An official report predicted an increase in child labor in Jordan by more than 25%, with the number of child laborers increasing to 100,000 from 76,000 in 2016.

The report released by Workers’ House for studies warned that child labor has become a clear threat, with the unemployment rate rising to a record level in Jordan at 24.7%.

More than 80,000 unemployed people joined the ranks of unemployment during 2020, and the wages of more than 500,000 workers decreased. This negatively affected the income of nearly two and a half million Jordanian citizens.

June 12 of each year marks the International Day Against Child Labor. The United Nations proclaims 2021 the International Year for the Elimination of Child Labour.

The work of most workers in the unorganized sector has been suspended for long periods at the time they represent nearly half of the employment in the Kingdom, including day laborers and self-employed workers.

The report pointed out that the closure of schools and distance education prompted many families who lost their jobs and sources of livelihood, or had their breadwinner income reduced, to push their children into the labor market in order to provide their daily livelihood.

The report stated that “there has become an urgent need to update data on child labor to measure the extent of the impact caused by the Coronavirus pandemic”.

The figures for the 2016 National Child Labor Survey indicated that the number of working children in the age group 5-17 years was about 76,000. Of whom, about 70,000 are considered to be employed in violation of the law.

Reducing the problem

The Workers’ House report indicated that “despite Jordan’s ratification of the most important international conventions on combating child labour, these provisions have not succeeded in reducing this problem, which continues to escalate annually”.

Cases of violations that are seized annually reach about 500, which is insignificant number compared to the number of working children, the report said.

The report added that policies and programs to reduce child labor lack effective coordination between the concerned authorities.

To contribute to addressing this problem, the report recommended taking urgent measures at the level of social policies, developing poverty reduction policies, and improving the economic conditions of families of children exposed to the labor market.

It also recommended the development of policies to reduce unemployment, and the inclusion of daily workers and self-employed workers under the social security umbrella.

The report called for the establishment of a national database on child labor that includes data on working children, as well as school dropouts, cases of beggary, and cases of street vendors.
