{"id":119265,"date":"2019-04-19T12:40:10","date_gmt":"2019-04-19T12:40:10","guid":{"rendered":"https:\/\/www.bnreport.com\/brussels-links-us-trade-talks-to-demands-on-steel-car-tariffs-4\/"},"modified":"2019-04-19T12:40:10","modified_gmt":"2019-04-19T12:40:10","slug":"brussels-links-us-trade-talks-to-demands-on-steel-car-tariffs-4","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/brussels-links-us-trade-talks-to-demands-on-steel-car-tariffs-4\/","title":{"rendered":"Brussels links US trade talks to demands on steel, car tariffs"},"content":{"rendered":"<p>The EU agreed Monday to launch trade talks with the U.S., but said it would suspend them should President Donald Trump impose new tariffs or refuse to withdraw existing steel and aluminum duties as part of the negotiations.<\/p>\n<p><a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2019\/04\/15\/trade-with-the-united-states-council-authorises-negotiations-on-elimination-of-tariffs-for-industrial-goods-and-on-conformity-assessment\/?utm_source=dsms-auto&amp;utm_medium=email&amp;utm_campaign=Trade+with+the+United+States%3a+Council+authorises+negotiations+on+elimination+of+tariffs+for+industrial+goods+and+on+conformity+assessment\" rel=\"noreferrer noopener\" target=\"_blank\">Negotiating directives<\/a> approved by EU ministers seek to eliminate duties for industrial goods and establish joint standards for the testing, inspection and certification of new products. Fisheries are included in the negotiations, but agriculture is not.<\/p>\n<p>The talks, part of a <a href=\"http:\/\/europa.eu\/rapid\/press-release_STATEMENT-18-4687_en.htm\" rel=\"noreferrer noopener\" target=\"_blank\">transatlantic trade truce<\/a> reached in July last year, are driven by hopes that the negotiations can convince Trump to not slap high tariffs on imports of European cars and car parts.<\/p>\n<p>\u201cWith todays adoption of the negotiating directives for trade talks, the EU is delivering on what Donald Trump and I have agreed\u201d last year, European Commission President Jean-Claude Juncker <a href=\"https:\/\/twitter.com\/JunckerEU\/status\/1117733534154874880\" rel=\"noreferrer noopener\" target=\"_blank\">wrote<\/a> on Twitter, adding that \u201cslashing tariffs on industrial products could lead to additional increase in EU and U.S. exports worth \u20ac26 billion.\u201d<\/p>\n<p>EU trade chief Cecilia Malmstr\u00f6m said the negotiations could allow the two sides \u201cto avoid a potentially damaging trade war and end a self-defeating cycle of measures and countermeasures.\u201d<\/p>\n<p>The EU directives explicitly stress that Brussels will cancel talks if the U.S. adopts \u201cnew measures against the European Union under Section 232 of the Trade Expansion Act of 1962\u201d \u2014 the law under which Trump has threatened to impose his auto tariffs.<\/p>\n<p>Moreover, the Commission \u201cmay\u201d suspend talks if the United States imposes tariffs under Section 301 of the 1974 Trade Act \u201cor under any other similar United States law,\u201d the directives said. The U.S. <a href=\"https:\/\/ustr.gov\/issue-areas\/enforcement\/section-301-investigations\" rel=\"noreferrer noopener\" target=\"_blank\">has used the Section 301 law<\/a> to threaten tariffs against the EU because of its ban on hormone beef imports as well as its contested subsidies for airplane manufacturer Airbus.<\/p>\n<p>The U.S. must also remove its <a href=\"https:\/\/www.politico.eu\/article\/donald-trump-hits-us-allies-with-steel-aluminum-tariffs\/\" rel=\"noreferrer noopener\" target=\"_blank\">tariffs on steel and aluminum imports<\/a> from Europe \u201cprior to the conclusion of negotiations,\u201d the directives said.<\/p>\n<p>Many in Brussels <a href=\"https:\/\/www.politico.eu\/article\/eu-us-trade-talks-move-forward-but-problems-remain\/\" rel=\"noreferrer noopener\" target=\"_blank\">expect difficult negotiations ahead<\/a> because the <a href=\"https:\/\/ustr.gov\/sites\/default\/files\/01.11.2019_Summary_of_U.S.-EU_Negotiating_Objectives.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">U.S. negotiating objectives<\/a>, released in January, push for a more comprehensive trade agreement that also includes agriculture.<\/p>\n<p>\u201cThe EU governments ignore all criticism of the mandates \u2026 without being even half sure that serious negotiations can take place at all,\u201d said Green MEP Reinhard B\u00fctikofer. \u201cThe starting positions are very far apart.\u201d<\/p>\n<p>German Economy Minister Peter Altmaier admitted that talks \u201cwill not be easy,\u201d but said he is nonetheless optimistic.<\/p>\n<p>Malmstr\u00f6m also struck an upbeat tone on Monday. \u201cNow the ball is in the court of the U.S. to see when can we start,\u201d she<a href=\"https:\/\/www.politico.eu\/article\/brussels-links-us-trade-talks-to-demands-on-steel-auto-tariffs\/?utm_source=RSS_Feed&amp;utm_medium=RSS&amp;utm_campaign=RSS_Syndication\" rel=\"noreferrer noopener\" target=\"_blank\"><strong>Read More \u2013 Source<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The EU agreed Monday to launch trade talks with the U.S., but said it would suspend them should Pres..<\/p>\n","protected":false},"author":1,"featured_media":119266,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[202],"tags":[],"class_list":["post-119265","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-finance"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.9 -
