{"id":115974,"date":"2019-03-23T22:30:30","date_gmt":"2019-03-23T22:30:30","guid":{"rendered":"https:\/\/www.bnreport.com\/eu-accelerates-moves-to-block-chinas-market-access\/"},"modified":"2019-03-23T22:30:30","modified_gmt":"2019-03-23T22:30:30","slug":"eu-accelerates-moves-to-block-chinas-market-access","status":"publish","type":"post","link":"https:\/\/www.bnreport.com\/en\/eu-accelerates-moves-to-block-chinas-market-access\/","title":{"rendered":"EU accelerates moves to block Chinas market access"},"content":{"rendered":"<p>Europe is moving unexpectedly quickly to restrict Chinese access to big public projects ranging from railways to telecoms.<\/p>\n<p>Only a week after Brussels branded Beijing as a \u201csystemic rival,\u201d EU leaders attending a summit on Thursday are expected to yield to pressure from Berlin and Paris and \u201cendorse\u201d a law that will restrict the access of Chinese companies to the EUs \u20ac2.4 trillion-per-year public procurement market.<\/p>\n<p>Many industrial EU countries are increasingly frustrated that their leading businesses were excluded from Chinese projects such as the countrys 10,000 kilometer high-speed rail network and the Olympic facilities in 2008, while the EU opened domestic markets to Chinese bidders in tenders.<\/p>\n<p>\u201cWe have to make sure \u2026 that we dont have unilateral protectionism, but react in a reciprocal manner to developments in world trade,\u201d German Chancellor Angela Merkel <a href=\"https:\/\/www.bundeskanzlerin.de\/bkin-de\" rel=\"noreferrer\" target=\"_blank\">said in a video on Saturday<\/a>. \u201cGermany is a country that is in favor of open trade, but we also want to guard our interests. Thats why, together with France, we will put forward proposals to that effect.\u201d<\/p>\n<blockquote><p>\nEmmanuel Macron has led the charge for \u201creciprocity\u201d in public procurement, but the strategy has had mixed fortunes.\n<\/p><\/blockquote>\n<p>European Commission officials said that Brussels wants the EU member countries to agree to a strategy of \u201creciprocity\u201d at Thursdays summit.<\/p>\n<p>It is French President Emmanuel Macron <a href=\"https:\/\/www.politico.eu\/article\/macronomics-french-front-runner-seeks-to-reinvent-eu-trade\/\" rel=\"noreferrer\" target=\"_blank\">who has led the charge for \u201creciprocity\u201d<\/a> in public procurement, but the strategy has had mixed fortunes in recent years.<\/p>\n<p>France has long argued that Europe should shut out companies from countries that do not allow EU competitors to bid in their public tenders. This reciprocity strategy would also tackle countries where there are protectionist rules about buying local or forming joint ventures with local investors. While China is the EUs primary target, the reciprocity strategy would also apply to other difficult markets such as Russia, Turkey, India, Indonesia, Japan and South Korea.<\/p>\n<h3>Third time lucky<\/h3>\n<p>The Commission has already tried to push its reciprocity strategy twice but failed because of opposition from Northern European countries such as Britain and Sweden. The northern free-traders have argued that countries would be shooting themselves in the foot (and hiking prices for consumers) by denying access to what could be the most competitive bids in public tenders.<\/p>\n<p>Brussels thinks this time the winds have turned in its favor, however. Brexit has effectively removed Britain as a key player in EU debates.<\/p>\n<p>Officials in Paris, Berlin and Madrid told POLITICO on Monday that their leaders would support starting work on a new law. \u201cSpain is in favor of starting negotiations, on the basis of the modified proposal,\u201d a government spokesperson said.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.politico.eu\/wp-content\/uploads\/2019\/03\/GettyImages-1011729966-714x476.jpg\"\/><\/p>\n<p>The National Stadium \u2014 also known as the Birds Nest \u2014 was built in Beijing for the 2008 Olympic Games | Greg Baker\/AFP via Getty Images<\/p>\n<p>\u201cWe are for it,\u201d said a French spokesperson.<\/p>\n<p>Berlins economy ministry this year <a href=\"https:\/\/www.bmwi.de\/Redaktion\/DE\/Downloads\/F\/franco-german-manifesto-for-a-european-industrial-policy.pdf?__blob=publicationFile&amp;v=2\" rel=\"noreferrer\" target=\"_blank\">launched an industrial strategy<\/a> in favor of more \u201creciprocity\u201d in public procurement. The plan came hard on the heels of proposals from the BDI, Germanys biggest industrial group, to take <a href=\"https:\/\/www.politico.eu\/article\/china-germany-competition-european-commission-bdi-german-industry-seeks-to-push-harder-eu-line-on-china\/\" rel=\"noreferrer\" target=\"_blank\">a more defensive line against China.<\/a><\/p>\n<p>Tackling the reciprocity issue could also buy the Commission some respite from Franco-German criticism about merger rules. Berlin and Paris reacted furiously to the Commissions decision to block a mega-merger in the rail sector between Alstom and Siemens to form a European champion that could compete with China, and have suggested that the EU needs to rewrite its competition rules.<\/p>\n<p>The Commission has pushed back against this suggestion that it needs to be softer on tie-ups \u2014 saying consumers would suffer \u2014 but suggested instead that action on reciprocity in public contracts would be a more effective weapon against China.<\/p>\n<p>Last December, a group of ministers from 18 EU countries \u2014 including the eurozones big four, France, Germany, Italy and Spain \u2014 <a href=\"https:\/\/politico.us8.list-manage.com\/track\/click?u=e26c1a1c392386a968d02fdbc&amp;id=6e080655e4&amp;e=74778ca3be\" rel=\"noreferrer\" target=\"_blank\">vowed they would<\/a> discuss the reciprocity proposal with a view to \u201cdefend [the EUs] strategic autonomy.\u201d<\/p>\n<h3>Elusive consensus<\/h3>\n<p>Still, diplomats from smaller EU countries remain skeptical. Traditional free-trading countries like Sweden are \u201ccritical of having strong language. It should not be decided top-down,\u201d one EU official said.<\/p>\n<p>Crucially, Italys populist government has not yet decided whether it will back the proposal, two officials said.
