{"id":118998,"date":"2019-04-17T04:15:10","date_gmt":"2019-04-17T04:15:10","guid":{"rendered":"https:\/\/www.bnreport.com\/eu-us-trade-talks-move-forward-but-problems-remain-6\/"},"modified":"2019-04-17T04:15:10","modified_gmt":"2019-04-17T04:15:10","slug":"eu-us-trade-talks-move-forward-but-problems-remain-6","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/eu-us-trade-talks-move-forward-but-problems-remain-6\/","title":{"rendered":"EU-US trade talks move forward, but problems remain"},"content":{"rendered":"<p>Brussels cleared the hurdle Thursday for launching trade talks with the United States, but the real difficulties are yet to come.<\/p>\n<p>Almost a year after EU leaders <a href=\"https:\/\/www.politico.eu\/article\/eu-leaders-unite-against-trump\/\" rel=\"noreferrer noopener\" target=\"_blank\">first offered<\/a> a limited trade agreement to U.S. President Donald Trump, the blocs ambassadors reached an <a href=\"https:\/\/www.politico.eu\/pro\/eu-ambassadors-agree-to-launch-trade-talks-with-united-states\/\" rel=\"noreferrer noopener\" target=\"_blank\">\u201cagreement in principle\u201d<\/a> on negotiating directives that authorize the European Commission to start talks. EU ministers are set to issue the formal approval Monday, without any discussion.<\/p>\n<p>France had raised objections until the last moment. With next months European Parliament election looming, President Emmanuel Macron feared that the talks would revive a politically toxic trade debate that plagued previous negotiations for the Transatlantic Trade and Investment Partnership (TTIP).<\/p>\n<p>\u201cIn accordance with the commitment of the President of the Republic, France is opposed to the initiation of any trade negotiations with countries outside the Paris climate agreement,\u201d a French official said, adding: \u201cIt is a question of values: Europe must be exemplary and firm in its defense of the climate. France has therefore indicated that it is voting against this trade mandate[s].\u201d<\/p>\n<p>The Commission hopes to avoid such controversy by keeping the new trade deal simple: Its mainly supposed to eliminate industrial tariffs \u2014 <a href=\"http:\/\/trade.ec.europa.eu\/doclib\/press\/index.cfm?id=1985\" rel=\"noreferrer noopener\" target=\"_blank\">promising almost equal gains<\/a> on both sides \u2014 while excluding any talks on the contentious area of agriculture and food standards. EU trade chief Cecilia Malmstr\u00f6m is holding out hope that such a limited agreement could be <a href=\"https:\/\/www.politico.eu\/pro\/malmstrom-believes-eu-us-trade-talks-could-be-quick\/\" rel=\"noreferrer noopener\" target=\"_blank\">\u201cquite quick\u201d<\/a> to negotiate.<\/p>\n<p>Trump, however, is having none of it. The president wants to use the talks to slash Americas $150 billion trade deficit with the EU, and insists that Brussels must also open up its agricultural market and lift trade barriers such as a ban on American hormone-treated beef. On Thursday, he <a href=\"https:\/\/www.politico.eu\/article\/donald-trump-slams-brutal-eu-brexit-approach\/\" rel=\"noreferrer noopener\" target=\"_blank\">launched a fresh attack<\/a>, accusing the EU of being \u201ca brutal trading partner.\u201d<\/p>\n<blockquote><p>\nThe prospect of trade talks with the U.S. doesnt please everyone.\n<\/p><\/blockquote>\n<p>\u201cWe may be ready to launch negotiations, but its difficult to see how we can find a common ground,\u201d said Bernd Lange, chair of the European Parliaments trade committee. Lange already suggested in February that the planned talks <a href=\"https:\/\/www.politico.eu\/article\/the-great-transatlantic-trade-charade-european-union-us-donald-trump-tariffs-cars\/\" rel=\"noreferrer noopener\" target=\"_blank\">are just a charade<\/a> to deescalate transatlantic trade tensions and stop Trump from <a href=\"https:\/\/www.politico.eu\/article\/donald-trump-trade-to-europe-play-ball-or-were-going-to-tariff-the-hell-out-of-you\/\" rel=\"noreferrer noopener\" target=\"_blank\">imposing high tariffs on auto imports<\/a>.<\/p>\n<p>For now, the main hope seems, indeed, to be that launching negotiations will help stabilize the strained economic relations between Brussels and Washington.<\/p>\n<p>\u201cWe will hopefully have less tweets and unilateral actions, and more of a constructive debate between both sides,\u201d said Luisa Santos, director for international relations at BusinessEurope, Europes largest business lobby. \u201cThis could be a good vehicle to let the steam off.\u201d<\/p>\n<p>EU diplomats and Commission officials have outlined a negotiating approach under which the talks could be conducted in stages, with both sides first concentrating on the less controversial areas, such as the removal of tariffs for industrial products \u2014 an area where they had already made lots of progress in the TTIP discussions.<\/p>\n<p>The understanding in Brussels is that U.S. demands on agriculture could be potentially addressed at a later stage, provided that the Americans lift their steel and aluminum tariffs, renounce the car tariff threat, and come <a href=\"https:\/\/www.politico.eu\/article\/eu-us-trade-talks-move-forward-but-problems-remain\/?utm_source=RSS_Feed&amp;utm_medium=RSS&amp;utm_campaign=RSS_Syndication\" rel=\"noreferrer noopener\" target=\"_blank\"><strong>Read More \u2013 Source<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Brussels cleared the hurdle Thursday for launching trade talks with the United States, but the real ..<\/p>\n","protected":false},"author":1,"featured_media":118999,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[202],"tags":[],"class_list":["post-118998","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-finance"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.7 -
