drawn up a plan to replace the Northern Ireland backstop, which has become the major hurdle to a Brexit deal.<\/p>\n<p>They say the plan has already attracted \u201cconsiderable interest.\u201d<\/p>\n<p><a href=\"https:\/\/verfassungsblog.de\/an-offer-the-eu-and-uk-cannot-refuse\/\" rel=\"noreferrer noopener\" target=\"_blank\">The proposal,<\/a> drawn up by Jonathan Faull \u2014 who held several director general posts and was<a href=\"https:\/\/www.politico.eu\/article\/brexit-task-force-leader-jonathan-faull-to-retire-european-commission-official\/\" rel=\"noreferrer noopener\" target=\"_blank\"> head of a special Commission task force<\/a> on Brexit \u2014 and legal academics Joseph Weiler and Daniel Sarmiento, \u201cmaintains the integrity of both the EUs single market and the UKs territory;\u201d \u201cdoes not require Ireland to be treated differently from the rest of the EU or Northern Ireland to be treated differently from Great Britain;\u201d and \u201cdoes not tie the U.K. to the EU customs union, thus allowing the U.K. to pursue its own trade policy,\u201d the group told POLITICO.<\/p>\n<p>Its core principle is that the U.K. and EU are free to have distinct regulatory systems and customs regimes, but the U.K. and Ireland would make it a criminal offense to knowingly export goods across the Irish border that breach regulatory rules on the other side of the frontier.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2018\/11\/GettyImages-1061421022-714x476.jpg\"\/><\/p>\n<p>The Irish border has been a major stumbling block in the Brexit negotiations | Paul Faith\/AFP via Getty Image<\/p>\n<p>To avoid customs checks at the border, the proposal envisages a network of \u201cEU Trade Centres\u201d in the U.K. and Ireland, but away from the border, in which \u201call goods destined for the EU or the U.K. respectively via Northern Ireland would be processed, including payment of duties and the like, before they actually left British or Irish territory.\u201d<\/p>\n<p>The group drew up the plan in response to the rising probability of a no-deal Brexit. Prime Minister Boris Johnson has said he will take the U.K. out of the EU with or without an agreement \u2014 \u201cdo or die\u201d \u2014 by October 31.<\/p>\n<p>\u201cAs the prospect of a No Deal became frighteningly real we thought we would act,\u201d Faull, Weiler and Sarmiento said in an email. \u201cAnd we believed that maybe a fresh look and fresh minds not locked in to hardened positions could come up with something useful. We have grown increasingly frustrated at the tone of the debate and want to show that there is a practicable solution which should satisfy both sides.\u201d<\/p>\n<p>Asked whether the plan had been shared with EU officials or the U.K. government, the group declined to reveal the content of any discussions but said the plan has garnered \u201cconsiderable interest.\u201d<\/p>\n<p>Faull told BBC Radio 4s \u201cToday\u201d program on Monday that he has not personally raised the plan with Downing Street but he hopes it would prompt discussion \u201cso that we can sort something out quickly by the end of October.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2019\/07\/GettyImages-1157342031-714x476.jpg\"\/><\/p>\n<p>Boris Johnson, Britains prime minister | Isabel Infantes\/AFP via Getty Images<\/p>\n<p>A U.K. government official said they are aware of the proposal but it has not been raised directly with No. 10 Downing Street.<\/p>\n<p>Discussions on Brexit between the U.K. and the EU will continue at \u201csherpa\u201d level this week, the official said, adding that \u201cthere are lots of ideas that are out there.\u201d<\/p>\n<p>The backstop, under which the U.K. would remain in a de facto customs union with the EU, is opposed by Johnson and Conservative MPs as well as MPs from Northern Irelands Democratic Unionist Party who, along with opposition parties, blocked Theresa Mays Brexit deal being ratified in the U.K. parl<a href=\"https:\/\/www.politico.eu\/article\/experts-propose-alternative-to-brexit-backstop-no-deal-uk-eu-ireland\/?utm_source=RSS_Feed&amp;utm_medium=RSS&amp;utm_campaign=RSS_Syndication\" rel=\"noreferrer noopener\" target=\"_blank\">Read More \u2013 Source<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>LONDON \u2013 A team of experts, including a former high-ranking British official in the European Commiss..<\/p>\n","protected":false},"author":1,"featured_media":130037,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[202],"tags":[],"class_list":["post-130036","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-finance"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.9 -
